By Sheldon S. Cline. '--'Washington. Jan. 16. In shifting Huutington Wilson, third assistant secretary of state and minister designate to Roumania and the other Balkan stages, to the Argentine Republic, and Spencer Eddy from Argentina to
the Balkan States, two budding diplomats are made happy.1 It is, in a sense, a demotion for Eddy, but he is willing to suffer it for the sake of getting near the danger point which interests him most. Wilson, getting a promotion and designation to a post where he will be interested, of course has no objection to offer. .": Eddy ' as secretary , of legation or embassy, has served in St. Petersburg, Berlin and Vienna. They are the three capitals where the machinations concerning the Balkans are gotng on. Eddy knows about the Balkan question. Besides his new wife likes Europe better than South America, and that counts a great deal in the diplomatic as well as other games. Wilson and Ed.dy have known of the change for some time, but they had to keep as Quiet as mice out of respect to the senate committe on foreign relations which has their nominations before it for confirmation. The fact that the switch was made got out accidentally. To Trade Libraries. Wilson's appointment to the Balkan states inspired some of his- friends to send him -: as Christmas presents volumes about the Balkan question. He has a fine colection of literature he is .now willing to trade for books about the Argentine Republic. He believes he will be able to negotiate a trade of libraries with Eddy, even as they traded - posts. Both diplomats are likely to become centers around which troubles will revolve with dazzling rapidity, j Affairs In South America are shaping for a tine old fight between. Brazil and Argentina. And if the war cloud hovering over the Balkans does not give u p rain, Secretary Root will be discredited as a weather prophet. He has
all along believed that the coup d'etat of Austria will bring about the longdreaded war in the far east, Brazil and Argentina have been making faces at each other for thirty years primraily on account of .their inability to settle questions growing out of the boundary dispute in which all the nations of South America except Venezuela.and Columbia are involved. Paraguay Is to Southern South America what the Balkan states are Europe. Paraguay is supposed to be a barrier state between Argentina and Brazil, but Instead of serving as such it is only an irritant. Both countries are constantly intriguing to get control of the administration at Asuncion, the Paraguan capital. At present Brazil has the upper hand, having obtained it when she ousted the president of Paraguay last summer and put in the vice president. The Argentine congress prepared for war by voting $50,000,000 for war equipment. Brazil has three battleships under construction in England and Argentinian patriots are clamoring to have their country attack Brazil before the arrival of these dreadnoughts because at the present time the Argentine navy is the stronger of the two. They assume that having whipped Brazil before the big ships arrive they can force her into a peace that will give these ships to Argentine or force their sale to Japan or some other power thirsting to add to its naval strength! Foraker Notable Figure. With the passing of Senator J. B. Foraker from public life on March 4 next, the senate will lose one of its greatest orators of recent times. Ignoring the Valuable service the Ohio statesman has rendered as a framer of legislation, the flood of fine oratory he has turned loose in that august chamber would be sufficient to stamp him in history as a man of high accomplishment. The very announcement that Senator Foraker intended to speak on a pending measure or public question always served to fill the senate galleries with his admirers, while on the floor he always commanded the respectful attention of his

Those who heard his burning words in calling on the American people to crush out the rule of Spain in Cuba some ten years ago in. the senate carry a vivid memory of that occasion. He spoke with the fire, enthusiasm and determination of a man Inspired, and their Is no doubt that his word pictures of the wrongs undured by the Cuban . people at the hands of Spain had much to do in deciding congress to declare war. Senator Foraker's subsequent speeches in opposition to the railroad rate law and in defense of the negro soldiers dismissed by President Roosevelt for "shooting up" the town of Brownsville, Texas, served to further establish his reputation as an orator with hardly a peer. Theodore E. Burton, who will come to the senate as Senator Foraker's successor,- while somewhat lacking the Foraker power and vividness of expression, nevertheless will shed lustre over the senate because of ability as an orator. During his career in the house, Mr. Burton has never failed to draw a large attendance of fellow members when speaking. He is not a "speaker to the galleries," as is Representative Bourke Cockran, New York's foremost orator in the house. The Cleveland man, .long a student of affairs and a framer of legislation requiring a process of deeper thought, is mental rather than physical. He speaks from the mind to the minds
of his auditors and makes no attempt!
at play on their emotions. Though his power as a speaker is that of a man who seeks to enlighten rather than to thrill, he is never stupidly discursive. Those who have followed Mr. Burton in debate and in lengthy discourse, are confident that he will enhance the senate for the same abilities correspondingly that have brought fame to Joseph Benson Foraker. In short, the senate, always bowing to the 'spell of oratory will find him a useful member.

Los Angeles, Jan. 16 Two new steamship lines between the Pacific Coast and the Hawaiian Islands are being organized. One is to be incorporated by capitalists of this city and the other is planned as a subsidiary of Senator Clark's new line, the San Pedro, Los Angeles and Salt Lake Railroad. The projected lines are to make this port their principal, coast
touching point and both are designed to take care of the rapidly growing
canned pineapple and sugar freight and the tourist passenger traffic between the Pacific Coast and Hawaii. Both Freight Hauls Heavy. The freight hauls both ways are sufficiently heavy to make either or both lines pay. They will carry hay, grain, food stuffs and fruit to Hawaii and bring back cargoes of sugar and pineapples and some bananas and rice. Although in a tropical climate Hawaii raises so few oranges that the yearly shipments from the Pacific Coast amount to almost 1 10,000. The shipments of hay,: and grain to Hawaii are also enormous. The Oceanic line, established by Claus Spreckels to run from San Francisco and Australia via Hawaii and New Zealand, formerly ran fije boats, three of which were twin screw steamers built by the Cramps In 1900. Because of disappointment' in the matter of subsidy that line withdrew three of its boats but still runs one regular steamer to Tahita and one, the Alameda between San Francisco and Hawaii every .three weeks. This boat is called locally the Honolulu ferry boat. New Service Essential. The growth of the sugar and particularthe immensely increased pineappie tonnage necessitated an improvement in steamer service and the American-Hawaiian Steamship Company began operation between Honolulu and the Pacific Coast and more recently the Matson Navigation Company put four boats in service between San Francisco and Hawaiian ports, but like the other lines, does not stop at either this port of San. Pedro. - This condition of affairs, added to the fact that a new market Is developing In the mainland of the United States for railroad ties of Hawaiian ohia. Is the reason for the activity of the Los Angeles capitalists and the officials of the San Pedro, Los Ange
les and Salt Lake Railroad. Ohia is a particularly tough, hard native wood. The Santa Fe has ordered for immediate delivery $2,500,000 of ohia ties. The bulk of the ties will come from the forests now being cleared for the cultivation of pineapples.
