BILL AND DICK Mr. William Watson, poet, wrote a poem. This was entitled "The Woman with the Serpent's Tongue." London, having nothing to excite it at that moment, immediately began to speculate on who the woman might be. Sporting London fell an easy prey to the advertising campaign. It would seem that either the atmosphere became too warm for William Watson, or he made
enough off his verses to come this way for a vacation. But complications have ensued; Mr. Richard Le Galllene, who is known to fame as one who says nothing in particular, in a particularly perfect way. wrote a virile answer, (who shall say for advertisement?) called the "Poet with the Coward's Mouth." Trouble is expected. Whether it will be wax bullets or rose buds which will be used in the duel, we of the Paw Paw Belt, do not know, we are mere ly Interested because the bloomin' British have sprung a very old advertising game and we have bitten heavily, P. S. It appears that Mr. Watson has at last discovered who inspired his lilting castlgation. It is the wife and daughter of the Premier of Great Britain, Mrs. Aisquith and her stepdaughter, Violet. Still it was not bad verse.
THE COUNTY'S INSANE Apparently, there Is going to be action on the care of the county's in- s sane. The attitude of the county commissioners in this direction is to be applauded. The views of this paper on the subject are well enough understood and need no further definition. But something may be said pertinently as to the need for action by the county- as opposed to the state. The citizen may inquire if the insane are not to be cared for by the state. He may point to the insane hospitals and to the new one about to be opened in the southern portion of Indiana. He may ask if this will not relieve the situation. On the highest authority obtainable, it appears that even with the new hospital, the situation will not be relieved. In fact, the state will apparently, always have to refuse to receive insane persons who have no hope of recovery. In this situation it is the Incurable insane who are thrown back on their families to be taken care of. And it is the incurables who are hardest to cope with privately. This has led to the filling of county : jails with the insane the hopelessly insane with the results which are indescribably horrible. This being so, the county tax payer should welcome the expenditure of money along these lines, rather than on not altogether needed bridges and other like appropriations, which may be easily deferred. The commissioners have shown great good judgment and it is to be hoped will merit still more approbation tn the execution of their determination so that thl3 county may be held up as a model all over the state. This is a public and Christian trust which is to be carried out.

ed with the national authorities in bettering existing conditions in a signal degree. It would be folly to try to sum this up the whole thing has been done by Mr. Robert Shaw Oliver, assistant secretary of war, which we reproduce: War Department. Washington, Dec. 2. 1900. My Dear General It is with much regret that the department is compelled to accept your resignation as a member of the National Militia board, as conveyed to me in your letter of the 30th ultimo. My association with you as adjutant-general of the state, and also as a member of the Militia board, has afforded me extensive opportunity to enjoy the benefits of your knowledge of and advice in national guard affairs. I feel satisfied that the guard of your state suffers a great loss through your severance with that organization, and I desire to convey to you my personal regret that we shall not hereafter be associated in the consideration of these matters which are of paramount interest to us both. Very sincerely yors; ROBERT SHAW OLIVER, Assistant Secretary of War. Brig. Gen. Oran Perry, Indianapolis,

TO HAVE IMMENSE CHORUS
The May Musical festival was the chief topic of discussion at the meeting of directors cf the Commercial club last evening.- A chorus of about 2o0 voices will very likely be chosen. Washington, De:. 7. Former Representative James E. Watson, erstwnlle "whip of the House," may serve as gobetween in negotiations between congressman of insurgeut proclivities and Speaker Cannon. Word reached Washington that Watson is coining to tit capital and is .-'jo to arrive hcie not later than next Mond.iy The report spread through the capital that he is to be tha intermediary who is to smooth out the t roublerfo.no situation that faces ''Unci? The report was riroulafd ftiaous members of congress th.-u Watson in a speech recently at Hammond, Ind.. said that Speaker Cannon will not be a candidate for another term as speaker. It is known that Watson gave similar assurance last spring when Cannon was facing a hard fight for re-election and by so doin? helped to break down the formidable opposition which threatened the speaker at that time. FOWLER
Although one may agree perfectly and take great joy In the things which Mr, Fowler Is saying about Mr. Cannon, It Is not so convincing as it might be... Mr. Fowler, unfortunately, did not begin his operations against Mr. Cannon until Mr. Cannon had thrown him out of a Job or two. This robs the words, which are true enough, of their force. Mr. Fowler now sticks himself forward as a sorehead. It is conceivable that he would have been as ardent on the side of Mr. Cannon if the job had been given him, as he is now, that he stands deposed from the favor of Uncle Joe.
in main lesson or Air. Fowler is
that It is sure proof of the power of Mr. Cannon In distributing patronage
where it will do the most good, but we
knew that already.
Mr. Fowler's arguments are alright on the Tariff Commission business and
the example of the Interstate Com inerce Commission is sound and appli
cable, but Mr. Fowler, himself, has dis
played his temperament and it has not
appealed to those who are not so much
interested In Mr. Fowler as In the prin
clples which he is now busy defending. Fowler, having really been thrown down stairs and had his head bumped severely, is not to be classed with
those who have made war from the be
ginning.
V GENERAL PERRY
It should be a matter of pride to
Wayne county and of congratulation to Brigadier General Perry that he 'has
filled his post so well as adjutant gen oral of the state of Indiana. The of

Some months ago we called attention
to the labors of General Perry in cor:

that time that It w.13 not only a mon

had been falsely placed on the honor and bravery of Indiana soldiers in that
campaign. If General Perry had done noihln
else It would still have marked him as
a man who had labored well for th

conspicuous of General Perry that he actively advanced the status of the Na

The Moon. The moon's mean distance from the earth is 237,000 miles. When it is at the perigee nearest point it is 225,000 miles and when at the apogee farthest point more than 251,000 miles from the earth. The actual diameter Is estimated at 2.153 miles, or a little less than three-elevenths of the earth's diameter. The, moon's volume is therefore about one forty-ninth that of the earth, and its mass is one eighty-eighth of the earth; consequently the force of gravity is so much less at Its surface than it is at the earth's surface that a body weighing 1,000 pounds here would weigh on the moon
only 163 pounds.

A good many republican congressmen fear that if they have to go

Undoubtedly a good deal of pressure will be used to obtain this declaration from tha speaker, but he is not in a conciliatory mood and it is doubtful whether the effort succeeds. Another incident which is taken fo indicate that Cannon is making free use of his chastening rod. was the appointment of Representative Bennett of New York, as a member of that committee. That recognition of Bennett is considered a left-handed slap at Representative Herbert Parsons of New York, who has been threatening an investigation of the speaker's alleged deal with Tammany Hall last spring
