T Says That Surplus in Treasury Is in Imminent Danger Of Being Spent. A WARNING IS SOUNDED. SAYS IT IS TIME FOR MEMBERS OF CONGRESS TO STOP AND REFLECT BEFORE MAKING VAST APPROPRIATIONS. May .".The astounding project of the issue of certificates of indebtedness in order to aibtain money enough to pay its current expenditures now confronts the fedcrn: government, according to Representative Jamew A. Tawney. of MinTickoU, Chairman of the House Committee on Appropriations. In an imXassioned speech in the house in opposition to increasing an appropriation tor the continuation of analyzing and testing coals, lignites and other mineral fuel substances from $150,000 to $200,000, he told how the cash balance In the treasury was being depleted, 'vculd soon b exhausted and the government put to the extremity of Vorrowing money to pay its bills. Since U promotion to the chairmanship of Aho committees three years ago. Tawrey has earned the sobriquet of "Watchdog of the Treasury," and every year has sounded a warning to the louse against extravagance of appropriations. Hia purpose heretofore has elwaya been to apply the brake to wanton expenditures of public funds, and it has been effective. But this time he Is actually inspired with fear that his prophecy will come true and his rigorous protest this afternoon was not his customary cry of "wolf." "With a deficit of $W.ooo.(iO(or ?.V 000,000 at the close of the present fiscal year, and with a prospect of a deficit of $130,000,444 at the end of the next fiscal year," he said, "our entire turplus in the treasury threatens to be wiped out, and it Is almost certain that an Issue of certificates of indebtedness will be necessary in order to meet our obligations. With this unpleasant prospect this congress is appropriating more money than any of ltB predecessors, and it is time for the members of this body to stop and retlect what we are coming to." TO BE COMPLETED Indianapolis, New Castle and Toledo Traction Line Is Assured. WORK BEGINS ON JUNE 1ST. The Greenfield Tribune has the following to say about a traction prospect now resting in the hands of the receiver, that promised to build a branch line to this city': "The Tribune has excellent authority that the Electric Installation Co. have taken charge of the Indianapolis. New Castle and Toledo Railway and will begin work June 1 and push it through to completion. There is lint much work to be done, as it was nearly completed when it went into the hands of the receiver last fall. Wind, rain, storms, washouts, etc., have caused at least SCO.OOO to $25.0i damage since work was stopped last fall. Many poles are down, bridges washed out and road beds washed. "They expect to complete it in 00 days and probably earlier and have everything in good shape before the State fair. From the time this road was first planned and the securing of franchises started, the people who will be its patrons, have all been well pleased and looked forward with eagerness to its completion." SENATOR PUTT SOON TO KNOW OF MARRIAGE Court to Decide Whether Mae Wood Is His Wife. New York. May .". The case of Mae C. Wood, who alleges she was married to Senator Thomas C. Plutt in this city Nov. 9, 1901, and who is suing the senator for an absolute divorce, naming his present wife, Lillian Janeway Piatt, as co-respondent, is on the calendar in the Supreme court for trial. It is not likely, however, it will be reached before the latter part of the week. In answer to the complaint the sena;or denies there ever was any marriage contracted between them and in affidavit submitted to the court declares that Miss Wood has tried to extort money from him for years by various devices. Believing that gypsies who have been infesting the city had stolen a boy, a posse of a hundred citizens scoured Wabash and vicinity for traces of the 4-year-old son of A. L. Dillman. After the search had continued for several hours the boy was found in a distant part of the city, whither he had wandered.
