Within the Next Year This Will Be Increased $100,000 . By Addition of the New High y" School.
That the public schools of the city are In the best condition and a great asset to Richmond is shown by the report of Superintendent T. A. Mott, which was read at the council meeting last evening. The total valuation of the school buildings, Including the
sites, Is placed at $420,000 and this will.be increased another $100,000 and possibly more within the next year by the construction, of the new high school building. Ninth and North C streets. The report shows that all the schools are equipped with the latest apparatus ; the most modern heating systems and buildings constructed amply large to accommodate the needs of the city for many years. The report shows that at various times additions have been made to the different-buildings as needed. In all respects the public schools of the city re. regarded as second to none in the state. . Report of Supt. Mott. . Altar listening to the lengthy report, the council' approved it and ordered It placed on file. Mr. Mott in his report says: "In answer to your request made to the board of school trustees of the city of; Richmond, asking for an invoice of the school property owned by the school city we submit the following: "Since the completion of the Sevastopol school in 1897, Richmond has used ten large school buildings, located as follows: High school corner Twelfth and South A streets; Garfield school corner Eighth and North B streets; Flnley school, corner Fourth and South B streets; Warner school, junction of Seventh street and Fort Wayne avenue; Starr school, corner Fifteenth and North C streets; Whitewater school, corner Thirteenth and North O streets; Hlbberd school, corner Eighth and South F streets; Vaile school, corner Fourteenth and' South C streets; Baxter school, corner Randolph and West Third streets; Sevastopol school, corner Ridge and Maple streets. The Play Grounds. 'The school city also owns a large and beautiful school ground on South Twenty-third street on which no school ' building has been - built and which is now used as a public play ground; 'also the Warner property on Fifth street. ' "During the past ten years new sanitary lavatories and closets have been placed in the Whitewater, Starr, Vaile, Hibberd and Flnley buildings. In the other five buildings these facilities were supplied within the buildings when built. Within the same period new heating plants, iffcludlng mechanical fan ventilating systems have been placed in the Finley, Warner, Whitewater. Starr, Hibberd, Vaile and High school buildings. The ventilating , systems in these buildings are the best mechanical devices forthe ventilation and heating of public buildings known to science. They insure at all times, when pupils are present, from thirty to thirty-five cubic feet of pure warm air per minute for each pupil in the rooms."

Ex-president Castro of Venezuela Is Alleged to Be Murderer.

; Caracas, March 16. Charging expresident Castro of Venezuela, ,with murder, Manuel Hasades has brought suit in the federal court alleging that Castro caused the death of General Antonio Pasades and . others who complained and allege they were summarily shot on Castro's orders. Manual Hasades wants Castro extradited and imprisoned fifteen years.
STILT WALKING. In Seme Parts ef Franc It Is an Ah solute Necessity. In some parts of the world, particularly In the low districts of France, stilt walking is a necessity. In Gascony there are great level plains covered with stunted bushes of dry heath. These waste lands have a soli that is so permeable, so soft and yielding, that the slightest fall of tain makes them practically impassable by ordinary methods of pedestrianism. But these wastes must be traversed at all seasons by the poor people of Gascony, and necessity has accordingly made the Gascons a stilt walking people, and men, women and children may be seen at all seasons of the year stack upon high stilts, trudging through the waste lands, carrying baskets, bundles and the like. The stilts used are abou j five feet long and often longer. The shepherds of Landes all go on stilts. The shepherd is provided with a stout staff that answers for many purposes. At the proper place In the staff is a flap, which makes a comfortable seat when turned down. . On this the shepherd quietly sits and watches his flock, snd while he sits up there he knits or spins with a distaff thrust In his girdle. The Landes stilt walker can do marvel mm things with these five foot leg extensions. He can run with a speed that will tar a horse, pick up a pebble or pluck ; a flower ' as the cowboy teaches to theesrth from his pony, and he can drop to the ground level and regain the perpendicular as quickly as a boy can turn a handspring. An effort is being made by the degree team of the Uniform Rank, Knights of Pythias, to hold a competitive drill, at the colUeum this spring, between the differen. degree teams of the secret orders in ihe city. Prizes will be awarded of no mean value, the first prize probably being $100. The degree teams of the different orders have the matter under consideration and acceptances have been received from Whitewater lodge degree team, Odd Fellows; the Wayne Aerie of Eagles degree team, which won a prize at the Jamestown exposition in 1907; the Coeur de Lion K. of P. team, and the Red Men's degree team. - The meeting will be open to the public, in order that the expenses may be met, a small admission fee will be charged at the door. it is believed by those who are interested in the affair, that the interest in the secret orders of the city will be incresed considerably after witnessing the competitive drill.

Mrs. O. K. Karns, Eighth and North D streets, has smallpox. She was a student at Warner school, but since the recent scare had not been attending. O. K. Karns is a mail messenger.

Before throwing Charles Wolf out upon the mercies of the cold, cold, world the police department will make an investigation of the man's case and - r"see if some home cannot be found for him. Wolf is the man who has made three attempts at suicide in this city and has tried the same thing at several Ohio cities and at Connersvllle. He was picked up by the police at Tenth and North A streets last night and taken to the hospital. It was believed he was feigning a - suicide at
tempt again. He claims to have been suffering from a "spell." ' Believe Him a Bluff. Wolf says Edward Wolif of North Eighteenth street is his brother and that he has other relatives here. The
police will see if his relatives will not take care of" him. The man's mentality is believed to be weakened. After an attempt at poisoning by strych
nine last summer. Wolf was treated at the Reid Memorial hospital for thirteen weeks. Soon after his release
he repeated his stunt, using carbolic acid. ' The police regard him as a monumental bluff. The last time he was arrested he was fired from the city under penalty of being placed in jail. At Sydney, Piqua and Dayton Wolf was regarded as a nuisance and
at Hamilton he gained the . name of "poison king,", because of the frequen

Harry King, held on two charges of violating the liquor laws, was placed under bond of $100 in city court this afternoon. Frank Helmick, a witness against King, is believed to have left the city. If he comes back his arrest will follow.

hotel Brunswick, Boston, Mass., was
held this afternoon at the residence of
his father, E. G. Vaughan, -39 North
Tenth street. The Rev. Huntington of St. Paul's Episcopal church officiated.
A quartet including Miss Josephine
Cates, Mrs. Will Earhart, Frank Braf-
fett and O. C. Krone rendered musical numbers. The burial was In Earlham cemetery. Many of Mr. Vaughan's friends attended the funeral.
