COYLE RESIGNATION
Was Handed in to Fire Chief Ed Miller and Is Effective Dec. 23.

; Because he believed that he could "coop" the "administration-elect," John M. Coyle, captain of No. 4 hose company, handed in his resignation yesterday to fire chief E. E. Miller ; and the board of works, to become effective December 23. He has taken a place in a local foundry. Mr. Coyle has been in active service for the city for the past five years. According to some of the officials, Mr. Coyle was of the opinion that he would be "relieved" after Dr. Zimmerman takes his office, so he resigned in order to beat the mayor-elect "to it."

People Place Post Cards in Tissue Envelopes With f Stamp Inside.

During the busy holdiday rush at the local postoffice, many letters and post cards are mailed, it is said, inside of tissue paper envelopes, with a hole cut through for the stamp. Postmaster Spekenhier states that where such letters are mailed the. stamp must be placed on the outside of the tissue envelope or they will not go through as first class matter. It is a great nuisance to remove the tissue envelope and stamp the card and the authorities are not required to handle such matter. Postmaster Spekenhier also wishes to call attention to the fact that cards which bear tinsel or gold dust will be thrown out as such mail is prohibited.

"Keep the pot boiling," is the slogan of the Salvation Army man at the corner of Eighth and Main street, who stands all day on the cold windy corner ringing a. small hand bell and soliciting funds for a Christmas dinner for the poor. And the contributions are coming in few and far between, it is said. In the hurried passage of the holiday shoppers, few persons notice this lone "soldiers," who faithfully stands at his post, exerting every effort of influence in the cause of suffering humanity, whose happiness at Christmas time is so dependent upon the generosity of the more charitably inclined. On Christmas evening at 8 o'clock, the doors of the Rhoda Temple on North A street, will be thrown open, the spirit of Yuletide will prevail, and for once in the lives, the poor children of the city will be made the happy recipients of toys, candy and clothing until their hearts are gladdened to the core. And no one will doubt for a moment, the sincerity of the youngsters. Santa Will Be There. Arrangements have been made by wireless communication to the North Pole, whereby Santa Claus has been induced to prolong his visit in Richmond and appear in person to donate the gifts in the Rhoda Temple. The Salvation Army officers earnestly request that all who have promised to contribute to the Army's Christmas dinner to the poor, have their donations in readiness whe nth3 officers call at their homes as the time is short and even slight delays in waiting, greatly hinder, them in their progress. It is suggested that all persons who expect to be out, leave their contributions on the front door step or with their neighbors for the accommodation and convenience of the officers. The officers are extremely busy these days and have not the time ft make more than one call for dojSions promised. hey will call at Earlham, West Richmond and all places south of Main street on Thursday, while on Friday the district north of Main street will be canvassed.

the humane officer would like to solve. After awaiting for the return of his prisoner a few minutes he went on an inspection tour. After verifying suspicions. Smith

(American News Service) Washington, Dec. 21. The senate agreed to Senator Flint's resolution, today, calling on the secretary of the interior for all the papers in regard to the Glavis charges, relating to the Cunningham land cases in Alaska. The senate today confirmed the nomination of Robert Bacon as ambassador to Prance, and the other nominations sent in yesterday. In an executive session today the BallingerPinchot trouble broke out afresh. Gore offered a resolution, sweeping in character and directing the committee on public lands to co-operate with the public lands committee of the house, on all the affairs of the general land office. A lively discussion ensued.

TO STOP NUISANCE Carriers Cannot Collect Pennies in Boxes, Placed For Stamps. AN ORDER BY GOVERNMENT
Postmaster J. A. Spekenhier is in receipt of a notice from Fourth Assistant Postmaster McGraw, concerning the matter of rural patrons placing money in their mail boxes for stamps. The rural route carrier Is greatly delayed by the nuisance and is not compelled to take the coins for stamps unless they are placed in a separate box. According to the notice, the past year there were 300,000,000 one cent pieces gathered by the rural mall carriers from boxes in the country districts of the United States. Postmaster Spekenhier states that the nuisance has been greatly lessened In Wayne county within the past few weeks and the complaint from the carriers In this regard have been few recently. It is the intention of the postal authorities to entirely eliminate this practice all over the country, and It is with this end in view that the notices are being sent

Daring the ensuing year, pupils meriting special mention because of their ability in penmanship, will be awarded with card board certificates by Supervisor W. S. Hiser. The pupils to be examined will be in the third to the seventh grades, inclusive. The certificates read as follows: "This certifies that is a member of the Model Writing Class, because of using correct position, correct movement, and a running band in all written work." The certificates are to be signed by the teacher and supervisor.
