Diplomatic business Js pulled off with prompt and dispatch In these days and the understanding which was announced the other day with Japan Is another Instance of it, besides beta a triumph for our so-called policy of "shirt sleeve" diplomacy. It will be remembered at the time the row out in San Francisco came up erer the school children and the Japanese that the federal government through the medium of the president was very anxious that the validity of the then Japanese treaty should not be -discredited by the state laws inasmuch as an agreement with Nippon was about to b'e reached. And so It baa happened- It is easy to "believe that had there been any friction of the sort, as to call into question the status of a treaty then, the present negotiations would have fallen on barren ground. ;The present treaty deals for the most part with the question of the intgrity of China and the trade on the Pacific ocean. In any other day and generation the death of the emperess of China would have afforded a fine opportunity for lang-grabblng Euro'ptan countries. There are no other protectors of China than these two countries, It is to the interest of Japan on account of her proximity to not have it dismembered and this country has for years been against the aggrandizment of European nations not only for ethical motives but to Insure our own trade In those regions. .... ri , : ,v ,..- -A-. . .,.. . The substance of the treaty is: fl. ' America and Japan will each promote the free and peaceful development of their commerce in the Pacific. 2. That each power, disclaiming any designs of territorial aggrandizement, agrees to maintain the existing status and declares for equal opportunity of commerce and industry In China. , 3. That each power will respect the integrity of territorial possessions of the other. 4. That each power guarantees the administrative territorial integrity of China. 5. That the two powers will con sult each other should any contingency arise which may tend to disturb the existing status. Now the mosjf Important thing in the whole treaty is the one not mentioned in Its articles, namely the amity and co-operation which is shown and which has been in serious danger ever since the threatened clash over immigration problems and the labor difficulties on our Pacific slope. The sending of the fleet would have been a very disastrous piece of, business had it not been managed well. As it was, it afforded a chance for the reconciliation of two powers which almost had a misunderstanding. It was a curious coincidence that the coming of the fleet into oriental waters should have been immediately followed by the death and perhaps murder of the emperess of China. If the murder story is credited it is a commentary on the trust which the oriental mind places in the United States. The treaty is only another proof of the great capability and wisdom of Secretary Root It was said on the death of Hay that we had lost our grip on world affairs through his possIng. without minimizing the results or the reputation of Hay it Is not too much to say that Root has more than upheld the reputation of his predecessors and it seems a pity that we shall have to change. It shows plainly that the cabinets of Mr. Roosevelt have been chosen with great regard for their efficency. HOUSE REORGANIZATION. These are warm days in Washington and the heat has nothing to do with the salubrious character of the climate In those parts. It is the small matter of the election of the speaker of the house of representatives. mense amount of power which, the speaker holds in the apportioning of committees and his great influence in the matter of bringing bills into the place where they can be acted upon. The thing which is bothering those interested is to try to beat Uncle Joe Cannon. And that is not so easy as it seems, for no man is so well entrenched. The opposition to him is strong, but how strong? The fact is that the "insurgents" have no one strong man to put up against him and the place is likely to go by default. The news story has It that they are planning to put Theodore Roosevelt in that place. And unlikely and unheard of as it may appear, there is no constltutienal disability of his serving. There Is no more reason why an outsider should not be speaker than that the vice president should not preside over the senate. There might be some reason for serious doubt as to its advisability and also as to whether he would have the deciding vote on a tie, but there is a still greater doubt as to his accepting it. . .-Now, although nothing of. the sort has appeared in the news stories emanating from Washington, it is known among Mr. Roosevelt's friends that he is tremendously vexed over certain matters which remain for the most part hidden from view. It is not too much for the radical press to believe that it is connected with the re-organization of the house and there are those who 6ay that Roosevelt Is behind the attempt to oust Cannon. If this be so. It will not be long until the public knows about it. For the president has always taken the public into his confidence. The fact remains that Cannon Is strongly entrenched, that there Is serious opposition to him, and that the man who is elected to the speakership of the special session, will in all probability be speaker for the next congress. This recently married husband said: "She is vivacious and good tempered and all that but she is, I think, a little frivolous for a married woman. After a pause be replied: "No, not exactly. I was fascinated with her ways and good looks. I did not think much about the practical qualities. Really I liked her because she was illogical and Impulsive." And there you are. The v boy bad . married the girl because she was pretty and whimsical and girlishly irresponsible, and now he was finding fault with her because she was not practical, a good cook and housekeeper. He seemed to think it is not so uncommon in bridegrooms that . a few words uttered by a minister would miraculously change her entire nature. Nobody made him marry her. Indeed, there was opposition by her family. The girl did not pretend to be a competent cook or an able financier. In short the boy got Just what he admired, just what be wanted, and now, having accomplished his heart's desire, Was finding fault with his bargain. It la possible there are others. Young husband or old, for that matterdid it ever occur to you that possibly you are asking or expecting from your wife more than you ought? Are you demanding more from her than In reason yon should receive? Now, it is quite possible should you cease to expect too much and quit finding fault with your wife and give her an honest chance to do what you want her to do and become what you want her to be if you would give her "a square deal" she might come more closely to your expectations. Most women have good hearts and are quick to respond to encouragement and fair treatment Do not expect too much of your wife. Give her a chance. She will meet you halfway or more. But if not don't whine. Keep still and take your medicine. KEEP STILL. When trouble Is brewing and you can't help it do the only thing you can do, the only thing that may help, the thing that is appropriate and sensible-Keep still. Galveston, Tex., Nov. 30. A message from Chihuahua, Mexico, says W. J. Bryan had a narrow escape from a death hug by a bear which he was trying to kill in the mountains about sixty miles from that city. With a party of hunters, of which Gen. B. Reyes, governor of the state of Coahuila, was a member. CANADA ON GUARD Disposed to Keep Out Infected Live Stock Shipped from The United States. TRANSPORTATION REFUSED Ottawa, Ont, Nov. 30. Canada is taking the greatest possible precautions to prevent the mouth and foot disease which has broken out in the United States from gaining a foothold in Canada. An embargo has beenj placed on live stock and hides from the affected states of New York, New Jersey, Pennsylvania, Michigan, Dela-I ware and Maryland. Guards have! been stationed at the railways and highways crossing the International boundry to enforce this prohibition.' Today the Canadian government passed an order in council which will close Canadian water routes to American cattle. As the result of this order no -vessel carrying live stock leaving any United States port will be allowed to touch at at.y Canadian port No Canadian cattle will be allowed to leave the country for export to Europe except through Canadian ports. It is understood Chicago cattle exporters have asked the Canadian Pacific railroad to take cattle from the unaffected states in the West and carry them to St. John, N. B., for export thus passing to the north of jb affected United States district The railroad fearing the possible introduction of the disease to Canada, has refused to accept at any point American cattle for export The Aeolian Harp. BEID WAS BEATEN I Petition in Star Receivership Has Been Denied by Court. THE RECEIVER TO REMAIN. Indianapolis, Nov. 30. Important rulings were made by Judge Anderson in the federal court Saturday In the matter of the receivership for The Star Publishing company. The petition of D. G. Reid, asking that his bill of complaint be dismissed without prejudice and that the receiver be discharged, was denied and the receiver, George C. Hltt was instructed to pay the November installment of Interest $12,500, due on bonds, also one month's interest on or before Nov. 30. The court also overruled motion b made by the Western Trust and Savings bank and the American Trust and Savings bank of Chicago, asking
