INESS MEN UNTIL CHALMERS . CAN COME HERE.
Because of tbe Inability to secure Hugh Chalmers, president of tbe Chal
mers-Detroit Motor Co., of Detroit, Mich., at this time, the Young Men's Business Club has decided to postpone Its noon day lunch to the business
men of the city until in May. Mr. Chalmers made an engagement to come here March 23, as the speaker for the event, but he was sick in bed from an attack of pneumonia at that time and his coming then was out of the question. The club upon his recovery again took up the matter with him and yesterday afternoon received tbe following communication: "It Is absolutely out of the question for me to think of making any talks at the present time. I am far from being strong and have been working entirely too hard, and I have promised my doctor faithfully that I will let up. I am only giving two hous a day to business at the present time. I expect to go away Boon to be gone several weeks. May Come Next Month. "It Is possible that I might be able to be with you Bome time the latter .part of May, but not before that time. "I thank you very kindly for your urgent Invitation, and assure you that I appreciate It very much indeed, and were I able to accept it would give me ja great deal of pleasure."
Mr. Chalmers reputation as an after
Ulnner speaker for such an occasion as that planned by the Young Men's Business club makes it Bcera worth while to withhold the event until lit Ktey when there is a possibility of securing him. If then he still can no jcome another speaker will be secured.
(BY SIDNEY ESPEY.) . Washington, April 2. One of the most far reaching and engrossing subjects which this administration will attempt to bring about during the course of the present fiscal year is a complete glossary, or encyclopedia, of the American tariff. It will Include within its scope an Investigation of all the large industries of the United States engaged in export trade with foreign countries, and to perhaps a
larger extent, the entire manufacture of articles of trade coming into this country. The purpose of this important work Is to acquaint congress, the president and the people of the United States generally with the cost of manufacture of articles of export so that the legislators, executives and the people may have a complete and intelligent idea of the valuations , of
articles of commerce and industry.
Heretofore, congress and the presi
dent, in endeavoring to work out a tariff just and equitable for the United StateB in comparison to like rates
existing in other countries, have undertaken a Job which, to say the least, has been on they did not fully understand. In other words, experts of the government in this line say, they have been dealing with a subject which the majority knew very little about. Several hundred lawmakers
wish to obtain, will be given the pref-1 erence. Other quarters will be ob-i talned as it Is considered that the offices now occupied In the treasury building are inadequate. When the work Is well on its way and the Initial appropriation obtained from congress appointments to the new branch of the government service will be made by the tariff members themselves, Irrespective, it is said of congressional Influence. .The object is to obtain men unbiased politically, who will send absolutely correct reports of their research so that positive statements can be made and the glossary be rated as a standard work. These men will" be high class experts and will be employed by the tariff members at different times. They will be assigned to some particular work, and when that Is finished, to another. The places will not be permanent homever. They will also have roving commissions, being
sent" from one part of the country to another.. No research, will it is thought take longer than six months to complete. In summing up the number of . industrial articles of export which .will be subjected to this research of valuation and cost.' it is ""estimated that there are about 6,000 or 7,000 now listed in the Payne-Aldrich tariff schedule book. These are put into

cellent French drama is known wher
ever popular fiction is read. No oth- universities, or others whose
ed States, are only familiar with the
conditions that obtain in their respective communities. The result is that when a tariff bill has been completed, great dissatisfaction has been apparent in one section of the country or another. : Should a glossary be compiled showing the cost of manufacture of articles of export, tit is pointed out that all lawmakers 'who are interested, can be made fully acquainted 'with conditions obtaining in the United States at once, and after due consideration can handle their- subject with intelligence. Work on this glossary or encyclopedia has already been commenced by members of the tarirf board which is composed of A. H. Sanders. H. C. Enery and J. B. Reynolds. The plan on which the work will proceed has been mapped out and its general scope provided for. To make this encyclopedia a success from the start the hearty co-operation of congress has been sought, and according to the advises of a high
government official, congress will not refuse it. It is proposed by President Taft to ask congress for an appropriation of $250,000 "' for this purpose. Should this sum become available, the
force of the tariff board will be greatly, enlarged, additional clerks will be asked for and special examiners and statisticians employed.. Of the latter class, men especially fitted to carry on this work will be appointed. If possible professors of economics of

Rudd, the millionaire real estate broker of the Bronx, who as a member of the famous "Rockefeller millionaire grand jury," which investigated the wbite slave trade, has been missing

The police said they believed hat the girl is either held for ransom or
has been made a victim of the white slave traders. They admitted Mr,
Rudd had received a mysterious telephone message last night In which he was told that he" could have his daugh-
er back for "a big enough , sum ' of money," and thet those wbo held her would wait to see the size of the reward offered.

