and the insistence of an already formidable and growing political party in Japan that discrimination by a country against Japanese imigrants simply because they are Japanese subjects should not be tolerated, adds to the uneasiness of the Australian authorities. Officially the subject is avoided, but in private conversation members of the government and of the parliament have no hesitancy in expressing their views. Of course they do not feel that there is any immediate cause for alarm but that the future holds unpleasant posibilities and even probabilities they unhesitatingly affirm. Only White Immigration. "Australia for the Australians," has
been the slogan of the commonwealth' and to that end legislation has been enacted which practically prohibits all j but white immigration. Laws are now j
in force which make it more difficult for the Chinese to legally enter Australia than the United States. It must be understood however, that the Australians are not at all -restricted in
their classification of the yellow peril. Notwithstanding the treaty between ;
England, the mother country, and Japan, tho Japanese find as little favor in the eyes of the Australians as the Chinese and are classified unofficially as undesirables, along with others of yellow and black skins. i
Chinese Smuggled In. Although by every legislative restric
tion possible Australia has tried to prevent other than white immigration
the effort has, to a' regretable extent,
been a failure. While all seaports and commercial centers are amply protected against an influx of the yellow and black immigrants, the vast area of Northern Australia has been found
a fertile field for. unlawful settlement. Its expanse of unprotected coast line indented with numerous excelent harbors, its climatic conditions .and tropical vegetation are admirably adapted tot he needs and capabilities of Oriental settlers, and they have availed themselves of the opportunities regardless of the law. Not long ago thousands of Chinese were discovered in a supposedly inaccessible and uninhabitable section of Northern Australia where they were peacefully and profitably pursuing their various avocations and even exporting their surplus product. The adventurous vanguard entered Australia, comunicated with their friends at home and in the adjacent islands, who quietly followed them, and founded a colony as imposing in its size as it was unwelcome and disturbing to the authorities. There Is Grave Menace. It is contended that what the quiet
stealthy Chinese could so easily accomplish, the aggressive and equally
stealthy Japanese could far moreeasily
perform, and in this possibility lies a grave menace. It is further believed
thatthe trend of emigration from Japan would naturally be in the direction of Australia, especially if their efforts toward settlement in the United States are effectually and permanently blocked. The government of Australia and that of the United States are similar in many respects and It may be said to be the desire ofthis commonwealth to adopt the great republic tothe north as its model. so far as is possible under the constitutional limitations. On January 1, 1001, the commonwealth of Australia was created amid ceremonies of solemn and impressive character.. "The union while acknowledging allegiance to the mother, country, reserves for itself under its constitution a sturdy, self-reliant Independence of thought and action which; make for commercial progress and substantial national, development. A federal parliament with an, upper and lower
house, with powers similar to those of the American congress, was created and its membership consisted of six members of the senate from each state while the constitution provided for U representatives in the house from New South Wales, 23 from Victoria, ! from Queensland. 7 from South Australia, 3 from Western Australia and 5 from Tasmania. The senators and representatives are elected by a direct vote. Australian Government.
The executive power of the government is vested in- the king and is exercised by the governor general, appointed by the crowns and extends to the execution and maintenace of the constitution and the laws of the commonwealth. The federal executive council or ministry of the comonwealth, is selected by the governor general, who chooses as prime minister the leader of the dominant party in parliament. In the states the executive power is vested in the governor, who is appointed , by the crown, and who acts under the advice of the cabinet. The state parliament also consists of an upper and lower house resembling the legislatures of the American states. The states of Australia are quite as jealous of their rights as are the states of the American union, but thus far apparently there has been but little disposition manifested on the part of the comonwealth to interfere with their prerogatives. Labor Party a Power.
The labor party holds the balance of power in parliament by reason of its affiliation with the prime minister, who is the leader of a following numerically too small to control legislation. Three parties are represented in parliament, popularly known as protection, fiee trade and labor. The coalition of the protectionists and laborites enables the present ministry to put through its meaures. but due deference must always be shown to the demands of the labor leaders or a transfer of their allegiance would follow and downfall of the government
result. The opposition, under able j leadership stands ready to take every i
political advantage but never makes the mistake of antagonizing any distinctiveyl labor proposition. In view of the attitude of all parties and particularly that of labor, it is improbable that even more drastic immigration legislation may be enacted, that the danger of the "yellow peril" may be reduced to a minimum, at least as far as laws can control the situation. They Dislike the Treaty. In view of the treaty between Ensland and Japan, although character
ized as a mistake by the leading men of Australia, care must be taken in framing legislation that it may not be offensive to the Japanese government, j If laws were enacted which fully rep-! resented public opinion here it is regarded as certain that England would . declare against them as in contraven-1 tion of existing treaty obligations. ;
This she has the right to do, and not long ago she exercised that right, nullifying a popular legislative enactment. From every viewpoint the situation is interesting and forms the subject of discussion In all walks of life. The solution of the problem, when it presents itself, will be fraught with difficulties and may result in international complications, but it may be set down as certain that Australia will not deviate from its policy of "Australia for the Australians" and is determined to build up a white Australia for the development of her splendid natural resources and the maintenance of her industries.
