EAST EMO A MOST DESIRABLE PART OF OMR CITY During the Past Year Thousands of Dollars Have Been Invested in Real Estate in Tfyat Section of Town. HUNDREDS OF HOMES OWNED BY LABORERS
Smallest Per Cent of Building The Past Year in the Eastern Section Was in Riverdale A Panic Cause.
Eyes of prospective builders are turned toward the east end where suitable building lots can be procured at moderate cost. Cheap lots are not what is wanted by every builder but because the east end affords lots of this class and those ranging upward to two and three thousand doilars a site Is the reason why the prospective builder looks toward the east end before making a final decision.
- This portion of ,the city is one of
the most declrable in the city for a
home. That this is realized is showu
by the rapidity with which it has built up in the last few years. With a con
tinuance of existing good times the year lfMK) will prove a record breaker
or at least is expected to. - Why It Is Attractive.
There are many reasons why the
eastern part of the city is attractive; first it is conveniently situated in
connection with the business section
and again is within easy reach of the
Glen, the summer amusement center of
the community. Again all the municipal improvements are included in this part of the city, a portion of which are improved streets, alleys and sidewalks, sewer facilities, also natural drainage; streets well lighted by the municipal light; opportunity to wire houses with electricity without having to bring the wires from a great distance; water mains; gas mains, supplying both artificial and natural product and excellent fire protection, with hose company No. .' located on North A street between Fifteenth and Sixteenth streets. Besides this the lots are either improved or can b improved at moderate cost. Probably one of the principal reasons for the popularity of this neighborhood is the class of people living there. In the east end are found many of the wealthiest people of the city. As far as morals are concerned the police records show that is seldom that even a drunk is arrested there.
Report's of other law violations are very scarce. It will be' recalled that in ne.Uher the Fifth or Sixth wards are there any saloons. Then again the schools in these districts or wards are in reasonable walking distance even for the pupils In "remote sections. Another feature is that there are many denominational churches in the neighborhood. Many Improvements Made. It is estimated that in the borders of the following outlined district North Seventh street east to Glen Miller and north of North C street to the railroad there was approximately $30,0UOf possibly $3T.0n spent during
the past year, in the erection and remodeling of property. In a larger district bounded as follows South of North C street to South B street and east of Eighteenth street to the corporate limits, there has been at least I2.VMM) to 30.X) spent for such pur
poses. A third district between Thir
teenth and Eighteenth streets, south of Main street shows an expenditure of a like sum of money. Lying just north of this district, from Main street to the railroad there has been less than in any of the above named districts, but this is due to the fact that few building sites are procurable. However there has been considerable remodeling done and a few houses constructed. Costly improvements have been made by the American Seeding Machine Co.,
and it is probable that something will
be done in the way of improvement of
this plant the ensuing year. Modern Homes Built. In the first above named district the building erected were principally in the neighborhood of North E and F streets from Twentieth street east, also several buildings on Twentieth and Twenty-first streets. These properties were erected at a moderate cost possibly averaging $1,500 each. In the majority of .cases the houses were constructed as homes and have beeu
occupied by shop hands. In a few in
stances the houses were built solely for the purposes of revenue. In such instances the houses have been promptly rented. The residences are

Electric lights, ; bath room appliances and furnaces have been installed. South 20th Street Popular. While the number of houses built In the second above named district Is not so great yet the value is approximately the same by reason of the location, and that the properties were built by the wealthier citizens. South Twenty-first street is one which has appealed to home seekers. Since the permanent improvement . to South Twenty-second street by the construction of cement walks sites there are being regarded with covetous eyes. Circus Grounds Doomed. Formerly the South Fifteenth street comons was "circus territory," but persons owning lots there, it is understood are planning to build. ' Other lots in this vicinity, but further south are fast becoming sites for ,' beautiful homes. It is yet early to tell what will be done in the way of improvements made during the ensuing year. From what is learned prospects look good for the continued upbuilding. There is considerable talk among lot owners of constructing, homes. Riverdale Improves. Probably in no part of the city has there been less improvement than in Riverdale as it is comonly known. It

is doubtful if there were ten houses built during the entire year, but this should not be taken as a "knock" or "rap" at this part of the town. It must be to the credit of this section that while very little building was done that it is now a much more desirable section of the city than two years ago. Its pro rata of homes owned by working men is great and compares favorably with the other sections of the city.
In connection with the amount of
building done there last year there is a reason why it was not great. The panic of the latter part of 1007 and early part of 1908 struck Riverdale first of all. This is true because of the mostly of mechanics a'nd a few colored people. As it was the first to notice the financial flurry, it was also the last to recover. Consequently there is an excellent reason for the condition of affairs.

Chicago, Jan. 23. The bucket shops which annually get approximately $200,000,000 from speculatively-bent people of the United States a reason for the persistent warfare which has been waged against them in the West for years seem likely to get officially their knockout blow as a result of the investigation by Governor Hughes' commission into speculation. The inquiry is bringing to light the specific cases where losses charged to stock exchanges were in fact due to bucketshopping barefaced gambling, not in actual stocks or commodities, but as bets on ups and downs by a sure-thing system of the bucket-shop proprietors. The inquiry is keenly watched also because of the important part that the West is beginning to play in the investment world. The growth of investment in western securities alone, as registered by the increasing trans
actions on the Chicago stock exchange show an awakening interest in securities as a desirable form of investment.
Although the commission has not proceeded far, it has become clear that the New York commission will discriminate between bucket-shopping and similar operations and the legitimate function of the exchanges. A large part of the complaints against speculation, the commissioners have found, prove on investigation to be due to money lost in bucket shops, without actual buying or selling of stock or connection at any point with an exchange. The commission - has found that the two propositions are so different that they will have to be treated separately. The commission has been hampered in its work by lack of funds, as no appropriation was made for it, but this will not restrict the scope of the investigation, according to Horace White, the chairman. Sub-committees are being formed and an effort will be made to finish the work before the close of the legislature in the spring. The chief result of the investigation so far has been a valuable discussion of the nature of speculation, which has led to many contributions to the literature of the subject. One x of these, by Colin Armstrong, for 25 years financial editor of the New York Sun, states certain phases of the case so lucidly that it has been brought to the attention of the commission. "The great .majority of the members and patrons of the stock exchanges arc not gamblers," said Mr. Armstrong in his statement. "They are not betting that this or that event will occur, or that the price of a security or commodity will go up or down. They are investing vast amounts of .money in
articles of value because they are of the opinion that certain events which will affect such values are likely to happen, and they are just as much entitled to make such investments as a farmer is to decide what crop he will attempt to raise or whether he will sell his grain or potatoes now or later."
