TAFT AND THE TARIFF It is now four months since William Howard Taft called the special session of Congress to consider the revision of the tariff downward. The House passed the Payne bill; the Senate pass

ed the Aldrlch bill. The bills will next be considered in the conference

committee. Now the work of Taft is to com mence.

Up to this time he has been a silent spectator of , the tariff as' wooled around by the standpatters and the insurgents. Now it is up to him. From

now on he will not be in the reviewing stand but down in the arena.

As the New York Evening Post says: "The question now is whether he will

be able to compel the besotted pro

tectionists to surrender the prey In which they have already fixed their teeth." That is the point although there may be some question in the Middle West as to whether Aldrlch et al are protectionists or prohibitionists. The Aldrlch tariff as if passed the Senate was more a prohibitive tariff than a protective measure.

The President is said on good authority, to be very confident that he can accomplish much when the bill is in conference. He has said this repeatedly to his friends and he has also defined to some extent the sort of a bill that he will sign. He is in favor according to the most accurate information that can be secured, of signing no bill which is "not considerably better tnan the Payne bill." He is in favor of signing a bill which will retain all the reductions contained in the Payne bill with the addition of the reductions made by the Senate. The eyes of the country are now centered on Mr. Taft. What will he be able to accomplish? The question that the people are as much interested In as in anything else even more than In the tariff, perhaps is what Collier's is pleased to call the "moral issue." The country is Interested in seeing what manner of man it Is that we have elected to the Presidency. We have heard we have heard others say we have instances in past history all this.' But what we really want to see after all, is whether the man is going to measure up. We want to know the kinship between Candidate Taft and President Taft Are they the same man? That Is . the moral Issue. , Will President Taft keep the word of Candidate Taft? That will mean much in the future when the tariff has gone to the customs officers.

"As the temporary leader of of the party, I do not hestitate to say. with all the emphasis of which I am capable, that if the party is given the mandate of power in November it will perform Its promise in good faith." So said William Howard Taft, There is no reason to think that he will not keep his word. The ten insurgents have kept their promises. And we are not inclined to think of Taft as one with a yellow streak. It is indeed a moral issue.

Diogenes with his searchlight on the trail - for an honest man. would not have thought to find one in a set of contractors looking for a chance to do Wayne county out of several sous in the school supply line. We do not know all the motives which entered into the confession of Mr. Draper that the other supply companies were holding a few extra aces up their sleeves and that he was going to play the game fairly. But, at any rate, it is a comforting thought that the contractors for the school supplies did not do us out of money. No doubt they have done it in the past and will do it In the future and no one will be the wiser. It may be bridges or school books it " win be done but let us thank human nature that they did not do it this time.

THE DAYS OF THE ?. O. The days of the Rake Off. Without doubt there was graft in the days of the building of the pyramids. But history does not relate of the peculations of the contractors engaged in the building of the structures. Doubtless, also, the bricks made ; without straw were a part of the rake oft and the graft practiced to the discomfort of the chosen people and - the Egyptian treasury, it cannot be said that the combination of certain men for a holdup game in the matter of prices for ; which the people have to pay is any new. game.

the nerve of the other contracting supply companies. Here is what the reporter on the spot says: "With a remarkable display of candor William Baker and ' his allies, Kiger and Bolser, entered the meeting of the trustees uninvited and admitted there had been an agreement. Baker acted as spokesman. He said it had - been agreed that certain prices should prevail so as to make a profit sure. He was asked If he did not understand there is a law in Indiana governing such a scheme for entering bids for public supplies. He admitted (the existence of such a measure but scouted its effectiveness.

All we have to say is that if there is any law which can reach these persons who think it a part of their business honor to enter into an iron clad agreement to hold up the county in the matter of school supplies we very much hope the law will be put in operation. And we also hope there will be some effective way of depriving them of the Wayne county trade. And this not only in this county, but in all the others in the state.

SOME SENSE IN THIS Collier's this week mentions a prospectus sent out by an organization known as the Little Land League. "The Little Land League will persuade people how to provide themselves with home and employment by gardening; to live on their land and do business there and by doing so to promote their development intellectually and morally. It will show them where to buy land, help them to get it, and teach them how to make the best use of it." It sounds well doesn't it? Utopian and highly impractical as the men behind this proposition to the Flat Dwellers may be, it is founded on Pre-adamite principles of inherent soundness. Just now when people are spending dollars and cents to build sleeping porches it is well that some others should also recognize the value of the country. And this despite the findings of the Country Life Commission of Col. Roosevelt. Collier's seems to think that it is better to have a nation of small farmers than a protective system and factories. It may be. One thing is certain. The small farmers are not as much worried about the tariff as some of us. We might expatiate on the considerable independence of those who raise their own garden truck, but this is going to the depths of Arcadian simplicity. We suggest that the motto of the Little Land League be that last ringing phase in the "Chorus Lady," a dramatic production made attractive by Rose Stahl in which the girl from the burlesque show exclaims: "Us for the Rubens and the Cows."
