is suffering by reason of the incumbent's remaining in office. The senator or representative almost always has to damlt that it is not. Mr. Taft then points out that a number of very vital things are demanding his attention and that of congress, among them he mentions the tariff and suggests that here is an instance where business will suffer by delay. In
