This Is a direct quotation of one of

the highest naval officers of the line at present on duty In Washington. Although a keen enthusiast over aerial navigation as applied to the military

Is the concensus of opinion of both army and naval officials. For obvious reasons he will not allow his name to be mentioned. As the United Statets cannot afford to drop behind other

branches of the service. It is the hope that the aerial craft will ultimately

become of great value to these branches as it Is pointed out that both

the army and the navy need an effi

atlves of the United States In cementing the bonds of friendship between this country and the South and Central' American republics. Recently Major General Wood, chief of staff of the United States army returned home after receiving a brilliant welcome in

Argentine. Not many weeks ago, six delegates, men prominent In diplomatic, Industrial, scientific and social life in the United States, were enthusi

astically received by a congress of rep

resentatives from every nation in

Central and South America at Bue

nos Ayres. About the same ' time President Taft and Secretary of State

Knox were unanimously elected hon

Other honors were conferred upon rep

resentatives of the United States.

Prior to these gatherings, considera

ble worry was experienced by officials of the state department owing to the

seemingly growing sentiment In sev

eral Latin American countries of anti-

American feeling. This was notably

true In Columbia, Honduras, Costa

Rica. Nicaragua and to some extent in Mexico. The complete reversal of feeling, however, is attributed to the

unqualified indorsement of the posl

tion of fairness taken by the United

Statets In the Nlcaraguan embroglio,

and of the part played In the arbitra tion mediation between Peru and Ec

uador, whereby a serious war was averted through the timely and friendly offices of Secretary of State

Knox.
