er the steady advance in the price of nearly all material used by lighting
plants. As an example, poles cost 40 per cent more now than they did eight years ago. It will, therefore, be seen that otfing to the lack of material on hand and the necessity of repair and extensions, a considerable sum of money will be required during the coming year for the light plant. I am of the firm opinion that this appropriation of $14,750 will not be at all adequate to meet these expenses. I therefore, earnestly recommend to council that the appropriation for street lighting, for the present year, be not reduced, as recommended by the former city controller. He Wants Competent Men. In selecting and filling the different positions the board and myself have tried to get desirable citizens and competent men in all departments and when one is found who does not fill the place satisfactorily to the people and to the appointing power, then his place will be vacant and another appointed. I have not gone into print and will not do so during my administration as I said eleven years ago. What I have to say, I will say to Council and the Board and I will try with the help of you councilmen and all officials, to give a thorough business administration and a better one than Richmond has ever had with the thought of economy in all transactions. The Councilman and Board of Public Works have received a communication from the Commercial club to the effect that an inventory should be taken of all city property which is right, but before the Commercail Club had taken
EATON. OHIO. Eaton. O., Jan. 21. Joseph Deem Was arraigned before Police Justice Kennel Wednesday on the charge of having run his automobile in the city at a speed exceeding that specified in the speed ordinance. Deem was found guilty and was given a fine of 5.00 and costs, but as this was his
first offense the fine was remitted. On the chase Deem ran over and killed a fox terrier belonging to C. H. Parsons. The Rev. W. A. Guy. of Athens, O., has accepted a unanimous call extended him by the congregation of the Barron Street church of Christ to become their pastor and he will move
here with his family at once. The Rev. Guy has preached here previously and has won the esteem and approval of the church. He will preach next Sunday morning and evening. The first annual exhibition of the Preble County Poultry and Pet Stock association, which opened here Wednesday, has thus far proven more successful than the more ardent promoters of the show had expected. On display are about .'i0 of the best birds seen anywhere, and the judging of the winners by J. A. Horning of Greensburg, Ind., has been a task of no little concern. About half of the birds were judged Wednesday and the remainder were finished today. The attendance Wednesday was very gratifying to the members of the society. The members of the board of directors of the Preble County Agricultural Society will hold a meeting in Eaton
next Saturday for the purpose of reorganizing for the coming year. Members J. J. Kaylor and D. S. Ulrich will entertain the board at the Bismarck restaurant at dinner. Doctor A. G. Shaw, who was injured last Thursday in a runaway accident, which occurred about one mile west of Eaton, is yet confined to his bed because of the injuries he received to a knee that had been injured several months ago, by a fall from a street car in Chicago. Mrs. G. P. Scheid was a Richmond visitor Wednesday. Charles Pitsinger and family moved to Farmersvllle, O., Wednesday. The regular meeting of the Current Events club was held Wednesday afternoon at the home of Mrs. F. P. Filbert at her home on South Barron street. Dr. W. H. Bucke has returned from Columbus, where he attended a meeting of the State Veterinarians' association. Many reports show large consignments of goods practically ruined because of inadequate packing. For instance, out of 1,000 bags of cottonseed meal shipped to an European port, 800 were badly torn and damaged because of inadequate wrapping. Machinery is frequently received at foreign ports in a ruined condition because sent in thin pine boxes instead of being "knocked down" and properly guarded. There is great loss in cotton bales because of inadequate covering, although, cotton shipped from Egypt rarely sustains any loss, as it is properly guarded and packed. The Pennsylvania railroad has only recently been endeavoring to educate shippers to the needs for better pack

In furtherance of its campaign to secure better packing of articles of
fered for shipment over its lines, the Pennsylvania railroad is to distribute
locally, through its freight depart
ment, hundreds of copies of the pamphlet just issued by the department of commerce and labor, entitled
"Packing for Export." The Pennsylvania railroad has in the past two years been adopting every possible expedient for reducing
the number of damage claims made by its shippers. It estimates that last year the Pennsylvania paid out $1S5,000 in damage claims which arose from poor and insecure packing. Due to the efforts made in the past year to impress upon shippers the advantage of better packing of freight, it is thought that the losses sustained in 1909 on this account will be somewhat smaller. Complaint of Consuls. The many complaints received from consular agents that American exporters do not pay sufficient attention to the packing of merchandise for shipment to foreign countries has caused the department of commerce and labor to issue a pamphlet describing in detail the so-called packing evils. The pamphlet is profusely illustrated with photographs of typical samples of poor packing. It is these booklets which the Pennsylvania railroad is to distribute to the shippers along its lines.
