Richmond: A Convention Center
THE LUTHERAN SYNOD
The Lutheran Synod has just closed. Four hundred representative men from all over the United States have been In Richmond for ten days. They have been made welcome In the town and they have expressed themselves as appreciating not only their welcome but have found things In the town which redound to its credit. For Richmond has few things to be ashamed of and more things to be proud of than the average town of tliis size. ' , " The benefit to Richmond of having the Synod here has been great and many a visitor will go away with good things to say of the town. It is literally true that the reputation of Richmond can. not better be built up than in affording a true welcome to all sorts of conventions of a national or state character. .

THE DESIRABILITY OF CONVENTIONS If it is not desirable to have these conventions why do all the larger places clamor for the privilege of entertaining various organizations? ' If it is not desirable to have people come in from all over the state and country at large why do such places as Omaha go to the prodigious ex-. pense of erecting great meeting places like the pavilion which housed the Corn Show? Take it in the ordinary walks of life. How do you become acquainted with persons and things? Isn't it by living with them? The way to" make friends is to invite them to your own home and make them have a pleasant time. Many a man has found that he has had a wrong impression of things because he was unfamiliar with them. All he needed was to get acquainted with them. .
And that is what these conventions do for a town. It is simDly a auestion of making friends. '
WHA T JS BEING DONE In spite of the information of the press dispatches from Washington it is doubtful whether many people have any adequate idea of what the little group of which Bevcridge is one are really doing, nor what their position is on the tariff - Of course we all have the idea that they are fighting Aldrich who appears on the senatorial landscape as the enemy of downward revision. And such an idea is practically correct. But why is it that the progressives never get to the bottom of things you ask? The reason that the issue does not stand out clearer, and the reason that we cannot form any real idea of what is going on the reason that there are not any spectacular victories i& because the whole debate as it appears in the Congressional Record is one of inconsequential detail. The real issue never appears as a clear cut proposition to be voted on, yes or no. As Senator Dolliver said on the senate floor the otherf days !"It is a great issue ; ' and yet here we are fiddling away our time by debating" featured of It which ! have no great (Significance." And Dolliver went on to '' express what we of the Middle West feel: "The great question before the senate,
whether the Dingley schedule, operat
ing well for twelve years ought to be disturbed. There is nobody attempt
ing to mutilate it. Even my honored friend from Wisconsin (La Follette) , feeling as he does that the schedule
could be improved by a scientific in
vestigation, harbors no purpose to
make any suggestion that will Inter
fere with tie law tliat has been enforced in the United States for the
last twelve years."
DATELINES
A purely utilitarian viewpoint of holding conventions is In the advertising. Take -the Lutheran Synod. All the press associations and services the great news arteries of the country have, for the last two weeks, been carrying the Richmond date line over the accounts which have gone all over the United States. An examination of many papers from all parts of the country during this period, shows that practically every newspaper which has a press service has carried the Richmond date line: A small thing, you will remark. But it is by this very means that all the western cities which are building uo their business are making a campaign. Your modern city which is acting, as a unit in the battle for trade and business ia building up its publicity department. The most effective, and at the same time the cheapest form of general publicity is "date line" advertising.
But it is a well understood thing that Aldrich is continually clouding
the Issue with all the artifice born
of years of experience in the senate,
Time and time again when the real question has come almost to a head
it has vanished as utterly through the
machinations of the finance commit' tee as a lost river.
And this is what Dolliver resents
when he says:
I beg you gentlemen, especially
you young men, who will have to fight
the battles of the republican party in the next twenty years, after a good
many of the authorities of today have disappeared from our affairs, not to degrade the senate of the United
States, a great deliberative body, able
to cope with practical questions, to the level of an uneasy congregation
of intellectual come-ons.
