THE TRIBUNAL RENDERED REGARDING THE GRAVEL ROAD LAW HE SAYS THAT ALL HOLDERS ARE PROTECTED.

(Palladium Special) indianapolis, Ind., Nov. 23. Lewis B. Dwbank, an attorney of this city, who follows the decisions of the Supreme Court more closely than perhaps any other lawyer in the state, insists that the recent decision of the Supreme Court declaring unconstitntional the three mile gravel road law. does not Invalidate the bonds already issued and sold under that law. It is said that these bonds aggregate all the way from fSj.OnO.OOO to $,00,OOOl Mr. Ewbank says: "The five decisions holding the law of 10T unconstitutional, which provides for gravel roads by taxation, did not declare any bond already issued to be invalid." Two of the cases merely decided that the board of commissioners could be enjoined from issuing any more bonds under that particular law, and In the other three cases held that a proceeding to construct a gravel road under the law must be dismissed

"Bonds which have already been sold and the proceeds used In building gravel roads are fully protected by the constitution of the United States and by the rule of estoppel, which has often been applied by our Supreme Court. "Section 10 of Article 1 of the United States constitution provides that 'no state shall pass any law impairing the obligation of contracts. And under repeated decisions of the Supreme Court of the United States and also of the state supreme court, outstanding bonds issued under the law for making gravel roads by taxation comes within the protection of this rule. "The Supreme Court of Indiana ha3 also frequently laid down the principle that when the people of a community have benefited by a public improvement, without objection, they are estopped to deny their liability for its cost. "The decisions last week were all cases in which objections were interposed to the improvement proceedings before any bonds had been sold or any work had been done toward improving the highway. "The greater part of the outstanding gravel road bonds were not even issued under the law held to be unconstitutional, but under other statutes which do not have the defect found in this one." Many of the counties have issued large amounts of three mile gravel road bonds. Grant county has issued $15,000 worth. In Blackford county the total is about 500.000. Vigo county has issued $418,000. Rush has issued more than $100,000. Jefferson county has outstanding about $25,000. Lawrence county come In with about $400,000 and Sullivan county has $40,000.

Black Hair Strong-eat. Black hair is stronger than golden tresses and will sustain almost double the weight. Recently a German scientist has been experimenting and has found that it is possible to suspend a weight of four ounces by a single hair, provided the hair be black. Blond hair will give way at varying weights, dependent upon the exact tint. A yellow hair will scarce support two ounces, a brown will bold up three without breaking, while a very dark brown will sustain an additional half ounce. . The greater vitality of the black hair Is declared to be the reason for the preponderance of blond bald heads, and, according to this experimenter, a person with jet black hair will still enjoy a full growth while the blond will have been bald for seven and a half years.

ORCHESTRA HONORED

The orchestra of the Richmond High School has accepted an invitation to play before the state teachers' association meeting at Indianapolis, Wednesday, December 29. The expenses of the orchestra will be paid. The orchestra includes thirty-eight pieces. Prof. Will Earhart, who is in charge, will put the orchestra through several rehearsals to prepare special numbers for the occasion. This is the second time that the local high school orchestra has been honored in such a way.
