Tariff Clerks of Railroads Meet 1 And Decide to Continue Ex::J cursion Rates Consult Commission.

Special Correspondent. Indianapolis, March 18. State Factory Inspector Blakely is sore over the enactment of ' Xhe ' new inspection law by the last legislature, placing the inspection of factories and other buildings In the hands of local authorities. He says it will result in a less satisfactory system of inspection because poltics will enter in the ' case in every ; city.' . "In the smaller cities of the state," lie said "the chief of the fire department gets paid only for attending fires. . In some places the chief Is a merchant and It is not likely that he will take time away from his business, and go bout the town inspecting factories, theaters, hotels and, other buildings when he knows that he will not get paid for it. The result will be a poor ystm of inspection. And another thing about it Is, "that in such, towns (he chief of the fire department will not take the chance of making the people mad and incurring the wrath of local politicians by inspecting their places and requiring them to make needed changes for the protection of life and uroperty. So the political side will enter into the matter and make trouble." . : ';,.;-! It's Poor Plan. Jht ;Hw provides that local authorities aall also have charge of the placing of fire escapes on buildings and that they may have them fastened to, the outside walls half way up to the length of a window instead of at the top of the window. Blakely says this la a very poor plan. For one more season joy will reign In the hearts of Hoosiers because the tariff clerks of the railroads have decided to maintain the name old excursion rates this year that were in effect last year. The clerks hold their meeting in this city yesterday and made this announcement. They decided to run Just as many excursions to Niagara Falls, Atlantic City and other resorts this year as last, and they also said they will maintain the cheap ratr for Sunday excursions in this utat'e. just the fame as last year, and the railroads will ran about the same Dumber of Sunday excursions. There was some talk to the effect that the cheap rates and Sunday excursions would be abolished this season, but the agents decided to retain them. Ruling on Rates. Another point decided was in reference to the two-cent fares in this state. The tariff clerks at their meeting yesterday, had a conference with the members of the Indiana Railroad Commission on this subject, and Judge McClure, of the commission, decided that in applying the two cent fare law, all fares shall be computed on the multiple of five. Watson to Accept the Appointment. $12,000 SALARY FORMER REPRESENTATIVE, HOWEVER, SAID TO PREFER GOVERNORSHIP OF PORTO RICO AT A SMALLER SALARY. Washington, ; March 13. President Taft has tendered to former Representative James E. Watson, the ministry to Cuba, to which the salary of $12,000 a year is attached. In offering this appointment to Watson, the president has given as one of his reasons that it Is important, owing to troublesome conditions in Cuba, that the minister shall be a man who has the faculty of getting along amicably with the natives and whose tactful ness can be relied upon to brush away war clouds. He thinks Mr. Watson's peculiar characteristics would fit him admirably for the mission. ; The president, it is said, would like to close the matter and announce Watson's f appointment officially. The only obstacle standing in? the way is Watson's unwillingness to accept the Job. There is an aristocratic society in Havana and the expenses of the ministry are very great. Sheath Skirt Girl in Wall Street Brings Out the Police

New York, March 18. Panics have been caused in Wall street by . the merest rumors, and great' excitement has followed the most trivial happenings in the financial district, but the turbulent half hour just before the closing of the market had a real foundation. It was a sheath skirt, and what happened after, the wearer invaded the sacred precincts below the "dead line" caused the reserves from two police stations to be summoned, as well as every policeman in the neighborhood. Just where the wearer of the sheath skirt came from no one seemed to know. The first glimpse of her was when she stopped on the Broad street curb, within a few feet of the outside brokers' inclosure, and gazed : at the excited men selling, buying and refusing all manner of securities. Then the excited young men saw her, and their excitement became more so. : Curb brokers are not noted as judges of age, but they placed the age of the wearer of the sheath skirt at about 22. The skirt was of a bright and glossy black material, with the regular tlon "slash" on the side.

