(American News Service Madison, Wis., March 25. "The victory will strengthen the morale of the t progressive organization. It will demonstrate that the system can be beaten. But it will, be clearly understood that little was achieved besides the temporary humiliation of an old man of bad eminence whose successor the System
must, at all events, soon put forward. Out from the center of the smoke of battle which raged at Washington for three days of last week, Senator La Follette, in today's issue of his weekly Magazine, says that "the effect of this contest In the House has been greatly exaggerated." Senator LaFollette believes that the change in the House rules increasing the members of the committee from five to ten, without the speaker as chairman, to be selected by caucus, will accomplish little. What Its Powers Are. . "The new committee on rules shall have the same power as the old committee on rules, that is: Whenever a majority of its members so determine, it is privileged to present for the consideration of the House a special rule or motion with respect to some particular bill or proceedings. It has always had that power. The republican majority of this committee on rules will be named by a republican caucus. The steel trust, the sugar trust, the beef trust, in short, ' the System, will control In that caucus by an overwhelming majority. It dominates both branches of congress. It speaks through Aldrich in the senate and Cannon in the House. It will name the new committee on rules. "Cannon will not be a member of the committee, but the System will be as potential on that committee as though Cannon were its chairman. Sheltered behind the committee, he will be as effective an instrument for wrong as though he were still its, head and front." He may be even more dangerous. His offensive arrogance, his coarse personality will be less conspicuous." , v - . Senator La Follette says that so long ,'as the republican majority in the House serves, the System, it will make little difference whether or not Cannon Is a member of the committee on rules. . What Cannonism Is. 1 "Cannonism without Cannon is just as hurtful to the country as Cannonism with Cannon. The people must understand that Cannonism fs a short definition of government by that System. Aldrich and Cannon would have little power for evil if a majority of the republican majority in both the senate and the House represented public interest instead of special interest. "The American people must understand that this has been only a skirmish. The real battle Is still to come, and that must be fought out in the primaries and the elections between now and November. Candidates must be nominated and elected who will vote against Cannon and his type without flinching, and against Cannonism in every form. "In fear of the approaching elections, some of the System congressmen deserted Cannon and voted with the
insurgents. These men are making a record upon which to go before their constituents. The gathering storm of public resentment caused them to abandon the enemy's camp and join the insurgents. Let them come. Let ' t them be tested. Watch their records. They will be tried many times in this session. By their fruits ye shall know them."

Observer Walter Vossler, never in his thirteen years' experience in taking the
daily weather observations, has he wit
nessed such phenomenal conditions for
March. The nearest approach, to this record breaking temperature was in 1907 when the thermometers registered
84 degrees. Mr. Vossler stated that the official records for Indiana dated back to 1884, but in all that time the mercury never soared up the tube in March as high as it did yesterday. It was positively hot yesterday. Persons were walking about the city, mopping their brows and carrying their coats just like it was summer. No straw hats were noticed on the streets but they would have been appropriate and the wearers doubtless would have been subjected to no ridicule whatever. Several of the thermometers on Main street in the sun registered as high as 100 degrees and some of them even went beyond this mark. , 1 .' ? It is somewhat cooler today, but even at that the liquid stood at 75 degrees at noon. Not a cloud in the sky and with the sun sTiining warm and brightly it is a beautiful day the kind of day that breeds the spring fever germ and causes that lazy feeling to steal over even the most energetically inclined.

In assisting in the operation of an electrical horse clipping machine, in
the barn of Charles Zuttermeister, 634 North Tenth street, yesterday afternoon, about 3 o'clock. Earl Gilmer, a twenty year old colored boy caught the skin of his right arm in .the cogs of the machine and it was necessary for the attending physician to release his arm by cutting off the skin, held in the cogs. The young man was taken to his home, 611 South Twelfth street, and, although he is resting easier, it is feared that the injury will give him much trouble, inasmuch as it was several minutes before the arrival of the physician and the dirt and grease in the machine filled the wounds. How Accident Happened. Gilmer had been working with the machine all afternoon and had his sleeves rolled up. He attempted to reach over the machine for some purpose and the skin on the right arm, between the wrist and the elbow, was caught in the cogs. Before he could pull his arm away or the inachine could be stopped, a large portion of the skin was firmly embedded in the cogs. It was impossible to release the young man from his painful position by taking apart the machine. Neither could the machine be' reversed in order to effect the release. The attending physician,, consequently had to free the arm by a surgical operation. A strip of skin about two in
ches wide and four inches long was cut away. After the wound had been washed, fourteen stitches were taken.

Liberia, according to the report of the commission and memorandum by Secretary of State Knox, which accompanied the presidential message is in dire straits. It has appealed to this government.

Becoming frightened at the blowing off of steam at one of the packing plants on Liberty avenue, a horse belonging to Martin Rohe, ran for a distance of about two miles last evening before it was stopped at Tenth and South B streets, on the east side of Tenth street park. The runaway was remarkable in that Rohe was thrown out and run over but not hurt and Charles Clements, who was riding with Rohe, but stayed with the horse, riding a portion of the time on the shafts

VACATION NOW HERE
The seven months' district schools in the county closed today after a most successful term. In each of the schools, the teachers had prepared special exercises to commemorate the closing and at some the parents were present, large dinners being served. County superintendent C. W. Jordon has not received a report from the teachers as to the success of the term's work, but to the best of his knowledge it has been exceptionally good. There were 59 pupils to graduate from the Wayne township schools but the exercises will not be held until April 9. - . Teachers of the county whose . license expires this year and those who wish to teach school next year ? will take the required examination tomorrow at the office of county 'superintendent C. W. (American News Service) Washington, March "Jo. When the Ballinger-Pinchot jolrft investigation committee resumed its session this morning. Attorney Brandeis. who represents L. R. Glavis, sprang a surprise by asking that Secretar Ballinger be summoned to appear this afternoon. Brandeis explained that be desired to prove certain letters, papers and other documents by the secretary. Attorney Vertrees, for Ballinger, entered an objection, declaring that Bal
linger was the person most interested and that he (Ventrees) ought to have discretion given him to call the Secre
tary when he saw fit to do so.
In reply to the question by Senator Sutherland of Utah, Brandeis admitted he regarded Ballinger as a material witness and would very likely question
him upon other matters than the documents referred to. "In other words." said Sutherland, "you wish to crossexamine him before he testifies on direct examination. "Well, I would not put It exactly that way;" replied Brandeis, "but Secretary Ballinger has indicated a willingness to appear before the commit
tee and testify at this time." After Brandeis had been given an opportunity to state why he wanted Ballinger to appear this afternoon the committee decided to dispense with the question of calling Ballinger in the executive session. Steven D. Birch, representative of the Alaska syndicate, who testified recently before the senate committee on territories to the effect that theGuggenheims bad an option on the Cunningham Coal claims In Alaska, was then called as a witness by Brandeis.
