If he follows the tine of policy laid down in bis statement, and there is no reason at present to fear that he will not, there will be no more factions in the party in this state. If he does not keep his promise in that regard well, that is another matter. It is likely that the next chairman f the republican state committee Hill be a man in whom Senator Beviridge has confidence, personally and politically, but it need not mean that the new chairman will be under the thumb of Senator Beveridge in all things. The senator certainly is sharp mough politically to know that such a course would be putting the sword into the hands of the enemy with which to smite him at the next election bisecting another - democratic legislature that would oust Mm and elect a democratic senator to succeed him. and Senator Beveridge has never been !elieved to be that kind of silly politielan. ,
without treachery to the party under whose banner he was elected. Cannon to Aid Tariff Reform. As a strong man, Mr. Cannon probably will agree to these general principles without hesitation. He will not be asked for pledges, and of course, will give none in so many words, but he has repeatedly told his friends that he is entirely willing to redeem every pledge made at Chicago and that he feels himself bound to secure revision of the tariff along the lines of the Chicago platform, which, by the way, is substantially the same on the tariff, although much better expressed, as that adopted by the Illinois state convention which put Mr. Cannon in nomination for the presidency. It does not follow that the present and prospective speaker will agree in advance to change, in system the organization by which the committee on rules will be elected by the house and will not be appointed by the speaker. President-elect Taft believes in this reform, and probably will urge it upon the individual members of congress. The speaker, on the other hand, may naturally take the ground that any question of organization is a matter for the house itself to determine and that, c" course, neither the republican platform nor the president-elect has any controlling voice in the matter, except to see that the platform pledges are carried out. In other words, the speaker is likely to assume that the small committee on rules, appointed by the speaker, with regard to the special fitness of its members for that particular work, probably can voice the sentiments of the majority better than a town meeting committee selected by the causuc itself. On this point tTie speaker and president-elect are more ran likely to split, and the split will extend to the membership of the house.

The Victim of Drink
The Friendly Inn is a discouragement to the genial hobo, according to statistics gathered on the subject by Amos W. Butler of the Board of State Charities, and made public yesterday. It appears from this report that in the year ending September 30. lixs, there were more tramps in Indiana than in
the last seven years, or since the state began compiling statistics on the subject. In that year 4,503 tramps, sixty-six of whom were women, visited the state. The prize for the greatest number of vagrants goes to Vigo county, of which Terre Haute is the county seat. Vigo entertained, according to the report, S73 of the never-works. In Marion county only 408 were reported. The report states that in Indianapolis the Friendly Inn has been helpful in dealing with the tramp problem. In Terre Haute the stone pile is the punishment. Either the municipal authorities are unusually vigilant in Terre. Haute at putting the tramp in custody, or else the profession has found the Terre Haute stone pile a snap. In Indianapolis, at the Friendly Inn, they are made to saw wood. The report also states that the Municipal Lodging House at Evansville in Vanderburg county has proved helpful Only six tramps tarried in Evansville to saw wood. Delaware county, of which Muncie is the county seat, Madison, of which Anderson is the county seat, entertained thirty-one and 117 respectively. In view of the fact that the chief source of jail population is the vagrant, the story told by the statistics is interesting. The cost of the board for the 4,rOo for the entire state was $5,lOo.O. $789.06 for the jail boarders alone. Decatur county boarded 3.18 at a costof $180.42; Porter county, 243, at a cost of
$859.20; Elkhart, 212, at $113.00; Knox
205, $183.60; Montgomery, 193, $155.00; Carroll, 191, $135.40; Sullivan. 190, $156; Monroe, 184, $158.01. The six tramps boarded at Evansville, cost $50.40. Allen county paid $630.53 to board 140; St. Joseph county paid $266.80, to board 8!); Delaware county, $73.60 for the board of 31 and Madison, $186 for 117. Twenty-five counties reported no vagrants. They are as follows: Brown, Clinton, Crawford, Dekalb, Dubois, Fountain, Franklin, Gibson, Greene, Harrison, Jackson, Jasper, Jennings, Newton, Noble, Orange, Perry, Pulaski, Ripley, Rush, Scott, Starke, Switzerland, Warrick and White. The tabulation of jail inmates for vagrancy, classified by age, show the greatest number to be between the age of 17 and 35, the total being 2,626. Those over 36 and under 50 number 1,222. Those over 50 number 511. Those 16 and under number 36. There were 108 whose ages were not given.
