If negotiations now under way with the Weather Man do not fail, and if it does not rain so hard as to prevent, anpther effort will be made to playbaseball at Athletic park next Sunday afternoon.
The condition of the elements dur
ing the past several days has been
very discouraging but the fans havs agreed upon an endless prayer in the
hope of the man who dispenses the
wet goods will be a little more dis creet hereafter.
The Norwood, O., Blues will be here if it is possible to put on an exhibition
at the park. That means if it doesn't rain so hard Saturday afternoon and
evening, as has featured the two weeks
past, that the ground refuses to dry.
Special treatment will be given the
diamond this week if the rain ceases
and it will be as fast as ever for the next dry Sunday. The Blues this year include a number of players who played last sea
son with the Kentucky Colonels, a
team whose reputation is general. The Colonels were not reorganized for the season of 1909 and Manager Welage of the Blues quickly copped out the pick of the team. The visitors will line up and bat as follows: Cordes. ss.; McCarthey, 2b.; Kuhlman, 3b.; Kennedy, If.; Delbruegge, c; Mollenkamp, lb.; Rolseii or McSain, rf.; Welage. cf.; Brengleman, p. The management of the Quakers has been casting further for outfielders
who want to demonstrate and no effort will be spared to permanently secure the best available. The curtain raiser will probably start at 1:30 o'clock so as to make the diamond available for the warming up of the majors at 2:30 o'clock. The Swastikas have secured several new men who will add materially to their strength and they promise to give the factory nine a run for its money. The fact that there are 1 two local leagues, both in flourishing condition, attests the popularity of baseball In
Richmond this year. With, a series of good Sundays the fans are expected
to turn out en masse to enjoy themselves. The Quakers will be strength
ened where opportunity affords and the schedule for June and July is such
as to guarantee only high class attrac
tions.

Co-operation with the county com
missioners in the construction ot a
mile of model government road will
be given by the United States govern
ment, according to a letter received today by Postmaster J. A. Spekenhier,
from J. E. Pennypacker, acting director of the bureau of public roads, department of agriculture. Mr. Penny-
packer promised to send an engineer to this city to oversee the work, providing it was started at once. His communication was forwarded to the
county commissioners.
This is the first result of a petition
signed by a number of local citizens
and road officials of Wayne and Preble counties at the Good Roads congress held at the court house last August. The petitioners asked that the depart
ment construct a mile of good road
and M. O. Eldridge, the government of
ficial, who addressed the Good Roads congress, promised to do all in his power to have favorable action taken by the department officials.
Uncle Sam's Share. Providing the commissioners decide
to accept the government's offer, it
is probable that the Preble county officials will also be asked to cooperate, and a half mile of the road be built In each county on the National road. The
expense would be borne equally by the two counties and be a benefit to each.
The only expense the government
will meet will be that of sending an
engineer here to oversee the work.
The other expenses, such as for ma
terials, the employment of teamsters and other laborers, must be borne by the county. The city officials hare
consented to allow the steam roller to be used In connection with the con
struction of the road. . . . .

The board of public works was advised by City Attorney Study this aft-
ernoon to act slowly in regard to the proposed franchise for a steam heating company. The latest proposition is by the company which offers one per cent of its gross receipts. That means
If the company's business amounted to $100,000, during the year the city
wouuld receive $1,000. There is no provision about providing heat for the
city buildings and it is to this fact the city attorney has called attention.
He says he would not have anything to
do with any franchise unless this is
made a part of it.
City Not a Gainer. Every year the city pays some $300
for heating the city building and the hose houses. If the company be given a franchise, the city attorney thinks It ought to be required to heat
these buildings. It Is provided in the proposed franchise that the city will obtain a per cent of the gross receipts but if these receipts should be very small and the city given no heat for
its buildings, the city would not be an
appreciable gainer, although it had
permitted its street to be torn up and the company to have a franchise. Eggemeyer Withdraws.
Other developments have appeared
in the franchise matter. It was stated to the board of public works that George ' Eggemeyer, one of the original promoters in the Central Stationary Engineering Company's attempt to secure a contract, has withdrawn his financial support from the deal. Mr. Eggemeyer was quoted as saying he believed the company was to be in the interest of local capital, bat aa it has developed outside capital is to be thrown into the breach he win not care to permit bis name to be used for the sake of outside capitalists. .
