It became known today that the main cause of the investigation being conducted by the navy department into the celebrated "splash" given here last February by civilian employes attached to the torpedo station was that an American flag was used to drape the nude form of a dancing girl. It is reported that La Belle Fredda, a Etage girl of Bosotn, whose Salome dance was given for the delectation of the "splashers," together with a num
ber of other women performers on that occasion will be summoned as witnesses before the investigating board. The government employes involved
are accused of desecxaiion of the flag. It appears that some of the more patriotic of the 300 men present Insisted that the Bacchante out of respect for the colors should don some other drapery. . The testimony thus , far indicates that the splash which is held annually by the torpedo station mutual association outdid the daring performances given In. gay parts of Paris. While theaffair was supposed to be & smoker themain attraction was a bevy of dancing girls. Young apprentices In the torpedo shops have testified that the most startling act was that of a pretty dancer, called by some, "Daughter of the Navy." The complaint is said to have been made by James Brennan, a pipe fitter, and later Senator George Peabody Wetmore personally requested that an inquiry be made. Members of t he association boast that they have nothing to fear as they were "off the reservation."

African war and Commander Cunningham Graham, who is a groom in waiting to King George, spent 20 years in the navy and. since 1SS6. has been connected with the life boat service. It is the general deficiency bill and carries a total of $4,142,600. The bill Is to be called np the latter rrt of the month. This completes all the supply bills so far as the house is concerned.
