New York, Aug. 6. For several weeks to come the crops will be the controlling factor In both business and financial circles. At present the outlook Is not eminently satisfactory. The country needed, more than anything else, bumper crops. Only one crop promises to reach expectations, and that Is corn. The condition of cotton 1$ exceedingly low, and the present outlook suggests a croi) ot not more than 12.000.000 bales, which Is Inadequate for the wortd's requirements, considering last year's shortage. Thft output of wheat seems to be better than at one time anticipated, but at best nothing more than t. full average crop can be counted upon. According to present Indications the farm value of our cereal crops, based upon the be about $3,000,000,000. This is slightly In excess of tho actual farm values reached last year, and Is due almost entirely to the promising outlook for corn, the only Important crop promising a record yield. Advices from Washington also suggest the probability of considerable agitation in the early future. The business outlook is not altogether satisfactory. It la now generally recognized that the country has already entered a period of reaction, retrenchment and adjustment Nothing severe in this direction is expected, but if It is generally recognized that the pace has been too fast and that a period of slowlng-down Is imperative. Conditions In the iron trade, which is usually considered our best trade barometer, confirm these views. Production of pig Iron is running at the rate ot about 26.000,000 tons annually, which is 20 per cent, below maximum of the year. Prices ot Iron products show a declining tendency. The copper situation continues perplexing: supplies are Increasing to an embarasslng extent and there seems to be co way of restraining the output except by reducing prices to a level that will force shut-down

Railroad earnings continue to show a liberal increase In gross; but a number of the roads are showing startling losses in net since the increase in wages which went into effect on June 1. Plainly, railroads must secure better rates for freight. unless they are to cut wages and expenses to a point that would be hazardous. Doubtless many of the roads will Inaugurate a policy of rigid economy before very long: something that will neither be relished by labor nor by concerns supplying the railroads with materials and equipment The above is rather a formidable array of unpleasant facts. The question arises, "What will the stock market do with them?" The answer Is, "That to a very large extent these adverse conditions have already been fully discounted." Many stocks are now selling at prices which should be . attractive to the Investor even in event of reduced dividends. Liquidation has been severe; many weak spots have been removed and stocks have passed from weaker Into strong hands. It Is Impossible to avoid the the conclusion that the drastic liquidation of the last six months must have materially strengthened the technical situation of the stock market. It is also important to note that the market is in excellent condition; this being demonstrated by the skillful manner in which heavy liquidations have been accomplished without causing any important failures or excitement. Perhaps the best feature in the situation is the very decided improvement In monetary affairs. Possibly there may be some local stringency or disturbance from overextension of credits in the interior, but. nothing serious in this respect is now apprehended, or certainly nothing more than what the banks can easily take care of. The financial situation Is now well under controL Bankers are conservative and encouraging contraction. Our credit abroad is good; gold imports will continue; Europe has aided us immensely by free purchases of securities; the eastern banks have greatly strengthable to give needed assitance for marketing the crops: so that there is no further reason for the apprehensions which have existed in the early half of the year. Currency associations are being formed in many states throughout the interior, which will avoid any emergency; but as no emergency is now, expected their usefulness is not likely to be tested. We thus find that the market is working under conflicting conditions but into a safer position. Forced liquidation has about exhausted itself and the fact that security values are already upon such a low basis strengthens the probability of sharp ralies hereafter. Hence on pronounced declines the better class of securities should be considered practically at bargain prices for investors; and if the crops. torn
