THE TIME OF SANTA CLA US The happy days are here. Through the business districts an evanescent, intangible change has come. It is the same change by which a young and sturdy fir tree becomes metamorphosed into the Christmas Tree. The bright red and blue and green of the tinsel reflecting the light of the variegated candles all aflame in the dark green boughs. The streets are full of shoppers, here and there a touch of the season s red and green lightens up the throng telling of Christmas just as a smile in the crowd has the same message.
Hems Gathered in From Far and Near
Defenders of Privilege. From the New York World. So long as the privileges of their own class were not tampered with, the lords proved willing partners in socialistic measures. They were ready to aid in the creation of a more numerous privileged class on condition that they were let alone. They fondly imagined that they were fortifying themselves and the tory party, of which they are the standing ally, in the affections of the British people. But a huge annual deficit was made Inevitable by sweeping social reforms such as these and by the frenzy of militarism and clamor for more Dreadnaughts which jingo agitators contrived to arouse at the sight of Germany's war preparations. " The chancellor of the exchequer was called on to raise $80,000,000 of additional taxes. But the moment he stretched out unfeeling hands toward the wealth and property of the country and proposed to raise a small part of the national revenues by taxing the peers' land, they rose like one man in frantic revolt. Lloyd-George was a Jack Cade who sought to sack the citadel of British society. His scheme was pure socialism and the house of lords stood as the nation's sole defense against Irretrievable disaster.
Protecting Historic Walls. From the Philadelphia Press. Philadelphia has been wise and fortunate beyond most American cities in protecting and preserving its historic buildings. Councils bought several properties and opened a street to protect Christ Church, Independence Hall, after its restoration by joint public and personal effort, has been kept in an order reflecting credit on its care. Mayor Reyburn has just announced that the approaching loan will contain an item for the restoration of the building on the southeastern corner of 6th and Chestnut streets, where the Federal Senate and House sat when Philadelphia was the federal capital.
The shops are full of things wh'ch in some instances are not obtainable at any other time of the year. And this by the way might be a serious indication in the town, if things were not constantly improving. It means, if followed to its logical conclusion, that these things might be obtained here all the time. Demand and supply are so closely connected that it is hard to say where one leaves off and the other begins. There are other conditions which enter into this. You may view it pessimistically or optimistically, you may rail at the system or at the individual, but the laws of supply and demand are ever constant. If there is no demand for the things which the merchant has to sell, that means that he will discontinue carrying that line. The things we particularly mean are luxuries. The staple lines take care of themselves. A change has been coming over the town. It is growing in every line. Most of our shops are above the average far above the average found in other towns. And people are just discovering it. Just as the Fall Festival has been of value to the town and the surrounding country, so this Christmas time has the same opportunity. It is hardly fair to say "The local merchants don't have anything I want" when you make no intelligent effort to see what you can do to co-operate with them. We have some merchants in town who are as progressive as can be found anywhere and others who would follow the example of the others if the demand were enough. This does not mean buying what you don't want, nor do we advise paying exorbitant prices for things. But it does mean investigating and co-operating with those merchants in your own town who are worthy of your trade. It is easy to have prejudices. It is harder to get rid of them. By trading with those merchants who are fair to you and to their employes, those merchants who are doing all they can for the town in every way, you are helping conditions.
And in this Xmas time when the shops are filled and the town wears the true air of holiday it is irresistible to be cheerful and optimistic regarding the future. Richmond is bigger and better than it ever has been. Conditions seem brighter in every way. Shopping is being done earlier, business is better, and done with greater consideration. People are more and more taking thought of their employes and other people's employes. And this is the true indication of a real Christmas.
The air of happiness and forgetfulness of self is prevading the whole fabric of society now. And carried through the year it means a greater loyalty to the town and the nation, to your family, your neighbor to all society. And above all a greater loyalty to yourself.

Marion, Ind., Dec. 15. By the terms of the will of Anderson Hogston, a wealthy bachelor, who died last Saturday at the age of 76, about $100,000 in cash will be given to the State Board of Charities to be used as it may see fit in carrying on any charitable work in Indiana. The will was executed two years ago and was filed in the probate court yesterday afternoon. To his cousin, John Cranor of Fountain City, Wayne county, he gives $5,000. The net income from $o,ioO, to be invested in real estate, shall be paid, according to the will each year to a half-brother, James I. Hogston. All other property, including ,"O0 acres of land and thousands of dollars in government bonds, shall be given to the State Board of Charities. Will Support Sanitarium. After being converted into cash, the suggestion is made that this benefaction may solve the problem which has confronted the governor and the state board of charities.
The last general assembly failed to provide a maintenance appropriation for the new tuberculosis sanitarium, which has been erected by the state near Rockville. Should the state board of charities deem it desirable, the money would bn sufficient to open the hospital and maintain it until the next legislature can make an appropriation.
