HARD CAMPAIGN ARRANGED.

LAST THREE WEEKS WILL BE MARKED BY EFFORTS OF CAMPAIGN MANAGERS TO AROUSE NEEDED ENTHUSIASM.

Washington, D. C, Oct. 9. Republican and Democratic politicians have a guessing match as to which ought to be the more worried over the decrease in registration In New York and elsewhere. It is taken to Indicate a state of apathy, which it was thought had been dispelled by the letters of President Roosevelt and Mr. Bryan and other doses of "ginger" which have been Injected into the campaign. It is an all around peculiar year in politics,

and there is no way to determine whether Republicans or Democrats would suffer the more by reason of a light vote. ., There is a pretty general belief that Mr. Roosevelt will accept the light registration as sufficient reason why he should take further part in the campaign, and announcement to that effect from the Wnite House may be expected at any time. This election is not going by default if the president can help it, and he has only been waiting to determine whether he could maintain silence without danger of such default. The last three weeks of the campaign are going to be as strenuous as the party managers can make them. The voters have got to be aroused, and if epistolary efforts will not arouse them recourse will have to be had to the time-honored methods of red fire, brass bands and spell-binding. . Of course, these adjuncts will be employed in any event, but the bigger the guns that can be fired the more noise there will be "and, supposedly, the enthusiasm will be correspondingly greater. A peculiar fatality seems to attach to the chairmanship of the committee of the Tiouse of representatives which has to do with legislation for the District of Columbia. Joseph W. Babcock, one of the war horses of the Republican party, attained the district committee chairmanship after along service in congress, and, in a few years his constituency retired him to private life. The opposition of Senator LaFollette played a prominent part in the defeat 6f Babcock, but his record as chairman of the house district commit

tee was one of the clubs the LaFollette faction used to belabor him with. Babcock was succeeded as district chairman by Samuel W. Smith, of Michigan, whose district Aad returned him to congress for term after term. Now reports come from Michigan that Smith is in serious danger of defeat, and his record ae district chairman is the chief argument the Democrats are using against his re-election. In past elections Mr. Smith has had a very comfortable plurality, but this year the

Democrats have nominated as their candidate Frank La. Dodge, a highly popular citizen, and it is going to be a tight squeeze for Chairman Smith, if he gets through at alL One of the telling arguments the Democrats are using is that had it n6t been for the persistent opposition of Chairman Smith congress would have passed a law reducing the price of gas to the people of Washington, and that other legislation calculated to benefit the capital city was blocked by him. The order of the secretary of war that all army officers above the grade of captain shall be regarded as mounted officers caused consternation among a lot of officers who for many years have been holdlnf down desk assignments in Washington and who are as unfamiliar with horses as they are with the belching mouths of cannon. There is no escaping the order, however, and not only will they have to procure horses, but they will have to learn to ride them.

Washington, Oct. 9. Controller of the currency Murray has announced that he has decided to put into immediate action a plan for the forma-

t tion of eleven districts of national ' bank examiners, with a chairman,

who will preside over quarterly meetings of all the examiners, in each of the districts and in intervals between such meetings will keep in touch with the examiners of other districts. From the reports of examiners the chairman will compile reports to the controller designed to furnish in detail a list of the lines of overextended credit, large loans and heavy borrow

They mutinied, declared their intention of returning home,- and set out, every man with his arras. Overtaking and passing 'them he wheeled his horse and presenting his gun as he swept the line with his stern and fiery glance, he shouted: "Back to your duty! I'll, blow out the brains of the first man that dares to move a step forward! Wheel, march!" The men cowered under his eye, hesitated a moment, then obeyed his order, wheeled and returned to camp, the general following. .
