Ohio man, who is director of the consular serTlce, who reorganized the service, under. Senator Root's direction and it is Director Carr who is now traveling about the country addressing gatherings of exporters engaging them to write direct to American consuls in order to ascertain conditions and to obtain the aid of consuls in developing the foreign trade. At present the United States has a consular officer in nearly every port in the world where Great Britain, the loader in the movement has a representative. Director Carr is telling American manufacturers that English and German manufacturers have constantly before them a list of their countries' consular officers, and that the success of their trade development, especially in the Orient, is due to the close relations between the English and German exporters and their countries consular agents. The American exporter having long neglected the services of our representatives, the Btate department, in its new commercial policy is therefore in the attitude of begging Ameri
can manufacturers to "get acquainted" with this country's foreign representatives.

The development of the efficiency of the naval reserves, or militia of the several states, is a subject to which deep thought 13 now being given by Secretary Meyer of the navy. Efforts are being made to secure needed legislation to promote naval militia efficiency. Commander C. C. Marsh, son-in-law of Rear Admiral Evans, retired has immediate charge of the state naval sailors. Like Director of the Consular Service Carr, Commander Marsh is frequently on the road visiting the headquarters of the various naval batallions and by hustling and lecturing, stirring up sentiment and enthusiasm for the service. Both men, it is said, have adopted the successful methods pursued by John Barrett when he took charge of the bureau of American re publics. No place on the map is too far away nor are personal conditions considered when either get an opportunity to discourse on their hobbies.

Calculations made roughly show that the Atlantic battleship fleet made Splendid records In the elementary target practice recently completed off the Virginia Capes. The Idaho, with a final score of more than fifty leads the fleet An idea of the excellence of the sVore may be gained when It is remembered that the U. S. S. Maryland, lader of the Pacific fleet, made a final score of 38 under the same conditions. This indicates that the Atlantic fleet once more has scored a victory over the Pacific fleet in target practice. The practice this year was under new rules which made it more difficult than ever before. Instead of firing at a stationary target in smooth, or land locked water, the vessels fired at a moving target in the open sea. Several remarkable records were made. The battleship Louisiana which last year broke the world's record with ons of her 12 inch turrets, equalled her score on one of her uns at this practice. One turret firing eight shots at the running target, made eight hits. Another turret, firing eight shots also made eight hits. On the second run, however the gunnery crews were so anxious to excel this record that they fired too fast and spoiled what otherwise would have been a generally excvellent score. The night firing especially was spectacular. Only the smaller guns were used at the night fire, the object of the practice being to protect a battle-ship against torpedo attacks. The ships steamed out into the black sea the commanders knowing that three or more targets were hidden somewhere. By the aid of the seacchlights these targets were picked up adn the threeinch guns immediately marked them as their prey. The scores are calculated to the time it takes a ship to put the targets out of commission. Should even one target be overlooked by the ship's commander it is regarded as a very grievous mistake and counts heavily
The action of Secretary of the Navy Meyer in ordering an end to the recent court of inquiry into the U. The Blow of a Wavo. There is au instrument of English invention which is employed to determine the measure of the blow of a wave. This instrument was used to measure the wave blow off the Skerryvore rock. Scotland. There the waves sweep in from the wide Atlantic. In summer a force of over GOO pounds to the square foot was recorded, in winter as high as a ton to the square foot was attained. These figures give some idea as to what ships, lighthouses and other similar structures have to contend with during stress of foul weather.

They are of lightweight canvas, and the floor of the tent is sewed directly into it. The fly is sewed up, a circular opening in it just "large enough to admit a man, and that opening fitted with a circular flap, which is closed by

lately snow proof. An ordinary tent when the snow is flying would be filled in no time. "The tent is pyramidal, with one pole in the center, and the edges are usually held down by the sledge runners or by snowshoes used as tent pegs. The men sleep on the floor in their clothes with a musk ox skin or a couple of deerskins wrapped around them. "The kitchen box for our sledge journeys is simply a wooden box containing two double burner oil stoves with four inch wicks. The two cooking pots are the bottoms of five gallon coal oil tins tit ted with covers. When packed they are turned bottom side up over each stove, and the hinged cover of the wooden bex is closed. "On reaching camp, whether tent or snow igloo, the kitchen box is set down inside. The top of the box is turned up and keeps the beat of the stove from melting the wall of the Igloo or burning the tent. The hinged front of the box is turned down and forms a table. The two cooking pots are filled with pounded Ice and put on the stove. When the ice melts one pot is used fer tea and the other may be used to warm beans or to boil meat if there is any.