President Taft has picked out especially for Watson and he hopes Watson finally will accept, but he is holding open for the Indiana man the offer of the governorship of Porto Rico. The salary of governor of Porto Rico is $8.000 a year and a palatial residence is furnished for his use. If Watson decides to accept either of these posts there will be no objection from any quarter. His preference is the governorship of Porto Rico, notwithstanding the salary is less. Temporarily, the former whip of the House will remain in Washington, as he has been authorized to look after the interests of some of the Indian tribes of Oklahoma in a few important cases which they have against the government. He expects to stay here two weeks at least. Speaker Cannon called at the White House and the president expressed to him the hope that .Watson will accept the Cuban ministry. The speaker said he did not think the former whip would do so. EDUCATORS MEETING Three School Superintendents Conferred Today With Supt. Jordan. DISCUSS WAYS AND MEANS To discuss ways and means of improving the standard of educational qualifications in the public schools, Charles Van Matre, of. Muncie, Harry B. Roberts of New Castle and L. L. Driver of Winchester, met with Charles Jordan, county superintendent, today. The visitors are the superintendents of their respective counties. They have arranged for a series of such meetings. Ideas as to ways for the probable im provement or the school system and the qualifications of teachers were among the chief topics. Supt. Jordan said there is no serious 'change in any of the details of school .work in -prospect and ao legislation is to be attempted as the outcome of the meet ings. EXPLOSION AT COLLEGE As the result of a combination of chemicals prepared by, a student in the Earlham College laboratory yesterday afternoon, an explosion occurred that wrecked a part of the room."? No one was injured. Immediately some fifty or so excited men made a rush from the regular "curb", to the one on which the young woman was standing. Realizing that she was the new object of their excitement, she started to move northward. Seeing their employers 'leaving,- the messenger boys and runners followed in turn. , Seeing everybody move made other brokers, their clerks and messengers leave their offices, while those who were too high in the office buildings to reach the street in time craned their necks as far out of the windows as possible. Soon 5,000 men surrounded her. ...... The : police had ; become active by this time, and when the traffic men saw how large the crowd was getting, their nerve left them, and they called for help. The call resulted in the reserves from the Church and John streets station being hurried to the scene, but It was half an hour before they succeeded in clearing the hall and corridors of the Mills Building. The police finally called a cab for the young thing, and with a guard of six cops she was escorted out through the Wall street entrance. The cab was driven to the office of spicenn la Front-Street.

(Special Correspondent) , Indianapolis, March 18. If you were to draw a line across Indiana from Richmond west,cyou would find south of that line a good many counties and north of It few counties which will be compelled to close their public schools before the expiration of the 120-day minimum term prescribed by the law, because the deficiency fund provided by the state by statute has been reduced to $39.99. According to an opinion received by the auditor of state yesterday from the attorney general the auditor cannot draw on any other fund to provide additional money for carrying on the schools. The attention of the attorney general was called to the situation several days ago when the deficiency fund became almost exhausted and while there were yet calls on the office of the state superintendent of puhjic instruction for assistance amounting to more than $20,000. The schools requiring the assistance will be compelled to close because of no money with which to pay teachers salaries. Word to that effect has been sent out by the state superintendent. Created in 1905. The deficiency fund was created in 1905 when an act was passed establishing a tax levy of 11 cents and 6 mills of each $100 for a tuition tax. Of the proceeds thus derived 5 3-10 percent was to be set aside as a deficiency fund with which to assist townships in paying teachers when under a local tuition tax of 40 cents the township trustee did not have enough money to pay teachers salaries for 120 days, the minimum term of school provided by law. In 1907 the law was changed to provide a tuition tax levy of 13 cents and 6 mills on the $100 and providing that 5 2-10 percent of the sum thus derived should be set aside for the deficiency fund with the further proviso that it should be drawn on to pay deficiencies in salaries in 120-day terms when the local tax levy was 25 cents and deficiencies in 140-day terms when the local tax levy was 40 cents. Levy Wrought Havoc. It is the 25 cent levy which has wrought havoc in the deficiency fund. Under the 40-cent levy with 140-day terms, the law worked admirably, and the deficiency fund was sufficient to tide over all difficulties in all town ships where the local tuition fund fell and the drain on the state deficiency fund increased accordingly. school year the fund contained $129,576.04. Since January 1 the sum has been reduced to the amount now on hand, $39.99. According to the law the distribution of the fund is a matter of "first come, first served," and the counties which ran short early in the -term are the counties that have derived benefit from the fund. About fifteen counties have -been assisted. Under the operations of the law a number of counties have drawn from the state for school purposes more money than they have paid into the state for all purposes.
