Sleuths Say That They Have Now Complete Chain Of Evidence.

IS NOW A LIFE CONVICT DETECTIVES SAY WIFE SLAYER WILLIAM HOWARD, AND NOT HIS UNCLE, KILLED GOVERNOR 'OF KENTUCKY. "" " Jkuton. Mass., March, 17 That William G. Howard, now serving a life sentence here for wife murder, la the snaa vrho shot Gov. William Goebel of Kentucky, January 30, 1900, is the fripfffiwg charge made here as the result of Investigations carried on for a number ot weeks, and which had their beginning at the time Howard killed bit wife, Ida Howard, of Seiverville, fTenn., at New Bedford, Mass. It was rumored1 that Howard had confessed killing Gov. Goebel, but this was denied at the state prison. Howard's relationship to James B. Howard, the mountain chieftain of Kentucky, who was charged with the crime of murdering Kentucky's governor, was discovered during his recent trial here, but was not made a part of the evidence. Strong Evidence. The convicted man is Jim Howard's nephew, and nowi It is charged that be, not his uncle, was the man who fired' upon the governor. A former Kentucky resident who had inside knowledge of the killing, furnished the principal links, which. It Is asserted, cahln young Howard to the political murder which shook! the country. The assertion is that immediately after the shooting of Gov. Goebel, young Howard, then in his teens, fled to the mountains, while his uncle, Jim Howard, either In spirit of bravado or to shield his nephew, said that he did the shooting. Less than, two years later William Howard enlisted at Knoxville, Term. In 1004 he enlisted again at the same place. His third enlistment was at Columbus, Ohio, November 20, 1907, when1 he gave as reference his sister, Mrs. B. C Shultz of Seiverville, Tenn. Trace Record Back. Detectives working on the case claim to have traced Howard's movements from the time he killed his wife here back, step by step, to the time he spent In the army, his life in the Tennessee mountains and almost without a break to the January day at Frankfort, Ky., when the shot from the office of the secretary of state killed Gov. Goebel, and that their evidence places the crime at his door. Although for nine years the details of the plot have remained a mystery, they assert that .now but fewt strands need to be unraveled when the whole affair will be known and the deed circumstantially proven to have been committed by young Howard When sentenced to imprisonment for life for killing his wife Ida, William Howard never so much as moved an eyelash. Now In the Ohariestown, Mass., state prison his general demeanor is said to be very like the feudists of Kentucky, with whom he has admitted he once lived.

THE EX-PRESIDENT FREQUENTLY PICKED MOLLYCODDLES TO FILL SOFT FOREIGN BERTHS THEY MUST GO. By Sheldon S. Cline. Washington, March 17. There are rumors about the White House and state department of evil days ahead for the butterflies of our diplomatic service. It is said Mr. Taft has conceived the idea that our ambassadors and ministers should be something more than leaders of cotillions in the capitals to which they are assigned; that while social accomplishments are desirable in a diplomat, their possession should not be the lone and sole test for appointment. And it is said further that if the president can't find men with both horse sense and social sense to fill the posts, horse sense is going to have the preference. Horse sense has been conspicuously lacking in the make-up of some of our diplomats who are vast successes in a social way. Some Popinjays. It was one of the paradoxes of the Roosevelt administration that, virile and masculine as was the president, he sent . popinjays to represent him at more than one foreign capital. The explanation probably is that, great as was Mr. Roosevelt as a reformer, he couldn't reform everything. This tendencyof the diplomatic service toward mollycoddlism had antldated Roosevelt and there were more vital things nearer to hand needing strenuous attention. No doubt a good deal of the blame for present conditions in the diplomatic service lies at the door of congress because of its failure to provide official residences for our representatives abroad. Were these residences provided men of larger ability, but fewer dollars, could afford to accept diplomatic posts, and a good deal of the present ostentation and' even vulgarity of display would be made impossible. But Mr. Taft apparently has made up his mind that even in the absence of action' by congress, there is a good deal that the appointing power can do. In the future, therefore, aspirants for diplomatic honors will have to furnish some references other than Dun and

Bradstreet.

The decision was in the case wherein it was charged that there was a combi

nation among the dealers in plumbers'

supplies in this city, by which none of the dealers would sell supplies to any

master plumber unless he was a member of the Merchant Plumbers' association. Joseph Miller, a master plumber, was not a member of the Merchant Plumbers' association, and the trust placed him on the black list and he could not get any supplies unless he was willing to pay a much higher price so high, In fact, that he could not pay it and compete with other contractors. Grounds of Suit. Miller sued for an injunction to restrain the members of the trust from refusing to sell him goods at the same prices at which they sold the same goods to other dealers and contractors, and from refusing to sell or inducing others to sell supplies to him for cash at the usual' customary price. This was the question that1 was before the supreme court. The court found that the supply companies charged Miller from 30 to 75 percent more for his supplies than they charged other customers who were members of the trust. The court decided that this was illegal and ordered the combine dissolved. The supreme court holds that the plumbers and the dealers in plumbers' supplies are within the rule so often applied to railroads that make their charges for property and for services subject to regulation and control by law, and holds that the anti-trust law Is valid.
