SOLDIER IS JAILED Walter Woods, late of troop L, Second United States cavalry, a veteran of the Spanish-American war, born In Richmond, also a cow puncher of Montana, and the most cheerful liar ever In police court, was fined $25 and costs and 30 days in Jail this morning for petit theft. Woods thinks It is a shame after such an eventful career to land at the age of. only twenty-nine years In the Wayne county jail. The man said he had been court martlaled several times for "booaing.'' - Woods was arrested for stealing some clothing, watches and other goods - from a car In which Italians live in the Pennsylvania yards, near the C. & O. crossing. Woods claims he was given the stuff by a negro, also arrested, named William Jones. - He said after getting the goods he saw an Italian coming at him with a coupling pin and he crawled tinder a pile of telegraph poles, near the Pennsylvania freight depot. HAS WONDERFUL , RECORD (Palladium Special) Camp Perry, O., Aug. 13. Among the many marksmen ready to compete in the matches at Camp Perry Is Maj. William B. Martin, of Sea Girt, N. J., who Is here to defend his title of military champion of the United States. Major Martin won this title last year by making the highest aggregate score In the president's match and the national individual match, although he did not win either of these matches. His total score in the president's match was 314, and in the national match 322. The winner of" the president's match wasa Midshipman Andrew D. Denny, and of the national individual match Midshipman Herbert Roesch. All three of these marksmen received letters from President Taft congratulating them on their victories. Major Martin, familiarly known as "Billy" Martin, is one ot the most popular men In the shooting game. NO LONGER PRINCIPALITY BLACK MOUNTAIN PEOPLE ARE CELEBRATING THE EVENT WITH FIRING OF RIFLES AND GAY FESTIVITIES. (American News Service.) Vienna, Aug. 13. A dispatch from Cetlnje, the capital of Montenegro, says: The simple folk of the Black Mountain are rejoicing greatly today after their own peculiar fashion, and the welkin is resonant with the sharp and stunning reports of rifles, muskets and revolvers. Old and young, men and boys, gather in street, and village, and on the mountains, and by the crack and pink of firearms give expression to their joy as long as ammunition lasts. In the afternoon and evening, when the cartridges are spent they will gather In front of the royal palace, a term which gives an, inadequate Idea of the sedate farmhouse occupied by the Montenegrin ruler, and there will shout their "xlYio's,'' and even plunge into the measured excitement of the national dance, the "kelo." Id this monotonous dance the men join hands and form a circle, some thirty strong, and gently swaying to and fro, sing in strophe and antistrpphe, the praise of old 8ervian heroes, the most popular of these songs having been written by the present ruler. If and the hypothesis is wildly possiblethere were some native witne of these rejoicings who did not know the cause of them, he would surely ask, "Is it because the Crown Prince's youngest-born has killed bis first wild boar?" or. "Has a new mall coach come down from Mount LovcenT But the cause, as all the world knows. Is that Montenegro has emerged from a principality into a kingdom and now ranks on an equality with Senrfa, Bulgaria and other of her proud neighbors. Realise Her Ambition, Tea, Montenegro has at last realised her ambition of years and b. come a kingdom. And Prince Nicholas, the beloved ruler, is no longer Prince Nicholas, but is entitled to be called king or cxar. All of which momentous changes have been brought about by the simple act of Nicholas in proClaiming the change In the style of government to mark the golden jubilee of his reUra. Ha came to throne fifty years ago today. Of course, the Uttle principality could not have been elevated to a kingdom with out the consent of the European " powers. But the latter could hardly withhold their approval In the ease of Montenegro after the7 had permitted aU the other Balkan princes to assume the dignity of kingship. Up to thirty years earlier it had been an ecclesiastical state under the govern ment of the vladika or prince-bishop, whose combination of secular ' and sacred rule illustrated the divine right -of kings. Since 1696, however, the reins of power bad been vested in the Petrolvtch Nyegush family, which cel ebrated its bicentenary in 1896. ' Montenegro la the thirteenth king dom to come Into existence within the last hundred years. Six of these king domsthe Netherlands, Bavaria, Sax ony, .Wurtemburg, Westphalia aud Hanover were given birth as the result of the Napoleonic wars. Belgium was the result of the breaking off In 1831 of her union whh. Holland. Greece, Roumanla, Bulgaria, Servla, and now Montenegro, are directly or indirectly the result of the breaking up of the Ottoman Empire in Europe. The revival of the kingdom of Nor way, five years ago was the climax o the national ill will against Sweden, with whom she had Ions been-linked under dual rulership. Within the same period of time that has seen thirteen kingdoms come into existence four kingdoms have vanished from the scene, namely, those of France. Na pies. Westphalia and Hanover. France Is the only one of the kingdoms to become a republic, which would seem to indicate that Europe still Inclines decidedly towards monarchy rather than towards democracy. METHODIST MEETING (American News Service) , Victoria, B. C, Aug. 13 The general conference of the Methodist church, which will be formally opened here tomorrow with religious services, Is destined to be one of the most Important meetings of the denomination ever held in Canada, If the plans of legislative discussion and enactment are carried out. Problems of vital importance and denominational ' stat. utes of the greatest Interest are scheduled to be brought up for discussion at this meeting which is the regular quadrennial conference, Among the matters to receive attention are following: The publication of a new hymn book, the proposal to extend the pastoral term beyond present limit of four years, the establishment of the superannuation fund on a firmer basis, church union; and change fnthe , methods of administration t of missionary funds, especially in the home department. The election of all the general conference oOcer will be among he first items of business. A successor is also to be appointed to the late Dr. Sutherland, as secretary of the foreign missionary department.

Notice is hereby given that the un dersigned as. executor of the will of Cyrus Al Baldwin, deceased, will by virtue of an order of the Wayne Cir cult Court, offer for sale at publto auction, the real estate of decedent de scribed below, on Thursday. September 1st, 1910. at two o'clock p. m. on the premises first described. Said real estate is the farm of the late Cyrus A. Baldwin situated northeast ot Greensfork, Ind., and described as follows: Sixty acres off of the north side ot the northwest quarter of section 25, township 17, range 13 easL the same being bounded as follows to-wlt: Commencing at the northwest corner ot said quarter thence south 60 rods; thence east 160 rods to the east line of said quarter; thence north 60 rods to the northeast corner ot said quart er; thence west 160 rods to the place of beginning, containing 60 acrea more or less.
