Uncertainty Was Shown General Business Showed Weakness the Past Week, States Henry Clews Blames Gas Decision.

New York, Jan. 18. A second week of uncertainty and weakness has just closed. The "usual January rise failed o materialize, 'and those who have jeen resisting natural tendencies in the hope of unloading surplus stocks have just met with their first sertoua disappointment. There is no doubt but that the gas decision marked the turning point of ; the market. That proved a blow to the bull interests from which they have been unable to recover; since compulsory liquidation followed- to an unexpected degree and

weak spots were disclosed where least

expected. The - undertone in conse

quence has undergone a complete

change and for the first time in many -weeks, if not months, there has been a cessation of bullish talk, the prevalent gossip now being of a bearish

character.-'

This change in tone of the market will be no surprise to readers of these advices. It has been persistently shown that the advance in stocks had

been excessive and out of all propor

tion to the improvement in general

business. It has been argued with

equal consistency that prices must re

turn to a more normal level in order

to conform to outside conditions.

Another unfavorable" feature has

been the excessive output of new

bond issues, far outrunning all possi

ble investment' requirements at this

time. It is estimated that fully $100,-

000,000 new issues have been offered since the end of 190$ and considerable

sums are still pending. Our railroads

have by no means satisfied their most urgent needs, and the prospects are that the Panama issue will be greatly increased if it proves necessary to construct a tide level canal, as new

seems probable. Moreover, the gov

ernment is still running heavily behind, which necessitates a withdrawal

of its funds from public depositories;

while the demands for municipal purposes in all parts of the country are rapidly increasing. Gold exports have

begun on a liberal scale, about $7,000,000 having already gone, and it is expected that the current movement

The outlook for stocks is not very flattering; ot merely because of the decided change in sentiment; but also because prices are still too high to attract the investor, who is even less inclined to buy stocks now than before the decline began. Of course as prices fall there will be more or less buying to cover the short interest which is increasing and is now the chief support. This will keep the market in a state of healthy flux, stimulating occasional rallies and preventing too

rapid a fall. But no general rise can be anticipated until a further decline has taken place, or until there is more improvement in outside conditions. General business continues quiet and is likely to so remain until the tariff question is settled and the sap begins to rise in spring. There is, moreover,

an undercurrent of uneasiness in the

"Street" over present movements in the railroad world. The huge operations projected by some of our great railroad magnates, attractive, as they

may seem from their point of view, do

not inspire confidence in conservative financial circles, where such transac

tions excite both distrust and jealous

ly. Nor are they likely to be welcomed in political circles, where they are

sure to be regarded as inimical to public welfare. It would be well for these gentlemen to pause in their proceedings if they wi3h to avoid a fresh outbreak of hostile public opinion, which until very they were only too anxious to placate. If they do not halt and consider consequences, they will surely invite more rigid government regu

CONSEQUENTLY PROSECUTOR LADD AND DEPUTY JESSUP COULD NOT 8EE WHERE HE COULD BE OF ASSISTANCE.

There is a report going the rounds that Attorney Minto for the anti-saloon forces of the state, with headquarters at Indianapolis, had requested to be allowed to assist in the prosecution of George Gay for violating the Sunday closing laws and that the county local option forces, especially the ministers favored his coming. But the report goes further to the effect thta the attorneys for the state refused to be associated with Mr. Minton in the prosecution. It will be remembered that on Sunday, November 29, World's .Temperance Sunday, at the East Main street Friends' church,-Mr. Minton was one of the , speakers and he berated the Wayne county juries. The Jury-in the first- Gay trial which had disagreed shortly before that time was severely censured and called blockheads and a few other choice and selected names. Why the attorneys for the state. Including Charles Ladd. prosecuting attorney, and Wilfred Jessup who prosecuted Gay in his previous trial, refused to be associated with Mr. Minton in the impending trial fs not known, but according to report their action was the result of what Minton had said about Wayne county juries. "