Africa and the southern coast of Spain by a terrific storm which' is

Henry Miller, forced himself into the first rank of American producing managers two years ago- when be produced "The Great Divide." But that play. . big, strong, virile, and artistic as , it Is, seems mediocre when compared to his latest production, "The Servant In the House." A more powerful play iias not been seen by tbe present generation. It Is written by Charles Rann Kennedy, . whose command of pure English would ' gain him an enviable reputation were he lacking in all the other qualifications of a dramatic author. It Is a play with a purpose; one that will teach n lesson stronger than those heard from the pulpits of modern churches; ' a more damaging attack oa tbe hypocrisies of conventional relfclon 'r.id conventional society than can bo fD;ncI in a dozen plays by Henry Ait'aur Jorcc. ;The Prawo, a weekly publication de
voted to matters of law in Russia, In an article on "The Death Penalty in Russia In. Five Years." says that in that period 6,288 death sentences were pronounced by Russian Judges, and 2.S55 of these , were carried Into execution. "This is an average of 104 death sentences and forty-eight executions for every month. But there were come months in which the number ran up to 200. January, 1908, was the richest In executions, there having been as many as nineteen in one day.

"numbers" are on the dutiable list, representing about 6,500 articles of commerce upon which Uncle Sam re
quires a duty. 237 "numbers" are on the free list and represent the classification of articles which were formerly taxed under the. Dingley tariff but are not now reauired to pay duty. .s For the purposes of starting this work of recording the various" articles of export in a systematic manner, the tariff board members have elected to take up the question of investigation of articles in accordance with the way in which they are grouped under the Payne-Aldrich tariff schedule.
Thus for instance, paints, oils and materials of this character will first be investigated and the cost of their production ascertained. In this way it is believed the work will progress in a systematic way. Illustrations of the " instances in which tariff legislation has been openly criticised was pointed out in the case of the Wilson y 11 which President Cleveland refused to sign, the McKlnley bill and lately the much
discussed Dingley bill.- The PayneAldrich bill, while admittedly bad in a number of ways, is regarded by the tariff board members in the same light as does President Taft while it may be bad in part, it is the best tariff measure that has been passed by congress in a long time. ; It is hoped, however, that by the time congress wishes to revise the present tariff, either downward or upward, much statistical matter will
Vienna has an orchestra composed exclusively physicians and students of medicine. This organization gave its first public eoncert a few weeks ago for the benefit of a public charity, and, according to a published report, "earned the applause of a large and critical audience." Among the prominent members of the orchestra are Professors Strumpell, Retni, Stoerk, and Ivanovics. Beethoven's Pastoray Symphony, the overture to "Egmont," and a composition by Haydn were the features of the entertainment.
Sir John Benn, at a recent meeting in London, told of a boy who was asked what he would like to be. The boy said: "A light house keeper." The schoolmaster said, "Why V The boy replied: "It would be so nice to sit up at the top of the light house and see all the wrecks going to pieces below."
A scrawny, gangling youth or maiden is almost invariably slighted, overlooked or ridiculed in any social gathering. There Is something about a plump or well proportioned figure which attracts not only friendship, but love and adulation as well. . People with a proper amount of flesh are favored in all walks "of life, while the thin are unblessed, unwelcome and frequently miserable for life. The difference lies in the power of the digestive functions and the ability of the blood and nerves to absorb and distribute over the body the nutrition extracted from the food eaten. The thin person is abnormal and lacks the power to absorb and retain the flesh and fat elements which the gastric juices in the stomach and intestines should extract or separate from all kinds of food and drink. A recent accidental discovery has
proven that tincture eadomene when
blenrtod with certain other drugs, will add from one to three pounds of flesh per week during treatment, while the senral Health and strength also improves wonderfully. Get in a half pint bottle, three ounces of essence of pepsin and three ounces of syrup of rhubarb; then add one ounce compound essence cardlol; (shake and let stand two hours; then add one ounce tincture eadomene compound, (not - cardamon). Shake well and take a teaspoonful before and after meals, drinking plenty of water between meals and when retiring.
