Did Amos Winship Shoot Self Or Was He Attacked By Assassin? IN A CRITICAL CONDITION. Rushville, Ind.. April 2V Amos Winship, the merchant and land owner who was found by Henry Ramsey, a colored attendant at East Iliil cem etery, yesterday lying on ihe White bridge, east of this city, with a hullet hole in his body, near the heart, is still in a critical condition. Winship was conscious when found, and, on being questioned as to how the shooting occurred, replied that some one had shot him. He could not describe the person who did the shooting, but said he was within six feet, of t!ie man when he was shot. Winship left his home about 4 o'clock, telling is wife, who is au invalid, that ho intended to go to the home of a farmer living east of town and collect some money, saying that ho could never find him at home during the day. Theory of the Police. Mr. Winship owns over three hund red acres of land in this county, but is believed to be heavily involved, having met. with financial reverses since retiring from farming and engaging in the farm implement, business here. The police hero are of the opinion that he attempted suicide. Mr. Winship was found within a few yards of the place where Charles Coleman vas recently murdered. The wounded man is sixty-one years of age and lias two children. One of them. a. sou. Cliff Winship, gained con siderable fame several years ago by being one of the phenomenal race horse drivers in the Grand Circuit, Amos Winship being, at that time, a breeder and raiser of fine race horses. The physicians say that Winship can not survive. Kiskadden of Detroit. Mrs. Byram C. Rohhins of Detroit, Charles White of Detroit, Joseph Selden White of Richmond and Miss Hettie P. White of Richmond. The funeral will be Wednesday afternoon, 2:"0 o'clock, at the East Main Street Friends' church. The burial will be at Earlham cemetery. Indications and reports from the office of the state board of health assert the disease is likely to viit every city in i the state. The mayor of Rushville lias I issued a proclamation asking the citizens to clean up. Friday, May . is chosen as the time. At Anderson particular attention is to be paid to cleaning vacant lots. Such a general movement on the part of the public to improve the conditions of the cities and towns never has been known in Indiana before. With the coming of spring and house cleaning, the Chicago Journal lifts the voire against the engulfing mass of waste paper always great in Chicago now added to, a menace to health, an educator in untidiness and a discouragement to civic, ideals and plans for city beautification. It is a timely protest, albjit it has all times for its own and every place , apparently. We come slowly very, very slowly to the notion of public cleanliness and tidiness. We should perhaps, resent the idea that we are not a cleanly people, but look at our littered streets and our still worse-kept alleys and back premises: It seems to be with us in the same thing as it is with the quality of honesty -the personal standard is as high as can be, but our public standard well, the subject of our public conniption of all kinds (both city and county, we should say here) is one, that, it is not pleasant to discuss, so we must admit it and live in hope. t But hope does not get things done, , and we might for our own part, ask ourselves as the Chicago .lornal is asking its people, "When are we going to begin doing something, and if right now at the beginning of spring, is not a good time." One feature of the paper nuisance is somewhat new; it is that springing from building operations, particularly of the smaller sort, plaster or "putty" is delivered in paper bags. These are emptied and thrown to the winds which in a short time litters the streets and yards with them, one new dwelling will fill the neighborhood with rubbish. Pieces of building, papr and all other waste of this sort follow the same course. There seems to be an utter lack of responsibility or care, and no one to enforce it. Added to this is the daily shower from passing wagons throwing overboard superfluous paper; men. women and boys, particularly boys, casting aside the wrappings of whatever is in hand, and so it goes to a sowing of the landscape with a litter that docs all and more than the Chicago Journal protests against. Are we not fatenough along to stop this? If not, why not? And if we are not. when shall we be? Who will begin a campaign for an education in public cleanliness and tidiness?
