culosis every year," says Dr. V. D. Frost, bacteriologist at the University of Wisconsin, in a new bulletin, "Tuberculosis or Consumption, with Special Reference to Wisconsin Conditions," just published by the university extension division for general distribution. The higher death rate occurs in counties bordering the great lakes, or those having a rather large city population, the bulletin points out.

Thompson met last night in an exchange, of courtesies at the First Baptist church which marked the law enforcement rally tinder the auspices of Christian workers, as one of the most spicy and interesting sessions ever field in Indianapolis in the name of reform. Flashes of wit, sparkling reparte and cleverly turned sentences characterized the closing speech of the meet-
lner. which was Io!ivfrfi1 tiv ATnvnr ! fli, s.

naiiK. ins aaoress was tne distinctive feature of the meeting and every member of the men's section of the Marion County Sunday School Association joined in enthusiastic applause as the mayor told of his work of reform and his attitude on the liquor question. In "In Bad" Club. "I noticed by the papers on my return from St. J.,ouis," said Mayor Shank, "that the ministers thought I had dropped into bad company in St. Louis and I suppose that tomorrow the saloon keepers will say that I got into worse company with all you Sunday school fellows. It is pretty hard to please all the people all the time. When T was in St. Louis I had nearly as mean a place on the program as I have here tonight. I was the last one. "There were five preachers and several lawyers and every time one of them got up to speak he was the best yet. It has been the same here. Now, when I was in St. Louis at that convention everybody was for a certain kind of license. The preachers were for it, then the lawyers got up and they were for it and I got up and I was for it. I don't believe we will ever entirely regulate the saloon until we get rid of them, but at that, I believe I am for the licensed saloon run according to law more than I am for prohibition with blind tigers. Goes Back at Hanly. "You see by that, with due regard for Governor Hanly here, that all
great minds do not run in the same channel." Mayor Shank made this observation out of defference for former Governor Hanly, who had spoke strongly for the abolition of the saloon as a menace. "It is one thing to talk about thinks," said the mayor, resuming, "and another thing to do them. It took my friend, the governor here, nearly four years to get rid of one poolroom down here at French lack. If it took him four years to get rid of one place, how long do you think it will take Lew Shank to get
rid of 750 saloons? "Anyhow," the mayor resumed, crossing his legs and putting his elbow on the pulpit, "as long as I am mayor, and I don't know how long that will be, since I get letters everyday or so saying that I am going to get shot, I am going to keep those saloons closed on Sunday if it takes 200 members of this congregation to help me do it.
"1 like to tell the truth. I try to. at least. I want to say to you that it was pretty hard sledding in the last campaign. T came near nibbling at the bait of the brewers, and I expect if it had not been for my friends I would have taken hold of the bait. It makes me feel good t he able to saythat not. a dollar of brewery moneywas used by me or any of my brewery friends. However, they treated me pretty nice. Before Christmas I got three dozen bottles of mineral water and after Christmas I got four 'dozen bottles of something my wife Sarah calls 'spizzley' water. We had a time .getting the cork out of one of fhose bottles. When it did come out it hit the ceiling and the fizz ran out. We drank some of it and found out it was champagne. However, everybody at our house. I think, was sober, except the man that ran the furnace. He got most of the good of the four dozen bottles. Willing to Give Hearings. "I am glad you folk like my law-
enforcement, and I am going to keep it
up. I want to say that if any of the preachers or any organization of the city, thinks I am going the wrong way about, that I will be glad to give them one hour, two hours or three hours any afternoon if they will call at my office and talk it over with me before they begin to censure. I am in favor of a law-abiding saloon, but on the other hand I do not believe we will ever have peace with the liquor traffic until we do away with it." J. W. Thompson expressed the opinion that the mayor had the brewers and saloon keepers in "the funniest position." He contrasted it with a few months ago, when they were high on the pedestal and everybody was wondering whom they could be induced to save. "They have been able to elect men to high office in the state of Indiana, and Mavnr ShanL- hno mill.

New York, Feb. lo. G if ford Pinchot, deposed Chief Forester of the United States, but stiil loyal to his policies as President of the National Conservation Commission, defended the rang
ers of the Forest Service in a speech delivered before the National Arts club in New York last night, and publicly assailed the action of George P. MeCabe, solicitor of the department, who, as temporary chief after Pinchofs dismissal, took action to abolish the collegiate training of foresters at government expense. This action, Mr. Pinchot describe!, as -'A secret attack on the service, a prostitution of the law, a method so effectively used by special interests against the people, and a cruel and needless loss."' Proud of the Service. "I am proud of the Forest Service and its men as I ever was," he said. " and I venture to think that it has proved the value of its ideal by its achievements and the enemies it has made. ' Now. let me give you the best illustration I have seen in recent years of .how a public officer, under pretext of obedience to the law, may traffic with it and abuse it to the public injury. "I'pon my dismissal the solicitor of the department of agriculture tGcor- :
P. MeCabei, pending the arrival of another officer, was made Acting Forester for three or four days. It appears that he learned then of the ranger, schools at the four state universities
and sent telegrams to the disbursing officers in the field to pay no expense connected with theui.
Were Kept Secret. J "These telegrams were kept secret j from every member of the service in J Washington except the stenographer J who wrote them. j "With equal concealment from all j the men in the forest service, a letter;
was prepared and sent to the comptroller asking for a speedy advance decision as to the legality of the ranger schools. This letter was clearly intended and was so framed as to secure
a decision against the schools, and it (
was successful in doing so. "I am not concerned with the motive behind this indefensible sacrifice of the public welfare. It is a typical illustration of a certain way to obey the law. Of course, it is not disobedience to the law at all. but the prostitution of the law. It is the method so effectively used by the Fjecial interests against the people, and there is nothing to be said in its favor.
It would be hard to find a better or
a more bitter illustration of the use of the law as a cover for not doing whul the public interests demands that he shall do."
Canin Etiquctt. In their relations with one another dogs have a keen pense of etiquette. A well known traveler makes this unexpected remark about a tribe of naked black men living on one of the south sea islands: In their everyday intercourse there is much that I stiff, formal and precise." Almost the saute remark might be made about dogs. Vnless they are on Terr Intimate term they take great pains never to brush against or even to touch one another. For one dog to step over another In a dangerous breach of etiquette unless they are special friends. It Is no uncommon thing for two dogs to belong to the same person and live in the same house and jet never take the slightest notice of each other. We have a spaniel so dignified that be will never permit another member ot the dog family to pillow his bead upon him; but, with the egotism of a true aristocrat, he does not hesitate t make use of the other dogs for that purpose.
