Fear of incendiaries has led Thorn, its Downey, of near Rusiivillu to repent and wish he. had not Instituted prosecution of men arrested and charged with the theft of a horse belonging to him. A few years ago, Downey was a member of a jury that convicted a man of horse stealiiHj and sent him to the penitentiary. About two weeks after the man was released from prison, a
