With final arrangements for launching the German airship passenger line near completion, the prospective importance of aerial navigation is becoming so fully recognized in the country that many heads are now busy over the problems which will Inevitably arise when airship travel becomes a matter of everyday life. Lawyers are discussing the legal questions involved in journeying over the property of others. Customs officials are exercised over the dilemas which will confront them In guarding the frontier. How aeronauts are to determine their location at night, or in a fog, is another question which is receiving special attention. There are only a few of the many important questions which will have to be scientifically worked out before practical traveling in the air can be accomplished. Many ingenious suggestions have been made covering the question of how an aeronaut is to know his locality. One engineer has proposed, for the convenience of those traveling at night, a very complete net work of signal lights, which will enable any aeronaut at some little distance above the earth's surface to determine his location with considerable precision. France Bored By an Old Custom During the Holiday Season in the Gay Republic, It Is Necessary to Send Cards to All Your Friends.

(By La Voyageuse) Paris, Jan. 7. French women, and ParlBlnnes in particular, are just beginning to get rested from the multitude of duties they have to perform at the holiday time of the year. First, there is the obligation to send out visiting cards to everyone they know. This annoying custom fortunately is one on the wane, and it is hoped that within a very few years there will be no longer be seen at every branch postoffice, as well as at the main office, large baskets intended solely to receive visiting cards mailed to all quarters of France, as well as elsewhere. Millions of these pieces of pasteboard were sent out for Ney Year this season, and while, of course, the greater part were delivered, yet thousands never reached their destination, clerks not frequently, having snatcned handful8 of envelopes containing cards, and in some secluded place removed the postage stamps, which they later sold. The Instrument in question Is the so-called "duplex compass," devised by Dr. Bidlingmaier, of the Imperial Observatory at Wilhelmshaven, and used by him lately during explorations of the German Antartic expedition. One pronounced advantage of the duplex compass over the ordinary compass, for use in a balloon, is the fact that it is totally unaffected by the whirling motions common to a balloon driven before the wind, which render observations with the simple needle most puzzling and difficult. Other motions of a balloon are likewise without effect The only condition requisite for the satisfactory working of the duplex compass on an aerial journey is the absence of iron in the immediate neighborhood. An observation requires less than two minutes. It furnishes at once the data for determining the latitude, and if the sky permits, the data also for reckoning the longitude. As a general rule, a knowledge of his latitude will enable an aeronaut to determine fairly well his location. The projected German airship company, already mentioned in my dispatches, has become an accomplished fact.
