What purported to be an answer to those four questions occurred In such lucid language as this: "The voters of the country have often been Imposed .on by tariff taxes levied ostensibly for public revenue, but really for private profit. But they were never before fooled by a promise of substantial reductions of these taxes broken in their faces as soon as the votes were secured. A power so Insolent In Its control of the law-making powers must be overthrown without delay, and will be, if the American people have not lost their spiritThere can be no relief as long as the interests which profit tbrough tariff laws are allowed to frame them, as thus far they have always done. It has just been shown, in the most striking way, that these have complete command of the Republican party as an organization. Insurgency is merely, a protest They scoff at it The only agency by which they can be dislodged is the Democratic party." We have little kick coming about the hard words said against the Payne-Aldrlch tariff. As everyone above the age of puppyhood knows that little manipulation for the extortion of moneys t? pay dividends on watered stock was accomplished by Republican standpatters and Democratic Standpatters. With the hope of ultimately getting the channel of the Mississippi deepened to the Gulf of Mexico, the Upper Mississippi River Improvement association will meet in St Paul July 12-13 and discuss plans for bettering the big "Father of Waters" from St. Paul to the mouth of the Missouri, just north of St. Louis. The rivers and harbors bill passed by the recent congress appropriated $500,000 for the improvement of tho

Upper Mississippi, and from the sundry civil act there will be another

$500,000, making $1,000,000 in all available for the upper part of the

stream. Even the million dollar mark

must be considerably exceeded, how

ever, if the project of the corps of Un

ited States engineers, for a six foot channel, free of sand bars and protected by wing dams is to be finished within the next twelve years. The

present congress in passing the river

and harbor bill has given Its indorse

ment to that project, though it left to

future sessions the appropriation of

most of the money. Will Cost $20,000,000.

Four years ago this project was taken up and It is estimated that such a

channel as the United States engineers

want will require all told, $20,000,000.

With the $1,000,000 that has been ap

propriated, to be expended this year,

the engineers will have had 12,500,000 for the project, leaving $17,500,-

000 to be obtained from future con gresses.

Wing dams, however, are no new thing on the Upper Mississippi,

though the six foot channef project, a

comparatively new enterprise, could

not possibly be carried out without Buch dams.- Most of the summer river

tourists who see these great piles of

stone, extending in parallel lines almost out to the middle of the river, giving with the shores to which they extend, forms like huge combs, the dams representing the teeth, do not know that these wing dams are absolutely necessary to the navigation of

The government has been constructing these wing dams to a greater or less extent during the past thirty years, and has spent about $10,000,000 on such work including the dredging out of sand bars. By a six foot channel

the engineers do not merely mean one that has an average depth of 6 feet. It is to be at least 6 feet below the low water mark everywhere during the entire season of navigation. This will

require about twice as many wing

dams as there are now between St.

Paul and Winona and about three

times the present number between Winona and the Missouri river.
