Paris, April J.". A friendly "masting has been friven to the Kaiser by the well known old Faris paper "le .Matin" because of the recent Tower-Hill affair. "What makes the Kaiser so sympathetic." the paper says editorially, "is that he is so very human and so very different from the other emperors. Wise and prudent in important affairs he continually blunders in the most delightful way in smaller matters. Ev
idently William does not know that the words of Talleyrand, who said: "Beware of first impulsesthey are generally good.' " The Kaiser does not beware of his impulses; he almost invariably follows them, then he talks without thinking of the ccmisequoHces. and is invariably surprised at the results. He had the best intentions when he sent his famous telegram to the late President Krueger, and also when recently he wrote Lord Tweedmonth. It is equally easy to understand, his
motives in the Dr. Dave .Tayne Hill in
cident. The United States had at Berlin an ' ambassador who was rich and who entertained lavishly. They replaced him by another who was poor and could not afford to entertain. It was this which annoyed the Kaiser, who did Niiot see tkat American
money could be put to any better nse than to make his subjects dance and fill the pockets of Berlin merchants. Many other nionarchs would have thought as did the Kaiser, but say it never. But the Kaiser has given us in France a hint, and when we are going to send another ambassador we will send M. Chauchard. ,who is rich and fond of show and we need fear no diplomatic complications.
Paris, April 25. The suffragists of France are happy for women are going to vote here and the beginning is to be made in Paris, where women are to vote at the next municipal elections. During the first four days of this week the halls of all mairies especially in the northern arroundissements have been crowded with women anxious to register. The interest shown by women has sflrprised everyone here for the general opinion has always been that French women cared nothing for politics. While the women of France have not used violent means to attract attention to their demands, as have their sisters across the channel, their quiet registering of their votes at the first, opportunity given them, shows that they are ready to exercise the most important privilege of a citi7n.

A NOVEL SCHEME.
Boston, April 25. The union label has been boomed in many ways and hundreds of thousands of dollars spent in their advertisement. It remains, however, for Mr. John Broderick, a Boston labor man, to evolve a scheme which while considered novel is at the same time receiving much consideration. This scheme partakes of the trading stamp idea, with premiums.

Waterbury, Conn.. April 2.". -Wes-leyan college at Middletown will lose a legacy because of the death of a cat This is the unwelcome news that follows quickly the announcement of the declination of the Rev. Dr. Parkes Oadman of Brooklyn to accept the presidency of the Methodist institution. Both episodes are looked on with extreme regret by alumni and undergraduatesthe one because Wesleyan needs a hustling, energetic president, and the other because it needs the money. It was the zeal of the class in vivi
section at the university that caused the demise of the pussy. The cat belonged to the inner circle of the cat At in Middletown. He was the pride of his mistress. Miss Margaret Van Deusen, the one surviving ni'-niber of an old aristocratic Middletown family. About a week ajto Ius6y Van Deuen attended a feline gathering en the Wesleyan campus late at night. It occurred to the students that they needed some several more subjects at ihe "lab" so they bagged several of th cats. The Van Deusen pel was among the number. Miss Van Deusen had provided for a legacy for the college in her will. The happening of the last few days, however, will preclude any such poFstbllly.
