' Report of Results of Its Investigation.

A special comnplttee of the municipal research bureau, with N. C. Heirenlxnns as chairman, has just completed an InTestlfatton of the dairies supplying milk to Richmond. The report was made. last night. General conditions were found good and the committee believes the dairymen should hare .time in complying with the improvement orders given by the state Inspector, Mr. Brunner. The report In

Bureau of Municipal Reseach: In accordanco with your instructions I hare examined as well as I was able the sanitary conditions of the dairies supplying milk to the city of Richnond and herewith submit my report. On undertaking this work I was so fortunate as to find State Inspector A. W. Brunner In the city for the purpose of making an official visit to the dairies. 1 at once presented our plan to

him and was permitted to accompany him and benefit by observing his methods and hearing his suggestions. In fact he took a very great Interest In our plan and exerted himself to aid me in every possible way. Without this assistance I am convinced . that my work would have failed of its object I am also under many obligations to Dr. T. Henry Davis and Mr. Charles Flook city dairy Inspector, for their courtesy and care in furthering our plans. I cannot refrain from commenting t this point on the . methods of Inspector Brunner in hit work as observed by me. His frank and courteous dealing with the dairymen cannot fall to enlist their co-operation in bringing about the end we all desire, namely the production of milk under sanitary conditions. I think no one

I visited In all thirty-seven dairies. Several of these do not retail milk in the- city, but sell to retailers. In but two of this entire number are all the

In fourteen the cow stable is kept free from other animals besides the cows., Of thestables twenty-five grades as well drained: fifteen are well constructed and fourteen fair: fire are well and 'thirteen are fairly lighted: twenty-five are fairly well ventilated: while eighteen have the standard amount of air space per cow, and twelve are In the grade of fair. Twenty-three have well located and alxteen have well constructed milk houses and seven others are fair. Twenty-five are supplied with milk coolers and the same number have good utensils,- two- others ranking fair. ; Twelve stables are in the first class and fourteen In the second class on the score of cleanliness, 'while of the barnyards sixteen are properly cared lor' and seven fairly so. . after all unsatisfactory conditions were corrected. One week point in our city ordinance regulating dairies is that men who wholesale milk are not required to have a license. When they sell to

some one who retails the milk on the streets this retailer becomes responsible for the conditions under which it is produced and handled. But when the milk Is sold to hotels and restaurants it reaches the consumer without anyone being responsible to the city dairy Inspector. The consumers in this case have even less chance to protect themselves than have private families, for In this latter case the dairymen Is known and some idea of bis general cleanliness may be gained from observation, while the patrons of hotels and restaurants have

no Idea of the source of supply. In conclusion I would suggest that people who buy milk from dairy wagons show some Individual and direct Interest in the conditions under which the milk is produced. Ask your dairyman if his cows are tuberculin tested. There should be not less than BOO nor more than 1000 cubic feet of

Stables should have, four square feet of glass windows for each stanchion and must have at least one foot. Ask your dairyman how many square feet per stanchion in his stable. The state law forbids the quartering of other animals in the same stable with milk cows. Ask your dairyman if he obeys the law.

No manure should be piled within fifty feet of the cow stable. Ask him to measure and report. The cow's udder should be washed and dried before milking, or at least wiped carefully with a damp cloth. Which plan does he follow? A milk' house, well constructed,
