The receipts from rentals being almost double what they -were in 1906, and this, notwithstanding the unparalleled drought during the summer which was so disastrous to market gardeners. , With the 'cement construction during the past five years in the way of sidewalks, curbs and gutters, our city compares favorably with others in this and adjoining states, but, in my opinion, there are few places where such work should not longer be delayed. For example, North 'A street
from Fifth to Seventh, South A street from Second to Eighteenth and Eighteenth to Twenty-first,, North Sixth street from Main to C, and a portion of North and South Fifth and North and South Eighth streets. As a rale, I am not in favor of forcing public improvements against the wish of the great majority of the people who have to pay for them, but there may be rare exceptions to such a rule, and In my mind, when a majority of property owners feel they should have such Improvements, it would be wise to have the work done, for there is nothing that adds more to the beauty of our city or better advertises it as a city of beautiful
homes. To the minds of some it would have been better to have left part of the west side sewer work for a few years, but the members of the board of works thought differently, and I believe in that opinion they were joined by almost every one of you. And now the citizens most affected are practically agreed in being thankful that the work has been done and that, with the exception of the Eighth ward, which is now. asking for sewers, our sewerage system Is complete.

In line with Governor Marshall's policy of economy and with his message recommendations the democrats intro
duced in the house a bill to reduce the expenses of the governor's office.
It abolishes the position of clerk of the
pardon board and throws the work on the governor's stenographer, who shall receive no extra pay for it, and it also accountant, who receives $2,500 a year.
The bill also provides for the appointment of special counsel for the governor at $3,600 a year who shall have
charge of all litigation that the gov
ernor may order instituted. It is said by the democrats that this litigation heretofore has been attended to by outside attorneys and that it has cost
more than $3,600 a year. The repub
licans are asking, "I wonder whom Governor Marshall wishes to make a
job for now?" Agricultural Schools.
The establishment of agricultural
schools in counties; the election of township trustees and assessors in off election years; to prohibit the display of firearms in show windows; to prevent the refilling of junk bottles; to regulate the sale of paint and turpentine; to give state aid to county fairs that are 49 years old; to create plumbers examining boards in cities; to require tenants to return keys ,to property owners when vacating property; fixing the qualifications of county superintendents; to amend the hunting law so that a man shall not be required to have a license to hunt in his own county; to raise the age of children under the truancy law from 14 to 16 years; to limit the operation of mutual insurance companies to one county ; were somje oft he bills introduced. Both V houses of the legislature adopted a resolution yesterday to send an invitation to President elect Taft to attend the tariff conference in this city next month, and also to visit the general assembly. There is thought to be good prospect that he will accept the invitation. ' The senate committee on public morals ' met yesterday evening and considered the Mattingly bill for publicity of campaign contributions and to prohibit corporations from contributing to campaign funds. . The committee decided to make a favorable report on the bill. It the bill passes, and it is believed it will, because Senator Mattingly who introduced it is a republican, it will be strict in its provisions for clean methods in the use of campaign money.
