And so it la that the removal of Dr. Welst la an event which calls for notice. In professional circles the name has been one of the highest in Eastern Indiana and Western Ohio. Thousands of suffering people have been relieved from pain and many a man today owes his life or his limb to the knowledge and skill of the father and son. It 1b a fact always coupled with

their names that they sacniicea tneir personal comfort at all times to care for suffering people. Those who remember the death of the "Old" Doctor as he was lovingly called will recall the fact that he sent his son to the bedside of a patient while he knew himself to be dying. A hero? The stern old doctor would have scorned the word. It took no less a quality on the part of the son. And It Is with no less feeling of regret that the town loses the son today than It lost the father a few years ago, although under the happiest circumstances he departs. A strong and high character; public spirit; high mental attainments and charity for all mankind has marked this family. It Is one of the hardest things for those of us who have known Richmond all our lives to see the most capable men called away by force of the very Qualities that have endeared them to our hearts. But these are the disadvantages of the small town. All we can say to such men as have been steadily leaving' Richmond is "Good bye and Good luck." iiinniiirnn in omnr

New York, Dec. 15. Branding a great majority of the scathing criticisms recently directed against the American navy as unfounded in fact, and un-American, Rear Admiral Robley D. Evans, in a magazine, severely arraigns Henry Reuterdahl and other critics of American battle-ship construction. He says in part: "Our past policy was to put larger guns on our ships than were carried on the ships of other nations, and history records the wisdom of this policy. Simply because foreign policy indicated that others considered the twelve-inch gun a sufficiently powerful weapon, some one in authority changed our policy, discarded ' the more powerful weapon and came to the one used by England as her standard. I claim that this was a most serious blunder, but I must in fairness say that it was done by the

seagoing line officers of the navy and not by any staff corps. "Of all the inaccurate and misleading statements in this wonderful Reuterdahl criticism, however, this is the most Incorrect: 'Withtn a year after the Russo-Japanese fight in the Sea of Japan, our navy awoke to the realization of a startling fact; the battle ships of theiUnited States are in exactly the same condition as the Russian ships at the Sea of Japan not temporarily, but permanently.' "I assert on the contrary that the battle fleet of the United States never was and never will be, never can be, In the condition of that Russian fleet when it went into action for the last time. "I do not for a moment claim that the Indiana and her sister ships are equal to the Dreadnought of the English Navy; only that she is the equal

of the English ship designed at the same time. Hut I do claim that our latest ships are vastly superior to the Dreadnought, and I believe that every fair-minded man who has given the subject intelligent consideration will agree with me."

CLAIMED DESERTION. Jefferson Green, who was found in an intoxicated condition at the Pennsylvania depot Saturday evening admitted his guilt in city court yesterday afternoon. He said he had been enroute from Germantown, Ohio, to Winona, Ind.. and was drunk. The brakeraan refused to permit him to enter a train, so his family went awaj and left him. He was found at Eight t street and Fort Wayne Ave. He hai a revolver in his pocket. He was fined $1 and costs.
