Indianapolis, Aug. 17 The Richmond Commercial Club made an exceptionally good showing in its fight ; before the State Railroad Commlssion against the alleged discrimination of ; the Pennsylvania Railroad Company In Its virtual ' refusal to
grant freight Interchange at Richmond with the C C. & L In a hearing this afternoon.: The point at issue is whether there , ' Is discrimination and" whether on railroad company can be .forced by " process of law to interchange freight. The Commercial Club is thought to have scored heavily In ft hearing before the State Railroad Commission when ft Introduced evMenee.to the effect that it is cheaper to buy coal from West Virginia and pay the Pennsylvania for the freight on the long haul than it is to pay the charges asked by that company for Interchange at Richmond whereby the merchants and manufacturers could , ' ' obtain Indiana' coal direct from the Indiana coal fields. This state of affairs was ' brought out in the testimony of O. O. Smith and E. M. Haas, secretary of the Richmond Coomer-y-cial Club. Smith is well known as an authority on the coal situation in gen- ' eral and; Haas adduced testteiony , . from facts which he had! collected " from , Richmond manufacturers and shippers. - The Panhandle tried to break down . the testimony of the Commercial Club but ;when it was further shown that ' it .was far cheaper to buy logs from out of the state and have them shipped in, it was admitted by those who should know, that It had been . shown that the Pennsy had been discriminating. C. Kramer was one of the witnesses who made a good show- - ing for the commercial organization r on the lumber situation.

The 'purpose of the organization is to detect and apprehend horse thieves and other felons. The trustees Include John D. Crowe, J. Wi Coletrane and Arthur B. Palmer, and the following active members: James B. Unthank, L. Clarence Palmer, Dewitt C. Jay, William H. H. Jay, A. L. Baldwin, Samuel Olunt and W. C. Caskey, all- of whom lire in Webster or vicinThe organization was not organized for pecuniary profit and it has no capital stock1. The articles of association provide for the mutual protection against the operations of horsethleves and other felons. The association will sleet a captain who will appoint lieutenants or assistants, who will have the power of constables. The association is perpetual but the officials will be elected each year.
