RECOVERED SOON AFTER The south end of the city was stirred by tales of a horse stealing this morning but a few hours later it was found all to be a mistake. When Fred Koenlgkramer, 328 South Fifth street went to his barn this morning he found the door open. The lock had been pulled out and lay on the walk. Immediately Koeningkramer sounded the alarm and search was instituted for the horse. It was found some time afterward placidly grazing further south. It is presumed the horse tired of his quarters during the night and desiring to romp in the moonlight pushed the door open, forcing the lock. WHEELER GETS OFFICE Supreme Court Decides for Him in State House Custodian Squabble. TO MAKE APPOINTMENTS Indianapolis. July 2. The Supreme court todar upheld the legality of the law under which Charles J. Wheeler, Republican of Xoblesville, was appointed state superintendent, of the public buildings and - grounds (state house custodian.) IS NEEDED IMPROVEMENT GOVERNMENT OFFICIAL COVERS TERRITORY ON HIS INSPECTIONS, WHICH EXTENDS TO FAR OFF ALASKA. At the completion of his inspection of the federal building late yesterday afternoon, Major W. Haverstick. inspector for the treasury department, announced to Postmaster J. A. Spekenhier who is custodian of the building, that he would recommend that the wails and ceilings of the. building, both in the corridor and !n the offices and mailing room, ba tinted. Another recommendation which was made was that the army and navy posters in the corridor of the federal building, be placed in neat frames or else left off the walls. Mr. Sjekenhier was complimented for the interest he bad taken in the building. Major Haverstick disclosed nothing else on his report to the treasury department officials. Needed Improvement. Postmaster Spekenbier has been endeavoring to obtain a recommendation for two or three years that the walls be tinted. However this improvement, was not considered necessary until the present time. The white walls have become badlr discolored and almost m?.de the change necessary. It is probable that the work will be commenced soon. Upon receipt of Major Haverstick's report, the treasury officials will take up the matter with Mr. Spekenhier and he. no doubt, will be instructed to ask for bids. Major Haverstick holds the distinction of being the only inspector of government buildings. When he took the position in 1901 he had less thari 250 buildings to inspect but the government's policy has changed greatly since that time and he now has nearly 500 buildings, including post offices, custom houses and other federal buildings. He is able to make the rounds once in every 18 or 20 months.- Some of the buildings in Alaska and other remote places are inspected even less frequently, owing to the difficulty In reaching them. In speaking of the amount of money invested by the government In buildings and sites, he stated that the cost of the construction of the buildings was $146,440,337.37 and the amount expended for the sites. $37,225,729.52 making the total value of the government buildings and Rites $183,666,066.89.
