men of the city until in May. Mr. Chalmers made an engagement to come here March 23, as the speaker for the event, but he was sick in bed from an attack of pneumonia at that time and his coming then was out of the question. The club upon his recovery again took up the matter with him and yesterday afternoon received tbe following communication: "It Is absolutely out of the question for me to think of making any talks at the present time. I am far from being strong and have been working entirely too hard, and I have promised my doctor faithfully that I will let up. I am only giving two hous a day to business at the present time. I expect to go away Boon to be gone several weeks. May Come Next Month. "It Is possible that I might be able to be with you Bome time the latter .part of May, but not before that time. "I thank you very kindly for your urgent Invitation, and assure you that I appreciate It very much indeed, and were I able to accept it would give me ja great deal of pleasure."

One of the most far reaching and engrossing subjects which this administration will attempt to bring about during the course of the present fiscal year is a complete glossary, or encyclopedia, of the American tariff. It will Include within its scope an Investigation of all the large industries of the United States engaged in export trade with foreign countries, and to perhaps a

larger extent, the entire manufacture of articles of trade coming into this country. The purpose of this important work Is to acquaint congress, the president and the people of the United States generally with the cost of manufacture of articles of export so that the legislators, executives and the people may have a complete and intelligent idea of the valuations , of

articles of commerce and industry.

Heretofore, congress and the presi

dent, in endeavoring to work out a tariff just and equitable for the United StateB in comparison to like rates

existing in other countries, have undertaken a Job which, to say the least, has been on they did not fully understand. In other words, experts of the government in this line say, they have been dealing with a subject which the majority knew very little about. Several hundred lawmakers

The plan on which the work will proceed has been mapped out and its general scope provided for. To make this encyclopedia a success from the start the hearty co-operation of congress has been sought, and according to the advises of a high

government official, congress will not refuse it. It is proposed by President Taft to ask congress for an appropriation of $250,000 "' for this purpose. Should this sum become available, the

In this way it is believed the work will progress in a systematic way. Illustrations of the " instances in which tariff legislation has been openly criticised was pointed out in the case of the Wilson y 11 which President Cleveland refused to sign, the McKlnley bill and lately the much

discussed Dingley bill.- The PayneAldrich bill, while admittedly bad in a number of ways, is regarded by the tariff board members in the same light as does President Taft while it may be bad in part, it is the best tariff measure that has been passed by congress in a long time. ; It is hoped, however, that by the time congress wishes to revise the present tariff, either downward or upward, much statistical matter will

This organization gave its first public eoncert a few weeks ago for the benefit of a public charity, and, according to a published report, "earned the applause of a large and critical audience." Among the prominent members of the orchestra are Professors Strumpell, Retni, Stoerk, and Ivanovics. Beethoven's Pastoray Symphony, the overture to "Egmont," and a composition by Haydn were the features of the entertainment.
