WIPB OF FORMIR AMBASSADOR, WHO ROOilVILT CALLED A -MICDUR- PRESENTS SOME UNPUBLISHED LETTERS. '

Springfield. Mass., Sept. 22. Th Republican today print a tetter from MM. Bellamy Storer, written in France

September , rerlewlnf the contro

versy between -the Storere and Mr.

Roosevelt concerning the former presi

dent's alleged authorization of the former ambassador to Austria-Hungary to Tlslt Pope Plus X. and ask him a personal favor to the president of the United SUtea to make Archbishop Ireland, of St Paul, a car dlnal. Letters written by the Archbishop in 1903 and 1904, hitherto unpublished, are quoted by Mrs. Storer to showj that at repeated Interviews In the white house between the archbishop and the president Mr. Roosevelt acknowledged that he had commissioned Mr. Storer to act as his personal envoy at the Vatican In behalf of the archbishop. Still Another Letter. Mr. Roosevelt has hitherto publicly denied that Mr. Storer was ever authorised to represent him In this manner, and the Ireland letters now pub

lished by Mrs. Storer have the effect

of making much sharper the Issue of veracity between the Storers and the ex-presldent. Mrs. Storer letter to the Republi

can also seeks to prove on the testi

mony of Archbishop Ireland, that Pres.

Ident Roosevelt promised to make Mr.

Btorer United States ambassador eith

er at Paris or London: and there Is

Included stin another letter alleged to

have been written by Mr. Roosevelt to

Mr. Storer Just after the presidential election In ISM, in which Mr. Roosevelt asked Mr. Storer to see President elect MeKlnley and urge him to appoint Mr. Roosevelt assistant secre

tary of the navy.

This last letter seems to confute a recent. assertion that Mr. Roosevelt never sought a public office except when he sought a presidential nomination in 1904. The first letter by Archbishop Ireland quoted by Mrs. Storer, written to Mr. Storer November 3, 1901, Is in part as, follows: 1 have had two most pleasant meetings with' the president at the white house. He Is decidedly your friend and resolved to give you the best there Is. Even.' said he. If Berlin comes first and Bellamy wished It for a little while, pending Choate's retention of London. I would give It to him and change him shortly afterward to London. Let him trust me.'

CITY EMPLOYES llOO r . i ..- Milwaukee Workers Organize

With Approval of Department Heads.

ARE IN VERY HIGH SPIRITS.

Milwaukee, Sept 22. One of the first unions of city employes in the country and the first one here, was organized last night and sponsored by Socialist officials. There were thirty present, water wagon drivers, ward teamsters, steam roller men and street sweepers. They were enthusiastic for the organization though some what fearful of the results. When the call came for names, twelve responded Immediately. Others said xthey would wait until the next meeting. There was some question . on the part of the ward workers as to what position they would be in if the present administration was ousted at the next election. They were willing enough to be union men if that would raise their wages and give them better working conditions, but they didn't wish to be union men if that meant their jobs at the end of the next two years. ' '
