The death of King Leopold of Belgium, the royal scapegrace of Europe, last week, recalled to the Hon. Isaac Jenkinson, of this city, the visit of Leopold to Glasgow, Scotland, when Mr. Jenkinson was the American consul to that city. It so happened that the king's visit came when all the city oOfficials, save one, a very timid man, who fled, were absent from the city. Mr. Jenkinson, as American consul, promptly rushed Into the breach, received the king and escorted him and his companions over the city. Regarding this incident Mr. Jenkin
son has given the Palladium the following statement: A Farcical Incident. The death of King Leopold II, of Belgium, recalls a very farcical incident which occurred at Glasgow on the occasion of the king's visit to that city In the summer of 1873. He was spending some weeks at Edenburg with a suite of rollicking young men, who were very coldly received by the better class of people of that city. And though he was a full cousin of Queen Victoria she utterly repudiated him, and would not receive a visit from him. One day a telegram was received at Glasgow, directed to the "Lord Provost (the mayor) or any other official of the city," and coming from Leopold, the king. In this he announced his intention of visiting Glasgow, and wished to be driven about the city for an hour. It was a Saturday afternoon and it happened not an unusual thing that all the important officials were out of the city at their summer homes. The dispatch was therefore delivered to Mr. Nlchol, the city treasurer. Mr. Nichol was a very good, but a very timid man, and the thought of receiving and entertaining the king without assistance from the other officials, greatly upset him. In this dilema he came to me for help. I consented to aid him to the best of my ability. The king had said that he would reach Glasgow at four o'clock by special

The evening papers of Glasgow knew nothing of what had occurred, but Monday's morning papers were full of it They said when the king's dispatch was received the city officials were badly frightened and that they all fled to the country and had it not been for the courtesy of the American consul, the king would never have "seen our beautiful city of Glasgow." Leopold at the time I saw him, was about thirty-five years of age. Tall, well formed and dignified, he was in every respect a very handsome man. His long reign of forty-four years is now over and all that was good or bad in it has become history.

In good time I reached the station, and found the carriages all drawn up in line, but no Mr. Nichol, and in fact no body else except the station officials, who had no idea of what was going on. The train was due in a few minutes and no one there to receive the royal party. I saw I was in for it and determined I would see it through. When the train arrived and drew upto the plat
form, about twenty young fellows, singing, laughing and shouting, rushed from the cars and threw themselves, pell mell, into the carriages awaiting them. The king came last and with more dignity. He looked around and was evidently disappointed that no reception committee met him. Solitary and alone I stood before him and bade him welcome to the city of Glasgow. I explained the absence of the Lord Provost and the other city officials and then conducted him to his carriage. Nichol Still Missing. On the return of the party at the expiration of an hour, I was still alone on duty. I made effort to find Mr. Nichol, but failed. The king seemed, after his drive, in much better humor than before. He met me with a smile, evidently caused by the information his driver had given him that I was not a city official of any kind. He talked rapidly about his drive until we reached the door of his coach, when suddenly turning, he said: "I was about to forget to thank you Tor the delightful drive you have given me today through your beautiful city." Then he said it was the first time he had seen Glasgow. He knew of its great manufactories, but he had never imagined its grand streets lined with magnificent dwellings. Washington, D. C, Dec. 18. Plans are afoot, it is believed, for the consummation of a confederation of the Central American republics. Proof of this is offered in the minds of the Central American diplomats here, in the sudden disappearance of Dr. Lpis Anderson. Dr. Anderson was here as the special representative of Costa Rica: in addition he was the candidate of Mexico for president of the proposed "United States of Central America." He left on receipt of a telegram and it was learned that his destination is Cartago. Before going he had an interview with Senor Creel, former ambassador to the United States, and now
here as the special envoy of Mexico in the existing trouble in Nicaragua. Diplomats Fear a Conflagration. Central American diplomats fear there may be a conflagration where now there is only a blaze. In such case the governments most Interested in the various countries would interfere, with the result that chaos would ensue and a new organization would be necessary ail around. It is believed that Dr. Anderson hurried south in . anticipation of ewlx an eventuality. He has the Indorsement of Mexico, the most powerful near neighbor of Central America, and holds the confidence of at least two of the other states on the isthmus. In the event that affairs reached a crisis demanding consolidation, he would b on the ground and ready to step Into the breach. Friends of Dr. Anderson insist that he has gone to San Jose merely to attend a meeting of the international society on sanitation and to visit hi3 family during the holidays. This, others declare is a clever blind. They maintain that Dr. Anderson's plans were not changed until it was learned that Zelaya's abdication was inevitable.
Then followed the hurried Interview with Senor Creel and the journey. Mexico Wants Amalgamation. The Mexican government is committed to the amalgamation of the five fiery little republics on the isthmus. Senor Enrique Creel has declared that his government would like to see such a consolidation, though qualifying the declaration by saying that he did not believe the time ripe for such a transformation. Although the United States has been deliberately and studiously shying at
the subject, it is understood that this i
government would not entertain any great enthusiasm over such a consolidation. It would mean that Mexico could exercise a far greater influence over such a group and that the United States would lose prestige. The close alliance of the Iatin-Araerican rare would bring such a situation about. The r.tate department disclaims all knowledge of the movements of Dr. Anderson or his object in going to Costa Rica at this time. Central American diplomats tonight protested vigorously that they knew nothing whatever about the matter.
