Providing for a license upon vehicles used upon the streets, alleys and public places of the city of Richmond, Indiana, the manner of obtaining the same, and providing penalties for the enforcement of the same. Also for the publication thereof and the date when same shall take effect Section 1. Be it ordained by the Common Council of the City of Richmond, Indiana, that the owners of all vehicles, used upon the streets, alleys and public places of the City of Richmond, Indiana, shall pay annual li
cense fees as follows, to-wit: (1) On each wagon or truck drawn by two horses or more, and used for heavy hauling, that Is, for hauling coal, brick. Etone, sewer pipe, tiling, clay and shale products, earth, sand, cinders, ashes, garbage, building material, Ice, saw logs, lumber, iron, steel, steam boilers, machin
ery and intoxicating liquors. $3.00

hicles shall pay an annual license fee upon their vehicles used upon the
streets of said city as set forth and
described in Section one (1) of this
ordinance.
Section 3. That any person included
in the provisions of this ordinance de
siring to use the streets of said city
shall pay or cause to be paid to the
City Treasurer, for each vehicle, the
license fee as herein provided, takin
his receipt therefor. Said person shall then file his receipt together with an
application signed by himself, with the
City Controller of said city, which ap plication shall contain a full descrip
tion of the vehicle for which a license is desired, the name of the owner and
the use to which said 'vehicle is to bo put Said Controller shall 'then issuo
to such applicant a license for the ve
hicle in such application described, which shall authorize the holder there
of to use the streets and alleys with
such vehicle, for the period covered
thereby. The licenses issued hereun
der shall be numbered consecutively from one upward, and each license
shall contain its appropriate number,
the date of its issue, the time of Its
expiration, the name and residence or place of business of the licensee, the
amount paid therefor, the kind of ve
hicle that may be used thereunder, and
shall contain a reference to this ordinance.
The Controller shall make, in a book
to be kept by him, an entry of all 11
censes issued, which shall contain the
particulars above mentioned, and
margin shall be kept upon which to note any transfers of licenses. The
Controller shall at the time such 11
cense is issued, also issue to such ap plicant a tag containing the same num
ber as that borne by the license. The
tag shall, when the vehicle which is
covered by said license, is in use, be attached and displayed In a conspicuous place on the left-hand side of the
vehicle, or upon the left-hand side of the harness on the animal attached to said vehicle, if It be of the class drawn by animals. License tags shall only be used on vehicles -or animals belonging to the party in whose name the license is issued. Any one permitting license tags to be used otherwise, as well as the party using the same, shall be guilty of a misdemeanor, and both be subjectto punishment in the manner hereinafter provided. The license tags shall be of different colors, each color to repre
sent the amount of the license paid and no two colors shall represent the same amount, and the Mayor shall designate the amount to be represented by each color. The' tags shall not
be mutilated and when advised by an
officer of the Police Department that
a tag is no longer in a satisfactory condition for the purposes intended, the holder shall procure a new tag from the Controller In exchange for the old one, which shall be furnished at actual cost. Said tag shall always be kept clean and in such condition that the numbers thereon shall be plainly visible. Section 4. All licenses Issued under
the provisions of this ordinance shall be for the period of one year, except as hereinafter provided, and shall expire on the first day of September next after the issuance of the same; provided, that "persons not subject to the provisions of this ordinance on the first day of September of any year, but who shall thereafter become subject thereto, shall pay pro rata for the balance of the year ending September next ensuing.
