a genuine insurgency in the senate and: that it threatens the control of the upper branch for tariff purposes, can not be denied. The warring group of twenty or more republicans who forced the hands of the old leaders in the matter of committee assignments is intact and ready to do business. The plan is to recommit the bill with instructions.' These republicans are hitching up with the democrats as far as they can, and as party lines are wide open on the tariff issue, the task is easier than in times past. These powerful and genuine revisionists want free lumber and free coal and although westerners are indifferent, if it comes to a pinch to the fate of hides, they will demand a general reduction of the iron and steel schedule, including free iron ore and a ripping cut of the tobacco schedule of certain trust protecting clauses, which they suspect are concealed in the Aldrich bill. May Cut Wide Swath. Their whole campaign is based on the anti-trust idea, and if they play it hard enough and so get the country back of them, they may cut a wide swath before they are through. The democratic party has the chance to dominate tariff legislation if it has the wisdom and unselfishness to act. The drawback situation is receiving little of the attention its importance deserves. The impression prevails that the committee on finance will not approve the broad scheme of the Payne bill. Industries making no goods for export, have little or no interest in the drawback, except as it may relieve them of the domestic competition of

plants which manufacture the tariff trade. A number of well known politicians j and men of affairs who have recently

been in Washington have taken occasion to impress the president. Senator Aldrich and other controlling factors, that the time has come to abandon the old method of tariff-making, which relies upon concealed jokers, traps for the unwary producer, discrimination in favor of hidden special interests and the like. For a' Real Relief Measure. They have pointed out the lack of confidence, which is becoming more apparent, in the mind of the public and have urged that it be eradicated if possible by the adoption of some more open and fairminded policy than is now apparently contemplated. The demand seems to be that the Aldrich bill shall be taken up and reall revised in the senate and in conference by the adoption of some amendments that will actually grant relief from the excessive rates that have been burdening the consumers. There is reason to believe that the leaders have been positively informed that if they persist in their present policy there will be a reaction against the administration that will result in a democratic house at the next congressional election and might even go farther. The long debate on the tariff will open in the senate Monday. Senator Aldrich will lead off with a general explanation of the bill which his committee has reported. He has promised to

great industries which for so many years have grown fat off the tariff. Privately, many of the senators are saying that it is a bill in the interest of the trusts. How much stress they will lay on this charge when it comes to open debate is a question. Apparently the proposition to levy an income tax and to put the question of the constitutionality of such tax up to the supreme court again will provoke much discussion. Income and Inheritance Tax. On Monday Senator Cummins of Iowa, will introduce his income tax amendment which does not differ materially from that introduced last Thursday by Senator Bailey of Texas. The Iowa Senator believes there are at least fifteen republican senators wno will support such an amendment. Evidently the opponents of such a tax among the republicans are counting on some of the democrats .voting against the amendment. Then there is the inheritance tax amendment, which is favored by some of the republicans and many of the democrats. While Senator Aldrich has refrained from expressing his views about these various propositions for special taxes, the im

pression prevails that he is disposed to be against any and all of them unless, at the last moment, he sees that in order to raise money enough to keep the wheels of government going he must accept some new scheme.

Guglielmo Ferrero writes in the Figaro his impressions of America, as he considers himself entitled to do after three months strenuous observation, although he disclaims the right as yet to express opinions; - He stuns tip his impressions in one word exaggerations. The first example he gives of this exaggeration Is the usual description of New York as the scene of frenzied hustling. He sa ys : "My first surprise was to find myself in a city where the movement, while certainly considerable, was less than in Paris. Except for twice daily, even in Wall street there is comparative calm. The second exaggeration is the description of America as a land where everyone thinks only of getting money." Mammon Not American God. Signor Ferrero says: "I easily ascertained the falseness of this opinion. There certainly are many in America who think only of money getting, but this class is not unknown in Europe. The mania is characteristic of our civilization. From, what I have seen I no longer dare say it is a vice particularly American." Defining as the most evident manifestation of a nation's ideal spirit the existence of people who, instead . of working to increase their own fortunes, prefer to do charitable works to

carry on religious propaganda, or follow scientific or literary pursuits, Signor Ferrero says that, without risking comparison between the two continents, it is impossible to know the true American society without being struck by the large number of persons who have abandoned lucrative affairs for such ideals. Too Much Idealism. Certainly they are not in a majority any more than they are in Europe. In fact. Signor Ferrero questions whether there is not too much Idealism in America. Another proof of American idealism is the social position of those who represent intellectual culture. So far from the money kings being the only great personages, the intellectuals enjoy consideration which sometimes seemed to Signor Ferrero, although an European and a man of letters, to be almost excessive. In support of this he cites the widespread Interest taken in Dr. Eliot's resignation as president of Harvard University and in the election of his successor, which was a veritable national affair.