Any one who looks over the Con
gressional Record affording as it does the veriest minutia of the procedure can see at a glance that the finance
committee (of which the New Eng
land senators have the control) is
making the tariff and not the senate
There is never an opportunity for the
slightest action on the real question
It is not a question of whether or not the tariff ought or ought not to
be raised. That it is impossible to get
at. It is no great question which ever gets up. ;-. Beveridge and Dolliver
and the rest of the so-called Progres
elves are doing their best. But it is
only occasionally that they can have
much effect up to this time. The real cry of the progressives was uttered when Dolliver said: - Our controversy, then, has descended : to this not whether the tariff ought to be raised, not whether it ought to be lowered, but what has actually been done to it in this bill. I affirm that It has been subjected to a very large . variety of mere or less noticeable . additions to duties now provided by law; and I shall proceed to prove that, if I may have the attention especially of those who do
Any one who thinks canvwork out the effect on the brain in a psychological way which "date line" advertising has. The first impression, is one of the location of the town. .The second effect, (if the date lines are consistently carried) is the importance of the town. The third is the progressiveness of the town. And if these are drilled into the subconsciousness of the country long enough a feeling of acquaintanceship springs up when the town is mentioned resulting in the following state of mind: "I'd like to go to Richmond some time." But of course, there are those who do not and never will 6ee the advantage of this sort of thing and are content to go along in the rut of their forefathers. If there were enough of these but what is the use of discussing it?
FACILITIES ,
It is time for Richmond to realize that it has many advantages over her competing cities in this matter of holding conventions. We will not mention all of them but it is enough to say that we have meeting places large enough for conventions. ' We have facilities 'for entertainment of delegates." The city is good looking in every way. And speaking of that our parks are really remarkably creditable. Beside that. Richmond is not a hard place to get to.
HOW
But all these things will not bring conventions here. Men not landscapes and buildings bring conventions. . First there must be a receptive and hospitable spirit developed. The visitor will not particularly enjoy being looked over on his arrival or discussed with a view to how much the entertaining city can get out of him. The more this point of view is kept in the background, the greater are the results of having conventions here. Suitable preparations must be made with an ungrudging hand else the thing is worse than useless. (And we recall an unpleasant episode which w?.s the occasion of sorrow at a Richmond Homecoming, by way of gentle reminder.)
That men with a desire to go ahead and do things are the mainstay of such occasions, goes with out saying. It is simply another application the co-operation of men who will be willing to work together for Richmond.
AS IT HAS BEEN
e And we are going to say a few things about this co-operation business not in a spirit of bitterness but as pointing out where the town can do more effective work. The idea has- been prevalent when any organization wishes to hold a conveption here that only those who are directly interested are to help. This is why fewer conventions have been held here. - If the town is to make these a success then , the town not the organization, alone, must take a hand. It will be surprising how this exchange of courtesies and working together will improve the town. It will pull the town together. If it does not, Richmond is an exception to the operation of this plan in other places.
WHAT WE CAN DO Well what can be done? Do any gatherings of men want to come here? We say in reply that we have just missed the Knffats of Pythias. The Eagles are coming here in 1910, The Owls have voted to come here next year. The Spanish American War Veterans can in all probability be secured tor the year of 1910. And the Y. M. C. A. convention can be secured for December. There are probably more than these. But this shows the variety of conventions which are available.
not desire to go to their constituents with the statement that they voted to Increase these duties.., I want to tell you gentlemen, however, it will be a great deal better for you to go to your constituents and tell them that you voted to increase these duties than for you to to your constituents and tell them that these duties have not been increased. A -man can defend himself for increasing a duty, but he will not be able to defend himself against the charge of not knowing what he was about. If this senate, speaking on mere authority and dogmatic influence of distinguished people, vote for these amendments and go into the communities in which they live and tell the people that no changes have been made, they will find themselves subjected to embarrassment of a rather complex ' character. There Is one thing the American people do not like. They often submit , with
patience to being robbed, but no American community is willing to be flimflammed, and It is a good deal easier to defend a vote increasing a duty than it is to defend a proposition which claims that a rate has not been increased, when, in pint of fact, it has been."
