WHOLESALE FRAUD IS PERPETRATED
Some Flour Mills in the State " Are Now Under an In-vestigation.
SHORT WEIGHT IS GIVEN
THIS CHARGE HAS BEEN MADE BY SOME OF THE STATE FOOD INSPECTORS, WHO HAVE TOURED THE ENTIRE STATE.
(Palladium Special) Indianapolis, Oct. 7. The state food department has diacovered what it regards as a wholesale fraud being perpetrated by many of the flour mills in the state. One of the state food inspectors has made a tour of the state to Investigate the flour business, and he has reported back to the state board of health" that out of the samples from one hundred mills he found more than a majority of them giving short weight. Most of the flou sold in this state Is put up in one-eighth barrel bags, which should weigh 24 pounds. In nearly all instances, this inspector reports, the bags weigh from a few ounces to two or tnree pounds short
ROOSEVELT IN AFRICA SCRIBNER'S MAGAZINE ARTICLES Ko event of recent occurrence has created so much interest as Ex-President Roosevelt's trip to Africa on a hunt for big game for the National Museum. He has had .remarkable luck in bagging lions and elephants, and is now writing a thrilling account of his adventures fot SCRIBNER'S MAGAZINE. The President's son, Kermit, has illustrated these articles with many interesting photographs of actual scenes of the trip. The first of these articles appears in the October number and the advance demand is very great This makes an unusual opportunity for money-makin: in the offer which SCRIBNER'S MAGAZINE makes to those who will solicit subscriptions. of the correct amount. He said most of the short weight packages contain
ed about' 22 pounds. This is about ten
percent below what the weight should be. In other words, the consumer Is being cheated out of about ten per
cent of the flour he is paying for.
Reply of the Millers. When some of the millers were ask
ed why their flour packages were
short In weight they replied that it was probably due to the drying out of the flour after it was packed. They said flour does dry out, and that the absence of the moisture makes the flour lighter in weight. H. E. Barnard, state food and drug
commissioner has informed these millers that they must make allowance when they pack their flour for the shrinkage in weight by reason of the drying out process. He says the purchaser must get what he pays for. Another matter that has come to light, especially in the northern counties of the state, is the shortage in the weight of butter. The inspectors have found that some of the butter makers have reduced the size and weight of their "pounds to a very large extent, and they say this is done because of fierce competition among the butter makers. A offers butter at a price below what B can sell it for. To meet this competition B reduces the size of his "pound" rolls and reduces the price accordingly. Then A. comes back and cuts another piece off the size of the roll and further reduces the price. This has resulted, in some of the northern counties of the state, in "pound" rolls of butter being offered for sale which do not contain more than twelve ounces. At the same time. Mr. Barnard says, many people believe they are getting a full pound and do not know the difference. They are being cheated, and he proposes to use the law on the men that do it He advises housewives to keep a pair of family scales and use them on about everything they buy to make sure that they are getting full weight

Amusements
A Pessimist's View. The pessimist is wont to say that in
most human beings the bad in nature
predominates because they Judge people by appearances. Just as they meet them mostly with their bad foot forward, and they spread this idea with vehemence, but a normal mind when it
judges charitably will see that the pes
simist is wrong. A nature that sometimes appears vicious and thoughtless
may on careful inspection be found to
be capable of noble deeds and it only
required a reminder. of what life really means to shed a light on a benighted mind and lead it to paths of virtue. For an example a woman in Sioux Falls, S. D., who had been leading a reckless, thoughtless life for many years, bartering and bargaining for that which should be sacred, after seeing "A Woman of Mystery." sold all her belongings, closed her den of infamy to start life anew, and "A Wo
man of Mystery" Is the great play that the great emotional actress, Miss Courtenay Morgan will play at the New Phillips tonight The Murray Theater. The week of October 11 will mark the opening of Richmond's new playhouse, the Murray Theater. It is an evenly balanced bill of high class vaudeville that has been secured for the opening attraction but Eddie Adair and his Yankee Octette with
Edythe Henney will easily be given the headline role. This act is of the highest type of musical comedy in vaudeville, there being ten actors and actresses In the company with twelve complete changes of costume and five
special drops. Frank Rutlidge & Company have an act of a special merit in their comedy sketch entitled "Our Wife." which la said to be something new and awav from beaten paths. An act that is out of the ordinary will be furnished by LeClair and Sampson, burlesque strong men. This is a take off on the physical culture and exhibition craze that has been so manifest lately and something which has always pleased wherever presented. Ferguson and Passmore in a singins and dancing sketch, executing some new steps, round out a bill strong in every particular.

The Kohinoor Diamond. The KoliiiKxir originally weighed SOO cumts. but by Nuecessdre cutting It hH been reduced to 10(1 carat.
The accident at the New Murray theater this week will In no way interfere with the opening f the play house. No material damage was done to the building by the falling of the large electric sign which Sign Fainter Swain was putting in place. Only a portion of the coping at the top of the building, and above the roof, was torn away. Contractor Poss sent for brick layers this morning and the coping will be rebuilt at once. After an inspection It has been found that the accident was due to the improper method used in hoisting the heavy sign. The block and tackle was not properly anchored and the entire weight of the sign was on the coping. The coping, like all such, in no way supports the roof, and hence is of light const nictlcn. The other walls, and in fact every part cf the New Murray, according to the State Factory Inspector, is solidly and well constructed. The Indiana theater laws are very strict, and Mr. Murray in erecting his building had to
comply with them. The inspector was here during the course of construction and placed his O. K. on all the work done. As soon as Mr. Murray secures another sign it will be properly hung. The opening of the theater will take place next Monday as announced.
