Washington, July 2. The Democratic congressional committee has broken its record in the issuance of a (handbook four months before the presidential election. This publication ; contains, in nearly 400 pages, extracts iof speeches made in Congress during ithe last session, most of them during ;the month preceding the adjournment. It is the work of Representative Lloyd of Missouri, chairman of the i congressional committee, and com-

; posed exclusively of congressional repeeches, and can be franked by memTiers of Congress. After the Denver convention the national committee will issue its regular handbook. "Republican extravagance" apparently is to be the keynote of the campaign, as it is given the first place in (the handbook. Representative Fitzgerald of New York and Senator Culberson of Texas provided the material for this chapter in their speeches jduring the last days of the session. I "Financial and industrial condiItions" form the second subject. Senator Owen of Oklahoma and Representatives Clark of Missouri, Houston of jTennessee, Lloyd of Missouri, James iof Kentucky, Garrett of Tennessee and Hairlin of Missouri, contributed to the subject. To the "tariff and trusts" are demoted about eighty pages. "Federal .usurpation," "currency reform," "Philippine policy," "tyranny of the speaker and Rules Committee of the House of Rapresentativesr "Republican Teeponslttllity," are considered at length. The "alarming conditions" that face the country are commented upon, and the "publicity of campaign funds," a "vindication" of Judge Parker, a chapter on labor, the merchant marine and the election of United States senators by popular vote conclude the category of subjects. The committee regards its chapter fpa ""Republican responsibility" as of

special importance, and quotes a speech by Representative Sherman of New York, vice presidential nominee on the Republican ticket. Mr. De Armond asserted in the House of Representatives April 8 that the Republican majority in Congress in both branches was so pronounced as to make that party wholly responsible for legislation of the Sixtieth Congress, and Mr. Sherman replied, acknowledging responsibility of his party, "not only for everything that is done, but for that which is not lone in the way of legislation and administration."

The state board of pardons has commuted the sentence of Harry Orchard, who was under sentence to hang next Friday for the murder of former Governor Steunenberg, to imprisonment for life. It Is believed that a further commutation will be made and possibly a pardon granted the prisoner. Orchard confessed that he had kill

ed former Governor Steunenberg, at Caldwell, Idaho, and that he was employed to commit the crime by officers of the Western Federation of Miners.

The Rev. J. Everist Cathell Starts a Long Tour for Chicago Bureau.

Yesterday the Rev. Mr. J. Everist Cathell of this city, formerly rector of the St. Paul's Episcopal church, left on an extended lecture tour through nearly all the states in the central west. Dr. Cathell has gained a wide reputation as a lecturer and his present tour is under the auspices of the Slayton Lyceum Bureau of Chicago. His first lecture on the tour which he is about to start, will be at Honteagle, Tenn, next Thursday. There he will deliver his latest lecture, "Abraham Lincoln." The Rev. Mr. Cathell resigned from the rectorship of the St. Paul's Episcopal church several years ago and accepted a charge at Des Moines, la.. In that city he became very popular and was soon known as one of the

most eloquent divines in the state of

Iowa, He was in constant demand at

public gatherings of various sorts and at length he decided to leave the pulpit and go upon the lecture platform. The short time that he has been engaged in this work he has met with the greatest success and he expects to continue along this line of work. "I have been in the ministry for thirtyeight years," stated Dr. Cathell, "and I do not intend to resign from it, but I shall from this time on be engaged in lecture work, having signed a contract with the Slayton Lyceum Bureau."

Several weeks ago, Mrs. Emily A. Stubbs, of this city, mother of Mrs. Cathell, died. The Rev. and Mrs. Cathell then decided to leave DesMoines and return to Richmond and make their future home here. Dr. Cathell has received the greatest encouragement in embarking on the lecture work. He is a master of-English rhetoric and is one of the most eloquent orators in the country. When pastor of the local Episcopal church his splendid, human-interest sermons, never failed to crowd his church each Sunday. Dr. Cathell has a splendid list of lectures at the present time and all of them are on subjects which are of the greatest interest These lectures are as follows: "Reminiscences of the Civil War and Its Personnell," "Jews and Jewels." "Some Pleasantries of a Serious Calling." "The Meaning of Education," 'Abraham. Lincoln,"

'Oratory and Orators," "The Divided Church and the "Outlook for the Religion of Christ."

CANES IN SPAIN.

Some of the Natives Have a Small Arsenal of Them. Every Spaniard has a stick, the well to do own several, and the "gilded youth" often has a small arsenal of them. The term arsenal In this case Is used positively and not figuratively, as the Porto Ricans. like the Spaniards, have quite a craze for sword canes and dagger canes, and they make these with remarkable skill. The blades of the finer specimens come from famous smiths in Toledo and other Spanish cities and are forged from the finest steel. Some are damascened and ethers are inlaid with silver and gold, some have worked upon them the name of the owner and others the name of a patron saint The assortment of walking sticks in the shops in the larger towns is very varied. They have fashions Jn sticks and canes suited to different ages and professions. There are sedate mahogany, ebony.-and rosewood sticks for clergymen and physicians and fanciful bamboos with gleaming steel inside for men about town. There are rough oaken sticks for the Spanish Angioma niacs and saucy little staves for those who ape the styles of the boulevard. For travelers there are coffee sticks, thorns, tea sticks, leopard wood canes and orange sticks. London Chronicle.

Funeral In Peru. According to social usage, women In Peru cannot attend funerals, and they do not appar at weddings unless they are very Intimate friends. When a funeral procession passes through the streets the coffin is carried upon the shoulders of the pallbearers, who are followed by an empty hearse drawn by two, four or six horses, according to the means of the mourners and their desire for display. All the male members of the family and friends of the deceased follow on foot, with a line of empty carriages behind them. As long as they are in the presence of the dead it is considered a proper and necessary evidence of respect to walk. After the body has been committed to the grave those who attend the funeral are brought home in carriages.

That prohibition has put Milwaukee brewery workers out of work, costing them $450,000 in wages the last year, is the declaration made by the secretary of the union in a letter in which he asks all the union of the city to participate in the brewery workers' anti-prohibition campaign and parade July 2J, when 3.ono employes of local breweries will parade.
