That this should be so is not without cause. And In the consideration of public affairs the cause is even greater than in ordinary business. In city government, Americans have come to take it for granted that their business cannot be conducted without graft on the part of their public servants nor without aggrandizement and actual theft of their rights by public service corporations. No Improvement of a public character a new building, a new street paving is ever Btarted but the citizen in his heart of heart wonders who is getting the rake-off. The corporation ever seeks to acquire valuable franchise rights, but the average man is perfectly certain that he will be robbed. No American will deny these things. The logical way to stou it would be to seek the cause. The reason is that the citizen having elected his officials has absolutely no control over the affairs which are his and his atone. The corporation and its agents acting through pull tnd the power of money have made this condition of affairs. And where the corporation has not desired to obtain what it should not have had, it has been in turn blackmailed by unscrupulous men who make it pay for what doe3 not belong to any one but the citizen. In this condition of affairs a new era is at hand. The people are asserting their rights. They demand that any time they so desire that the official acts of their city government shall have their sanction before going into effect. They further say that no franchise shall be given to a corporation without their consent. This unheard of thing is called the Referendum.

THE REFERENDUM The provision covering this under the Des Moines Plan is as follows: Sec. 12. Every ordinance or resolution appropriating money or ordering any street improvement or sewer, or making or authorizing the making of any contract, or granting any franchise or right to occupy or use the streets, highways, bridges or public places in the city for any purpose, shall be complete in the form in which it is finally passed, and remain on file with the city clerk for public inspection at least one week before the final passage or adoption thereof. No franchise or right to occupy or use the streets, highways, bridges or public places in any city shall be granted, renewed or extended, except by ordinance, and every franchise or grant for interurban or street railways, gas or water-works, electric light or power plants, heating plants, telegraph or telephone systems, or other public service utilities within said city, must be authorized or approved by a majority of the electors voting thereon at a general or special election, as provided in section 776 of the Code.

(American News Service) Chicago, Nov. 17. More than ten thousand specimens of live stock, selected from the choicest herds of Europe, Mexico, Canada and the Unitr ed States will be on exhibition at the tenth International Live Stock exhibition to he held in the Union stock yards this city, November 21 to December 10. Since the inauguration of this movement, by the leading live stock and agricultural interests of this country, for the purpose of encouraging the expansion of the animal industry and the improvement in the quality and value of the live stock raised here, in December 1900, the show has been growing in size every year; but this year's exhibition, it is expected, will far surpass anything ever before attempted. Cash premiums, amounting to more

ternational amphitheater erected in 1905, for the purpose of housing the

exhibits, twenty adjoining buildings In the stock yards will be used. There will also be a large number of separate carload exhibits. The Main Feature. The main feature of the exhibition will Include a grand breeders' prize exhibition of pure bred cattle, horses, sheep and Bwlne, with daily sales of all breeds; a great fat-stock show, surpassing even the renowned annual Smithfield shows of England; a fine display of draft, coach and saddle horses for general use; a magnificent prize carload exhibit of fat cattle, sheep and swine; a special agricultural college exhibit; an annual corn judging contest; slaughter tests; an exhibition of dressed meats, meat food products, animal by-products, and exhibition of packing house methods and appliances. In connection with the exposition, there will also be meetings of the Breeders' and Stockmen's associations, where papers will be read by the foremost representatives of the

No ordinance passed by the council, except when otherwise required by the general laws of the State or by the provisions of this act, except an ordinance for the immediate preservation of the public peace, health or safety, which contains a statement of its urgency and is passed by a two-thirds vote of the council shall go into effect before ten days from the time of its final passage; and if during said ten days a petition signed by electors of the city equal in number to at least twenty-five percentum of the entire vote cast for all candidates for mayor at the last preceding general municipal election at which a mayor was elected, protesting against the passage of such ordinance, be presented to the council, the same shall thereupon be suspended from going into operation, and it shall be the duty of the council to reconsider such ordinance; and if the same is not entirely repealed, the council shall submit the ordinance, as is provided by sub-section b of section 19 of this act, to the vote of the electors of the city, either at the general election or at a special municipal election to be called for that purpose; and such ordinance shall not go into effect or become operative unless a majority of the qualified electors voting on the came shall vote in favor thereof. It Is One of the Most Repulsive and Hideous of Creatures. A greedy, voracious, relentless creature Is the octopus, and a most formidable enemy even to man, for it Is easier to cut or tear off one of those terrible long arms with its two rows of suckers than to induce the creature to relinquish any prey it has laid hold of.

These suckers also enable it to drag

its body into very narrow crevices, from which scarcely any force will avail to remove It. Like its beautiful brother the argonaut, it defies its enemies by ejecting ink, but the octopus is 60 subtle and clever that he can vary the color of his. Ink according to the color of the ground he is passing over, and, as he is very active and darts about at lightning speed, he constantly escapes being caught. He is an unsociable creature, apparently quite satisfied with his own society, as be roams about alone, seeking what he may devour on rocky shores, where he may be met with of all sizes, varying in length from an inch to two or more feet. The octopus has one very curious habit when resting he coils up some of his arms into a semblance of the shell of the argonaut. Pearson's Weekly.
