TO APPEAL FROM BOARD ACTION OF ORDERING IMPROVEMENT MADE, IT IS ALLEGED, CAN BE TAKEN TO THE COURT FOR A HEARING. While the resident property owners on South A street are registering a general complaint against the kind of work that Is being done towards improving the sidewalks, curbs and gutters along that thoroughfare, they are at the same time up in arms against the board of public works for having ordered the improvement made. Several of the residents assert that they had good brick sidewalks in front of their property and that the present walks that are being put down by the city, owing to the poor standard of work that is being done, is not as good as the old ones. The matter has been placed in the hands of the legal firm of Robbins and Robblns and a thorough investigation as to the power of the city in taking such action will result A Recourse Shown. B. C. Robbins stated that under an amendment of the Street Improvement law, made by the last legislature, he is of the opinion that the board can be made to rescind the order for the improvement unless it can be shown that the resident property owners effected by the improvement are benefited. The amendment permits the effected property owners to go before the board of works when it meets to assess benefits and damages for the improvement If it can be shown at this stage in the proceedings that the property owners are not benefited by the Improvement. , and the board refuses to rescind the order, the property owners may then appeal the board's ruling to the circuit court and the case can be tried by jury. This action will undoubtedly be brought it is said, as the work of the contractors. Boots and Gant, of Greenfield, is causing general dissatisfaction. It is declared that no difficulty will be experienced in several instances in proving that the improvement was not a benefit to the interests of the property owners. A PETITION IS FILED In the estate of Nancy Brad ford, deceased, Santford Wilson, administrator of the estate, versus T. J. Bradford and others, was the title of a suit filed in the circuit court today. The suit is in the nature of a petition to Judge Fox for the partition of real estate and sale of same to pay debts.

NICHOLSON AGAIN NAMED FOR CLERK BY THE FRIENDS (Continued From Page One.) is the great benefactor of Earlham college. Mrs. White is accompanying him. YESTERDAY AFTERNOON. Mostly Routine Business Was Transacted. The summarized report of the meetings under the Indiana Yearly Meeting of Friends which was read at the second session of the committee on ministry and oversight at the East Mala Street Friends Meeting house yesterday afternoon, cansed an hour and a hairs discussion of the work of the Friends Meetings. The routine matter included the election of Ancil K. RatHff as clerk and Emma Hedges as assistant clerk; the acceptance of the credentials of Elisha Wooten of the California Yearly Meeting and the endorsement of the action of the West Richmond Monthly Meeting in providing minntes for the Rev. aad Mrs. Charles Tebbetts for their visit to London and Dublin Quarterly Meetings. The Rev. Charles Tebbetts of this city opened the discussion on the report of the Friends Meetings.- His statement was that the "church was not to be a hospital but an army to conquer the world. I am more anxious that the ministry be Interested in the community in which they labor than in their own membership. Do our meetings take hold of the people outside of the Friends church . who are not members of any other denomination? he asked. "If not then the minister is not up to the standard. Let us give more attention and study to the community and the needs of the community, he concluded. Mere Interest Shown. At the morning's session it was decided to read only a summary of the
reports of the Meetings, this summary
to be prepared by the. clerk. The report in "art showed that during the past year their had been an increase in interest and attendance tn the Quarterly Meetings, that most of the members were engaged in Sabbath school, missionary and Christian Endeavor work. The report also showed that there was a number of young people taking part In th Meetings, many families were maintaining family worship and our work in the World. the report concluded, "is commendable. The most etocuent address of the afternoon was by Daisy Barr on the ministry. Mrs. Barr believed that the Friends make a mistake in the way they regard the ministry. She belleved that the standard was no longer to draw men to solvation." but wai more- selfish. The Rev. and Mrs. Charles Tebbetta , will leave next Spring for Europe, The Rev.
