Congressman J. Hampton Moore of Pennsylvania, president of the association, called the gathering to order in the Providence opera house at 10 o'clock tills morning. An official greeting to the delegates by Mayor Fletcher was followed by addresses by Congressmen John H. Small, of North Carolina, William S. Greene of Massachusetts and Richmond P.
