Indianapolis, Feb. 19. Spurred on by the words of John Barrett the head of the Bureau of South American Republics in which he said the general opinion In Washington is that the movement of the tarlfT commission convention is the work of fools the convention has become more determined than ever in the work of camping on the trail of congress. The leaders are fully determined to try to force congress into granting the petition for a commission to gather data for the tariff revision at the special session. This determination on the part of the manufacturers means a fight right down in the trenches of every congressional district of the country where the factory has strength. Barrett, who has been minister to half a dozen countries and who is an authority on South American trade eaid: "I was going Into a theater in Washington when I met Congressman Dalcell. I remarked that I was coming out to Indianapolis to the convention and he said: 'Yes, it's going to be a great gathering of crazy men.' ' In regard to South American trade Barrett said: "The share of the United States in this total does not exceed five hundred and sixty millions of dollars, including both imports and exports, and the balance of trade is overwhelmingly in favor of Latin America. If we would modify these conditions and would gain our share of the business which goes to other sections of the world, but which ought to be ours, we must study the situation in all its bearings, make reasonable concessions, and If necessary, negotiate reciprocity treaties and apply the maximum and minimum tariff as may be demanded." Discuss Ways and Means. Last night Mr. H. E. Miles who is in a way the father of the whole movement and a live wire in agitation called a meeting of the executive committee at the Claypool hotel and discussed the way in which the campaign is to be carried on. "It is our intention to get the tariff commission bill through at the extra session if possible," said Mr. Miles after the convention had adjourned. "It will take us about ten days to get our organization started, but we shall be on hand when the extra session convenes. Congress evidently does not realize the change of public sentiment as to the tariff. Up until a few months ago the textile Interests were solidly stand pat. Now a considerable portion of that interest is strongly for the commission since interpretation as to schedules is seriously threatened. Then there are the zinc men of Missouri and other sfates who allege that an . Industry valued at $100,000,000 , is threatened with ruin because of an Interpretation obtained by the Guggenheim and Steel Trust interests by which Mexican zinc is now being admitted free into the country. 0,vvc..v - - r , suddenly the industry is thrown into panic by a little manipulation as to classification, etc. Country in an Uproar. "This country is in an uproar as to this tariff business and I look for a mighty stormy time when the ways and means committee of congress publishes the new tariff bill. Seven years ago the public was not especially interested in tariff schedules, but now there has been so much education that a violent uproar is bound to come when the new bill is offered to the country. So as I see it, while the manufacturers cf the country may be 'crazy as congressmen have seen fit to call us, yet I am confident that congress will gladly wash its hands of the whole tariff proposition before the new tariff becomes a law and in the future trust the whole difficult problem to a commission of experts. The tariff commis
sion is coming. There is no way of stopping the movement and I predict such a commission will be authorized before many weeks have passed."
GAMBLERS RAIDD Police Broke Up Game in the Basement of Buildinq Of Councilman.

New Castle, Ind., Feb. 19. The police yesterday morning raided a fullfledged Monte Carlo in Broad street and arrested seven men for gambling. In the last year it had come to be believed that gambling was dead in this city, following numerous raids by the police and heavy fining of men caught. With dally expectancy of captures of "bling tigers" the citizens had almost forgotten about gambling houses and it seems the gamblers, taking advantage of the situation, again began plying their profession. The police raided the two-story brick building located at the corner of Broad and South Fifteenth streets, where the game was in progress and made seven arrests in the cellar, which had been fitted up for gambling purposes. The building ia owned by J. S. McQuUin, president of the city council. The same place was raided a year ago and a number of arrests made and the paraphernalia destroyed. The officers were compelled to use a crowbar and break down several doors. A number fli through a trap door and the police captured their overcoats.

Association of Northern Indiana Pedagogues Will Hold Convention.

The program for the Northern Indiana Teachers' association, which meets in a three days' session in Indianapolis, beginning April 1, was sent out yesterday by Kills H. Drake of Elkhart, chairman of the executive committee of the association. This association will meet in joint session with the Southern Indiana Teachers' association. Among the speakers at the different sessions of the association are Brander Matthews of Columbia university, president of the simplified spelling commission; Dr. Franklin S. Giddings of Columbia university, known over the entire country as a' sociologist; Dr. William Lyon Phelps of Yale, a platform orator; Arthur B. Morrill, president of the New Haven (Conn.) State Normal school; Judge Benjamin Lindsey of the juvenile court of Denver, Colo.; Dr. John G. Coulter and Dr. Elmer Ellsworth Brown, United States commissioner of education of Washington, D. C.

SUMMER COTTAGE FOR PRESIDENT Suitable Residence Proposed At West Point.
Washington, Feb. 19. Representative Landis proposes an appropriation of $250,000 to build a "summer white house" for the President and his family. Mr Landls, in his bill introduced today, provides that "there shall be erected within the United States military reservation at Westpoint, N. Y., upon a site to be selected by the secretary of war, a suitable residence and office building which shall be available for the use of the President of the United States as an official summer residence and executive office and which shall be designated 'the country White House.' The said building shall be constructed and furnished in accordance with plans and specifications prepared under the direction of the secretary of war, and, when ready for occupancy, shall be held in the custody of the War Department"
