As an amicable way of settling the controversy relative to the appropriation of 12 acres of county land on the county, farm by the Pennsylvania railroad for the double tracking of its system, it was proposed this afternoon that the matter be settled by a board of arbitration. John L. Rupe acting as counsel for the company proposed the company name one man and the county another. If these two men can not agree on the price to be paid for the land, they may select a third, who shall decide. It is understood each arbiter is to be a man acceptable to both of the contenders. Make Proposal. In regard to the cuestion of water rights, the company presented a plat Showing how the waterworks system may be rearranged. It is proposed that the pipe line . cross, the tracks from the spring directly south of the spring and then proceed along the south side of the track to the reservoir. The pipe line now is north of the tracks but this ground will be occupied when the additional track is laid. -It is proposed that the bottom of the reservoir be deepened. This will decrease the capacity of the reservoir about 1,000 gallons but it Is believed will leave an ample supply of water for all purposes. The water pressure at present is not sufficient for fire protection and will not be after the change. Mr. Rupe said It is his personal Judgment that any fair price will be paid for the land required by the company. It is proposed to dispense with a cut through the right of way- at the east side of the farm. The land desired by the company was at one time a pond and now is not being used for farm purposes, according to Mr. Rupe. The county paid $125 per acre for It when it was undralned. It is now drained. The matter had not been determined at 2:4$ o'clock thia afternoon..: ..... ' Harold, aged five, bad been sent tc purchase a pair of shoestrings for his mother.
