In the application of the act known as the safety appliance law. relating to the operation of railroads, the interstate commerce commission has made a rue to the effect that no person will be appointed an inspector if he is not a member of some one of the railway unions, and he must have the indorsement of the officials of his union. In adopting this rule the commission's Idea, it is said, is to confer the appointing power on tho unions so that they may he held directly responsible as may be for the character and fitness of the men appointed. The young singers are booming his business. MILLION AIRS PLAN A MIDNIGHT RACE Wager Is Made on the Merits Of Their Machines. St. Louis. Mo., May 16. Two St. Louis millionaires have arranged a midnight automobile race to test the merits of their machines and have put up a wnger of something like $1,000, it is understood. The course will be Lindell boulevard, one of the most exclusive residence thoroughfares in St. Louis. The time of the race and the names of the principals are a guarded secret for fear of police interference, though on authority it is learned that the machines will run before the middle of the next week and will be driven by the chauffeurs of the principals, who will occupy seats in the cars. WANTS GROWERS TO DECREASE ACREAGE Hoped to Raise the Price of Cotton. New Orleans, May P". President J. A. Taylor, of the National Ginners' Association, has issued another appeal to growers of cotton to reduce their acreage. He says that the present area of cotton growing land means seven or eight cent cotton to the planter and no profit, while a reduction in acreage would very shortly bring about a, rise in the juice of the staple to eleven or twelve cents, possibly more. New York, May Ifi At the risk of his life Robert F. Sands saved the lives of Arthur Wright and Eugene Kelly at Morristown, X. .1. The two men are employed by a. contractor who is building the Morristown sewer system and were working in a deep chamber at Spedell ana Emmet avenues. The stifling fumes ot a. water-proof paint they were using overcame Wright who fell in the shallow water in the chamber. Kelly reached the street and dazed, was staggering about when Sands, a Morristown business man, and Augustine W. Pell happened to pass in a carriage. They hurried to the opening of the chamber and saw Wright at its bottom. Kelly was too far gone to tell what had happened, but he insisted on descending in tho chamber to Wright, to whom Hell passed down a rope. They had to help Kelly out first. Sands, choked by the fumes, fell several times while fixing the rope around Wright, but finally succeeded and Hell hauled up Wright and then Sands. He was almost unconscious, but revived soon. Wright was taken to All Soul's Hospital. Physicians revived Kelly and took him home.
